AIR STAGNATION/DENSE FOG ADVISORIES IN EFFECT THROUGH 10:00 A.M. FRIDAY

KQEN News Radio

An Air Stagnation Advisory and a Dense Fog Advisory are in effect through 10:00 a.m. Friday for much of southern Oregon.

Forecasters at the National Weather Service said for the Air Stagnation Advisory, poor air quality will continue. This is due to an inversion and stagnant air conditions near the surface that will continue to trap pollutants. For the Dense Fog Advisory, visibility of one quarter mile or less in dense fog is expected.

The advisories are in place for central Douglas County, Josephine County and for eastern Curry County. This includes the cities of Roseburg, Grants Pass, Cave Junction and surrounding areas.

Poor air quality may cause issues for people with respiratory problems. Low visibility in fog could make driving conditions hazardous.

OREGON STATE FORESTER HAS ANNOUNCED HIS RESIGNATION

KQEN News Radio

State Forester Cal Mukumoto has announced his resignation.

Mukumoto, who also serves as director of the Oregon Department of Forestry, said the resignation will take effect at 5:00 p.m. on January 23rd.

Jim Kelly, chair of the Board of Forestry, announced the move during a meeting on Thursday. Prior to his appointment in October 2021, Mukumoto was a longtime forester and businessman from Coos Bay.

Mukumoto’s exit comes after ODF had a record-breaking wildfire season, with 1.9 million acres of land burned, making it the most expensive fire season in state history.

Senate Republican Leader Daniel Bonham of The Dalles and Senator Lynn Findley of Vale issued statements late Thursday, saying that change for the agency is long overdue. Findley said, ‘ODF needs fresh leadership to fix its problems and get back to serving Oregonians”. Bonham said, “ODF’s leadership struggled to manage the basics, leaving hardworking contractors waiting for payment and taxpayers footing the bill”.

House Republican Leader Christine Drazan of Canby also weighed in saying, “Oregon needs a strong, visionary leader who will address the department’s budgetary woes with urgency, maintain an open line of communication with the legislature, and work collaboratively with local, state and federal leaders to prevent catastrophic wildfires”.

An ODF release said while the Board of Forestry works through an open recruitment process for the position, Kate Skinner will be the acting state forester. Skinner has been with ODF since 1995 and has served as the district forester for the Tillamook District since 2014. Since August 2024, Skinner has been the interim Deputy State Forester.

HOYLE’S STATEMENT ON PRESIDENT CARTER’S LIFE/LEGACY

KQEN News Radio

On Thursday, U.S. Representative Val Hoyle attended the State Funeral for former President Jimmy Carter, who passed away on December 29th. He was 100 years old.

After attending the service at the National Cathedral, Representative Hoyle released a statement:

“President Jimmy Carter’s life in service was always centered around the public good. He was so much of what we hope to see in an American leader: husband, father, humanitarian, teacher, veteran, conservationist, and public servant. He was also hardworking, diligent, courageous and moral.”

Hoyle said, “More than anything else, President Carter consistently reminded us to place America’s highest ideals at the center of our national life and to treat each other with caring and kindness. The idea of always trying to do the right thing and to aim to be better today than we were yesterday, is not only enduring but is particularly important right now”.

Hoyle’s release said from 1946 to 1953, President Carter served in the United States Navy as a submarine officer. He remained in the U.S. Navy Reserves until 1961, retiring as a Lieutenant. Prior to the Presidency, President Carter served as Governor of Georgia from 1971 to 1975. He was the 39th President of the United States from 1977 to 1981. Carter was the longest living President.

BLM TAKES STEPS TO ADVANCE NORTHERN SPOTTED OWL RECOVERY

KQEN News Radio

The Bureau of Land Management issued a final decision on Wednesday to implement a U.S. Fish and Wildlife Service strategy which the agency says will responsibility manage barred owl populations on BLM-managed lands.

A BLM release said the decision was made to further protect northern spotted owls in Oregon. BLM staff said the strategy is the first comprehensive proposal to address the significant threat posed by inter-species competition.

The release said northern spotted owl populations are rapidly declining, and the species is listed as threatened under the Endangered Species Act. Its two biggest threats are competition from invasive barred owls, as well as fire and drought-related habitat loss. The BLM says it is already limiting habitat through its 2016 Resource Management Plans for Oregon.

The release said although barred owls are native to eastern North America, they moved west due to human activity. Their population now surpasses northern spotted owls across most of Washington, Oregon, and California. Barred owls are bigger and more aggressive and frequently outcompete native spotted owls for nesting spots and prey.

More information from the BLM is available on the barred owl management website: https://www.fws.gov/project/barred-owl-management
