MAN JAILED FOLLOWING FIREARMS DISTURBANCE, LARGE LAW ENFORCEMENT RESPONSE

A man is in jail following a disturbance involving a firearm, which led to a large law enforcement response on Northeast Stephens Street in Roseburg on Thursday afternoon.
Sergeant Daniel Allen of the Roseburg Police Department said the situation began at approximately 2:45 p.m. when officers were dispatched to the 1000 block of Northeast Stephens Street after an incident involving a gunshot was called in. Police scanner transmissions indicated that a man had ran after some kind of dispute had led to the gun being fired off. Allen said 30-year-old Chandler Scott Corwin Miller was confronted by a deputy with the Douglas County Sheriff’s Office in the parking lot of Bobalou Billiards. Miller then apparently left the scene.
As police from five law enforcement agencies descended onto the area, many businesses on Stephens Street locked their doors, with some keeping employees and customers inside. A “shelter in place” advisory went out to some people nearby. Northeast Stephens was closed at the intersection with Northeast Winchester Street for over two hours, snarling traffic in the area, and causing impacts on several other streets in Roseburg.
Police used drones and at least one K-9 unit to comb the area. The search included nearby Reservoir Hill, homeless camping areas west of Stephens Street, the adjoining businesses on Stephens and other locations close by.
Shortly before 4:30 p.m. Miller was taken into custody along Stephens Street. The roadway remained closed until after 5:00 p.m. while investigators continued to look for evidence. Miller was initially charged with two counts of unlawful use of a weapon, being a felon in possession of a firearm, menacing and first-degree theft by receiving. He was detained without bail.
DSCO, Oregon State Police, Winston Police Department and the Cow Creek Tribal Police assisted RPD with the investigation. No further details regarding the case were released as of Thursday evening.
COMMISSIONERS ISSUE PROCLAMATION FOR WREATHS ACROSS AMERICA DAY

Douglas County Commissioners Tim Freeman, Tom Kress, and Chris Boice issued a proclamation on Wednesday, during their weekly business meeting, calling upon all citizens of the county to observe Wreaths Across America Day, in celebration of the annual Wreaths Across America event taking place on Saturday, December 13th.
A county release said the mission of the event is to “REMEMBER the Fallen, HONOR Those Who Serve and TEACH Out Children the Value of Freedom”, with the laying of wreaths on veteran’s graves on the second or third Saturday of December each year. The commissioners are honored to support the event, especially the efforts of the local community in placing wreaths on veteran’s graves at the Roseburg National Cemetery.
The release said this year’s ceremony honors the legacy of United States Air Force Veteran, John Pierson, whose passion project to ensure every veteran’s grave at our Roseburg National Cemetery receives a wreath every year ignited a local movement. In his memory, this year’s local event has officially been named the John Pierson Memorial Wreaths Across America Event.
Commissioner Boice thanked a long list of local sponsors who have made the purchasing and laying of the 7,000 wreaths an annual tradition and legacy project in Roseburg. He then presented the attending title sponsors with a photo book from the 2024 local Wreaths Across America event and a specially designed Douglas County Wreaths Across America coin.
The John Pierson Memorial Wreaths Across America Event will take place on Saturday, December 13th at the Roseburg National Cemetery starting at 1:00 p.m. Sign up to volunteer or purchase a wreath for the 2026 ceremony at: https://www.wreathsacrossamerica.org/pages/17097.

FAIRGROUNDS DIRECTOR GRADUATE OF IAFE FAIR MANAGEMENT PROGRAM

Douglas County Fairgrounds Director Ciera Keith has been recognized as a graduate of the Institute of Fair Management during the 2025 International Association of Fairs and Expositions Convention and Trade Show held this week in Denver, Colorado.
A release said established in 2007, the IAFE provides industry professionals and volunteers with comprehensive training across the core competencies essential to producing today’s agricultural fairs. The program provides coursework in management, risk management, marketing, programming, operations and year-round facility usage.
IAFE Education Manager Amy Listle said, “Ciera Keith was among 56 individuals who met all of the Institute of Fair Management requirements to move to graduate status. Currently the Institute has 272 enrollees, all at various stages within their Institute experience”.
Keith became Douglas County Fairgrounds Director in December of 2024 after previously being the facility’s business and administration coordinator. She has worked on the fairgrounds staff for 14 years.
INPUT SOUGHT ON STEWART PARK MASTER PLAN

The City of Roseburg has launched an online community survey seeking input on a master plan update to help shape the future of Stewart Park.
A city release said Roseburg residents and others who use the city’s premiere park and its various amenities are being asked to give feedback to help city officials understand what people value most about Stewart Park, how the park is used today and what improvements they believe could make the park even better.
The digital survey will be available through Friday, December 19th. The goal of the survey is to reach as many people as possible to get input from a range of individuals and interest groups.
Stewart Park’s current master plan is 25 years old. Thanks to grant funding from Umpqua Health Alliance, Roseburg Parks and Recreation staff are initiating a master plan update to guide the park’s development for the next 20 to 25 years.
The release said parks staff, Thrive Umpqua and other community partners collaborated to win a $195,000 UHA Community Health Improvement Plan grant to help promote Douglas County resident’s health and well-being through several projects. A total of $25,000 will be used for Phase One of the Stewart Park Master Plan update, which involves the survey.
City staff have contracted with planning consultants from MIG (Moore, Iacofano, Goltsman), a company that worked with the city on the current Comprehensive Parks Master Plan in 2008. The city and MIG are now initiating work on a Stewart Park Master Plan update by undertaking the community survey.

FRIENDS OF ROSEBURG PUBLIC LIBRARY BOOK SALE THROUGH SATURDAY

The Friends of the Roseburg Public Library are holding the Winter Book Sale in the Ford Room this week.
It will continue Friday from 9:00 a.m. to 4:00 p.m. and on Saturday from 9:00 a.m. to 2:00 p.m.
Library Director Kris Wiley said this is a Better Book Sale with newer editions and older books of excellent quality. Most books are priced at $1 and are in great condition with no library withdrawals. Wiley said this includes new quality children’s books for $1. Special art books and new books published in the last three years will be offered for $5. Colorful handcrafted book bags are available for $5. Mass market paperback books will be 25 cents, as always.
During the book sale, the free book giveaway will continue at the Friends Book Store inside the library. Free books are available now. Too many remain from the fall sale, so patrons are invited to stop by and fill their book bags during the event.

ADAPT ANNUAL CLOSURE NOTICE FOR HOLIDAYS

Adapt Integrated Health Care will be closed for services for all non-crisis non-residential services and sites in Douglas County for two upcoming holidays.
This will be on December 25th for Christmas and on January 1st for New Years. These will be full-day closures. Services will resume on December 26th and January 2nd.
24/7 Crisis Support Services will continue operations as normal and maybe reached anytime in Douglas County at 800-866-9780.
Adapt will also be closed for all non-crisis non-residential services in Coos, Curry and Josephine counties as well.
