FLOOD POTENTIAL OUTLOOK FOR SOUTHERN OREGON

The National Weather Service has issued a Flood Potential Outlook for significant rises on rivers, creeks and streams, and possible main stem river flooding due to multiple periods of moderate to heavy rain in much of southern Oregon.

The Flood Potential Outlook includes Douglas, Jackson, Josephine and Coos Counties.

Forecasters said a series of wet frontal systems will produce periods of moderate to heavy precipitation Wednesday night through this weekend. Significant rises are expected late this week, but especially Saturday night into early next week. 5-day precipitation totals of 2 to 5 inches are possible over west side valleys, with 5 to 10 inches possible in the mountains and along the coast. This rainfall will increase the risk for both flash flooding, especially over area burn scars, as well as small stream and river flooding.

Forecasters said watches and warnings may be issued if this situation worsens.

HIGH SURF WARNING WEDNESDAY AFTERNOON THROUGH THURSDAY AFTERNOON

A High Surf Warning remains in effect from 4:00 p.m. Wednesday through 4:00 p.m. Thursday for the south central and southern Oregon coast.

Forecasters at the National Weather Service said dangerously large breaking waves of 30 to 35 feet are expected.

The Warning is for the beaches and shorelines of Douglas, Coos and Curry counties.

Forecasters said extremely large breaking waves will create very hazardous conditions along beaches and area shorelines. Waves will inundate beaches and surge into normally dry areas. Infrastructure damage and significant beach erosion can be expected.

Hazardous surf and beach conditions are likely to continue through much of the weekend, with improving conditions possible on Sunday.

Residents should stay off beaches, rocks, jetties, piers, and other waterside infrastructure.

WINTER STORM WATCH WEDNESDAY AFTERNOON THROUGH FRIDAY MORNING

A Winter Storm Watch remains in effect from Wednesday afternoon at 4:00 p.m. through Friday Morning at 10:00 a.m. for mountain areas in parts of southern Oregon.

Forecasters at the National Weather Service said heavy snow is possible, with accumulations of 1 to 2 feet. Winds could gust as high as 65 miles per hour.

The Watch area includes the south central and southern Oregon Cascades and the Siskiyou Mountains. It applies to Crater Lake National Park, Diamond Lake, and highways 62 and 138 and Highway 51 at Willamette Pass.

Forecasters said heavy snow will cause snow-covered, hazardous roads and reduced visibility. Travel could be very difficult to impossible. The hazardous conditions could have an impact on the Wednesday afternoon and Thursday morning commutes. Strong winds could cause some blowing snow, further reducing visibility, and may cause damage to trees and power lines.

The Urgent Winter Message said people should consider delaying all travel. If travel is absolutely necessary, drive with extreme caution. Consider taking a winter storm kit which includes tire chains, booster cables, a flashlight, shovel, blankets and extra clothing.

FIREFIGHTERS RESPOND AFTER VEHICLE STRIKES A HOME

Monday afternoon, crews with the Roseburg Fire Department responded to a motor vehicle accident at the corner of Southeast Pine Street and Southeast Rice Avenue, south of the downtown area.

An RFD post said just after 1:10 p.m. while a motorist was trying to avoid hitting a dog, their SUV left the roadway. It went through a fence, hit a stop sign, sheared off a fire hydrant, and struck a residence in the 1500 block of Southeast Pine Street. The vehicle also hit a natural gas meter, causing a gas leak into the residential structure. The home was safely evacuated.

The driver of the SUV was not injured. Roseburg Police Department, Avista Utilities, Umpqua Valley Ambulance, public works crews, and a tow company assisted with the incident.

COW CREEK UMPQUA AND OTHER TRIBES FILE SUIT FOR RESTRAINING ORDER

On Monday, the Cow Creek Band of Umpqua Tribe of Indians, Karuk Tribe, and Tolowa Dee-ni’ Nation filed suit in a Washington D.C. federal court for a temporary restraining order against the Department of the Interior; Bureau of Indian Affairs, and members of the Biden Administration, including Secretary Deb Haaland to stop a decision about a proposed casino in Medford.

A Cow Creek release said the proposal by the Coquille Indian Tribe would cause irreparable harm to their economic, environmental, and cultural well-being.

Cow Creek Umpqua Tribal Chairman Carla Keene said, “This legal action is our option of last resort after being denied repeated requests for consultation”. Keene said,”The administration has failed in their responsibility under its own Executive Order, NEPA rules and executive proclamation to consult with our Tribes about a project that puts the interests of one Tribe over many others”.

The release said for years before the Interior issued the Final Environmental Impact Study on the proposed Medford Casino last month, the Cow Creek Umpqua have consistently argued – alongside long-standing Senators, Governors, Members of Congress from Oregon and California, and other regional Tribes – that the Coquille’s application violates established legal and procedural standards governing off-reservation casinos.

