COLD WEATHER ADVISORY FOR MUCH OF SOUTHERN OREGON

A Cold Weather Advisory is in effect from 10:00 p.m. Monday through 9:00 a.m. Wednesday for much of southern Oregon.

Forecasters at the National Weather Service said very cold temperatures ranging from 15 to 25 degrees are expected.

The Advisory area includes central Douglas County and its eastern foothills, Josephine and Jackson County, eastern Curry County, the south central and southern Oregon Cascades, Klamath Basin and surrounding areas. It applies to the communities of Roseburg, Grants Pass, Medford, Cave Junction, Crater Lake, Diamond Lake and nearby locations.

Forecasters said very cold temperatures can lead to hypothermia with prolonged exposure. Use caution while traveling outside. Wear appropriate clothing, a hat and gloves. Keep pets indoors as much as possible.

ROSEBURG WARMING CENTER ACTIVATED FOR MONDAY NIGHT

The United Community Action Network’s Roseburg Warming Center has been activated for Monday night.

Warm meals, shelter and resources will be available. The center has moved to a temporary location at the James D. Myers Activity Center at 990 West Stanton Street.

Check in is Monday evening from 6:00 p.m. to 9:00 p.m. Check out Tuesday morning will be from 6:30 a.m. to 8:00 a.m. with coffee available.

ROSEBURG CITY COUNCIL TO CONSIDER SUNSHINE PARK EXPANSION

The Roseburg City Council will consider the Sunshine Park Urban Growth Boundary expansion as part of its meeting Monday night.

City staff are proposing to expand the UGB by adjusting the boundary to include just under 50 acres of Sunshine Park property on the eastern side of the park. The city and Douglas County planning commissions held a joint meeting on the proposal in December and made positive recommendations that the action be approved.

Staff are recommending that the council adopt the Planning Commission’s Findings of Fact and proceed with first reading of an ordinance amending the UGB, amending the comprehensive plan map, amending the city zoning map and amending the Urban Growth Management Agreement.

The council will vote on accepting the recent resignation of Ward 1 Position 1 City Councilor Kylee Rummel.

Other items are on the agenda as well.

The meeting will be held in the city council chambers at 7:00 p.m. It can be seen on the city’s Facebook page or viewed later at www.cityofroseburg.org

STEWART PARK DRIVE BRIDGE HAS CLOSED FOR REHABILITATION

The Stewart Park Drive Bridge in Roseburg has closed for rehabilitation work.

A city release said the Great Depression-era steel truss bridge is closed to vehicular traffic over the South Umpqua River until early November.

The structure is one of the smallest steel truss cantilever bridges in the country. The $6.3 million rehabilitation project will be paid primarily with federal funds from the Oregon Department of Transportation’s Local Bridge Program. The city will match just over 10 percent of the cost, paying slightly more than $649,000 from the city’s transportation fund.

A pedestrian and bicycle tunnel will be left open throughout the project, but the entire bridge will be contained in a wrap to keep lead-based paint from contaminating the river. In addition, all existing paint – including the toy layers of green paint – will be removed and the bridge’s color will be restored to its original black.

Drivers can access the south entrance of the Roseburg VA Medical Center from Northwest Stewart Parkway, traveling through Stewart Park to the VA facility’s entrance just north of the bridge. To protect bridge workers, motorists are asked to use caution when traveling through the work zone. Turning around at either end of the bridge will be very difficult.

After the project’s completion, the bridge will be load-rated to allow the passage of single-rear-axle fire trucks, which weigh about 43,000 pounds, and short-haul vehicles/commercial delivery trucks. The bridge’s load capacity will increase from the current 12 tons, or 24,000 pounds.

Along with strengthening the bridge, the renovation project will include replacing the current walkway with plastic lumber decking. The handrail design will change from a metal-mesh screen to a simpler design with top and bottom rails and closely spaced vertical uprights. Lighting on the bridge will be improved as well.

The 327-foot bridge is considered both functionally obsolete and structurally deficient. The city originally asked the state in 2015 to completely replace the bridge. Oregon Department of Transportation said they would not support replacement but would support rehabilitation. The city won a rehabilitation grant through ODOT in 2019.

WINDY COVE CRAB & FISHING DOCK HAS RE-OPENED

The Douglas County Parks Department has announced that the Windy Cove Crab and Fishing Dock on Salmon Harbor Drive in Winchester Bay has re-opened.

A county release said the crab dock, considered to be a beloved coastal recreation destination, has undergone extensive repairs after suffering structural damage following a storm in 2024, and is now open for public use.

Windy Cove County Park sits at the confluence of the Umpqua River and the Pacific Ocean. In addition to the 900-foot dock, the park includes a protected beach, ocean view parking, restrooms and day use picnic facilities.

The Windy Cove Crab and Fishing Dock was originally built by the United States Coast Guard in 1939 and was primarily used as a Coast Guard mooring and shipping dock until 1959. At that time, operations moved to the newly built Coast Guard Station located at the mouth of the Umpqua River. Douglas County acquired and repurposed the old Coast Guard dock for recreational opportunities in the 1970s.

REPRESENTATIVE OSBORNE: INFORMATION ON WILDFIRE MAPPING

State Representative Virgle Osborne has released information on wildfire mapping and has announced an upcoming town hall event.

A release from Osborne said in 2021, the Oregon State Legislature passed SB 762, a bill centered around improving and modernizing Oregon’s wildfire readiness. One product of the legislation is the wildfire mapping program. This did not come without controversy. There was -and still is – an outcry of concerns from Oregonians regarding insurance policies and costs. Osborne said the legislature addressed the former concern by passing SB 82 in 2023, which restricts insurance companies in Oregon from using the wildfire map to cancel or increase insurance policy rates. However, getting a finalized map has been a long process. The original map, unveiled in the summer of 2022, was met with fierce opposition by Oregonians and policy makers, leading to that map’s eventual recall.

Osborne said with a new map finalized, many residents still have questions and concerns. After the examination of all 1.9 million tax lots in Oregon, approximately 106,000 lots will now be subjected to the provisions of wildfire mapping including:

  • The requirement of creating “defensible space” or
  • Using fire-resistant building materials.

Osborne said under the revised map, “the overlays are still very flawed and use generic mapping that does not take into consideration current conditions on lands as it is today”.

Osborne said, “Many have communicated their concerns regarding property values and insurance concerns as well as other potential damage these maps raise with your properties”.

The release said Senator Daniel Bonham and Senator Noah Robinson have introduced SB 678 to repeal wildfire protection provisions adopted by SB 762. Osborne said the intention is to introduce legislation in the Oregon House to repeal or revise SB 762 as well.

A wildfire town hall meeting will be held in the Community Conference Hall of the Douglas County Fairgrounds on Saturday, February 15th from 4:00 p.m. to 6:00 p.m.

PITCH NIGHT LINEUP FOR MARCH 6TH

The Umpqua Economic Development Partnership Pitch Night committee has selected the six small business owners who will take the stage at the first Pitch Night event of 2025.

A Partnership release said the contestants will take turns at the mic on Thursday, March 6th at Backside Brewing in Roseburg. Each finalist will have five minutes to present their business or business idea to a panel of judges in front of a live audience. Judges will also have five minutes to ask questions of each entrepreneur before deciding the winners.

The top three presenters will share $2,000 in prize funds to help their business grow. The top two pitchers will advance to the Pitch Night Finals, and a chance to compete for their share of $10,000 – on October 23rd.

The contestants chosen for this round are: Mehgan McQueen of Creative Baking Co, Joy Marlow of Infinity Professional Cleaners, Lisa Hamor of Ranch Motel Oregon, Chris Barry of The Bear and the Bears Woodcraft, Jime Amaro of Jime’s Hot Dogs, and Ryan Cram of Good Vibes Foam Party.

UEDP Executive Director Brian Prawitz said, “Investing in the entrepreneurial ecosystem is a proven strategy for economic development”. Prawitz said, “Successful small businesses stimulate out economy, create jobs, foster innovation and enhance economic resilience. We look forward to seeing these businesses succeed and expand”.

Each contestant has been paired with a personal coach and will meet again a week before the big night to practice their presentations in front of one another and all six coaches. The goal is for each owner to further develop the focus and messaging of their business for future success beyond their pitch night experience.

THE ROSEBURG RECEIVER REACHES OUT TO PUBLIC FOR A POTENTIAL COWORKING SPACE

Known primarily for its local news coverage, The Roseburg Receiver is exploring an exciting new venture that could bring a modern, flexible workspace to the community.

The proposed coworking space would offer reliable internet, meeting rooms, and opportunities for networking and collaboration—amenities that could benefit remote workers, freelancers, entrepreneurs, and small businesses alike. But before moving forward, The Roseburg Receiver wants to hear from the community.

To gather feedback, The Roseburg Receiver has launched a quick, anonymous survey to assess interest and identify the features that would make the space most useful to potential users. The survey asks questions such as:

  • Would you use a coworking space in Douglas County?
  • What amenities or services would be most important to you?
  • How often would you see yourself using the space?

The results of the survey will help shape the future of the project, ensuring it meets the needs of the community.

“This is about more than just a workspace,” the representative added. “It’s about creating a hub for connection, collaboration, and productivity right here in Douglas County. But we can’t do it without input from the people who might use it.”