The lawsuit filed Monday claims that the Interior exceeded its powers under the U.S. Constitution by issuing the FEIS and violated federal statutes and the agency’s own policies requiring government-to-government consultation with the Cow Creek Umpqua, Karuk Tribe and Tolowa Dee-ni’ Nation. The lawsuit requests that the court issue declaratory and injunctive relief, essentially ordering BIA to stop the project implementation based on an invalid FEIS and failure to consult with not the only plaintiff Tribes, but all affected Tribal nations.

The release said if approved, the Medford casino would upend Oregon’s long-standing “One Tribe, One Casino” policy, circumvent opposition from Oregon’s Senators and Governor and violate the law by allowing Oregon’s first urban and off-reservation casino more than 165 miles from the Coquille ancestral homelands in North Bend.

Keene said, “This is not the action we wanted to take – we want to work with the BIA and our other Tribes, but without another option, we have a responsibility to our Tribal members and their welfare to protect Tribal sovereignty, ancestral land integrity, and fairness for all Tribes”.

UMPQUA VALLEY ARTS WELCOMES NEW EXECUTIVE DIRECTOR

Umpqua Valley Arts have announced the appointment of Monica Stanfield as its new executive director.

A UVAA release said, with a strong background in business leadership and community engagement, Stanfield will guide the gallery into an exciting new chapter, focusing on partnerships, expanding outreach, and enhancing the gallery’s impact on the local community.

Stanfield has over ten years of experience in business management. She has led nonprofit organizations such as the Waldorf School of Bend, and the marketing and development efforts at the YMCA of Douglas County. The release said her expertise in community development, marketing fundraising and operational excellence will be instrumental in advancing UVA’s mission as a vital cultural hub in Douglas County.

UVA Board President Betty Tamm said, “Stanfield is uniquely positioned to lead Umpqua Valley Arts as we continue to grow and deepen our connection with the community”. Tamm said, “Her business acumen, combined with a passion for fostering creatively and collaboration, will help us to build on our legacy and expand our outreach”.

Stanfield will focus on building partnerships with local organizations, artists and the community. She will also lead efforts to further develop and lead innovative programming, including Roseburg’s annual Summer Arts Festival.

Stanfield said, “I am honored to join Umpqua Valley Arts and am excited to work with its talented team and vibrant community. My goal is to help create meaningful impact in Douglas County through continuing to build a robust arts and cultural program here at UVA”.

SENATORS ANNOUNCE OVER $33 MILLION FOR CRITICAL WILDLIFE CROSSING

Oregon’s senators Jeff Merkley and Ron Wyden have announced that the Oregon Department of Transportation is receiving over $33 million in federal funding to construct the Mariposa Preserve Wildlife Crossing over I-5 in southern Oregon, through the heart of the Cascade-Siskiyou National Monument.

A joint release said once complete, the wildlife crossing will be among the largest in the nation to significantly improve the movement of a wide array of animals, while increasing the safety of drivers traveling between Ashland and the California border.

What is being called a “historical investment” comes through the U.S. Department of Transportation’s Federal Highways Administration Wildlife Crossings Pilot Program – made possible by the Inflation Reduce Act. It builds off the $400,000 community-initiated project that Merkley and Wyden secured earlier this year for the design and engineering phase of the project, which was needed to reach this new milestone.

Merkley said, “What a huge win for Southern Oregon! This first-ever I-5 wildlife crossing in Oregon will be instrumental in safeguarding all the special species that call the Cascade-Siskiyou National Monument Home, while protecting drivers from dangerous wildlife collisions and costly damages to their vehicles”.

Wyden said, “Ensuring that native species have safe access across I-5 not only protects sensitive ecosystems affected by large roadways, but it also helps increase safety for motorists”.

The release said the Cascade-Siskiyou National Monument protects a wealth of biodiversity and connectivity for wildlife – including deer, bear, elk, cougars, and many small animals – which all face great risk as I-5 bisects the connectivity of this monument. The Mariposa Preserve Overcrossing will be located at approximately milepost 1.7 within the monument, will reconstruct a previously natural occurring wildlife corridor to increase habitat connectivity and allow animals to adapt to changing climate conditions. This will drastically reduce harm to wildlife, protect drivers, and improve public safety in the region, according to Merkley and Wyden.

GUIDED FIRST DAY HIKES AT 30 OREGON PARKS ON JANUARY 1ST

Whether a sunset hike along the coast, or a paved wooded trail inside city limits, First Day Hikes has a hike for everyone on New Year’s Day, Wednesday January 1st.

Rangers and volunteers will lead 37 guided First Day Hikes at 30 parks around the state with distances ranging from a quarter of a mile to a 5-mile trek.

An Oregon Parks and Recreation Department release said hikes are free and the $5 day-use parking fee is waived on that day at the state parks that charge for parking.

America’s State Parks sponsors the First Day Hikes program nationwide to encourage everyone to start the year outside and connect with nature. OPRD has participated since 2012.

OPRD Director Lisa Sumption said, “First Day Hikes has become a fun tradition for both visitors and staff on New Year’s Day. Rangers and volunteers get a chance to share park history, geology, wildlife and plants, and visitors get to experience an adventure with friends and family to start the new year”.
