COLD WEATHER ADVISORY FROM 10:00 P.M. FRIDAY THROUGH 10:00 A.M. SUNDAY

A Cold Weather Advisory is in effect from 10:00 p.m. Friday through 10:00 a.m. Sunday for a wide area in southern Oregon.
Forecasters at the National Weather Service said very cold temperatures combined with gusty winds will lead to wind chill values as low as 10 to 15 degrees.
The Advisory area includes central Douglas County, Josephine and Jackson counties and eastern Curry County. This applies to Roseburg, Grants Pass, Medford and Cave Junction.
Forecasters said frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.
Pets should be kept indoors as much as possible. Use caution while traveling outside. Wear appropriate clothing, a hat and gloves.
AIR STAGNATION ADVISORY THROUGH 12:00 P.M. FRIDAY

An Air Stagnation Advisory is in effect through 12:00 p.m. Friday for much of southern Oregon.
Forecasters at the National Weather Service said poor air quality will continue due to trapped pollutants.
The Advisory area includes central Douglas County, Jackson and Josephine counties, and eastern Curry County.
Forecasters said poor air quality may cause issues for people with respiratory problems.
ROSEBURG WARMING CENTER ACTIVATING FOR FRIDAY NIGHT

The United Community Action Networks Roseburg Warming Center will activate for Friday night.
Warm meals, shelter and resources will be available.
The center remains at HADCO’s James D. Myers Activity Center at 990 West Stanton Street.
Check-in is from 6:00 p.m. to 9:00 p.m. with check-out Saturday morning from 6:30 a.m. to 8:00 a.m. Coffee will be available.

OREGON’S NONFARM PAYROLL EMPLOYMENT DROPS BY 3,700 IN DECEMBER

In December, Oregon’s seasonally adjusted nonfarm payroll employment declined by 3,700 jobs, following a revised increase of 3,700 jobs in November.
A State of Oregon Employment Department release said December’s gains were largest in health care and social assistance, and government, which added 1,900 jobs and 700 jobs respectively. Declines were largest with 1,900 in leisure and hospitality, 1,800 in manufacturing, 1,000 in financial activities and 900 in retail trade.
State Employment Economist Gail Krumenauer said health care and social assistance continued its rapid, consistent pace of hiring, adding 18,100 jobs, or 6.2 percent in the past 12 months. Krumenauer said within this industry, social assistance added the most jobs, gaining 9,200 jobs or 12.2. percent since December 2023. The three health care industries added between 3,300 and 4,400 jobs during that time.
OED said December’s growth in government also capped off a year of strong performance. Its 7,000-job gain, which was 2.3 percent and was the second fastest growth over the year.
The release said leisure and hospitality cut 3,200 jobs in the past two months. It employed 204,000 in December, which was 3,000 below its average during January 2023 through October 2024.
Krumenauer said cutbacks of 1,500 jobs within the semiconductor and electronic component manufacturing contributed most of December employment reductions in manufacturing. Over the year, manufacturing dropped 2,500 jobs or 1.3 percent. Several durable goods manufacturing industries have shed jobs in the past 12 months: Wood product manufacturing lost 500 jobs or 2.2 percent, machine manufacturing lost 300 jobs or 2.2 percent and transportation equipment manufacturing lost 600 jobs or 5.3 percent.
Oregon’s unemployment rate was 4.1 percent in December and 4.0 percent as revised, in December. The rate has consistently remained between 4.0 percent and 4.2 percent since October 2023. The U.S. unemployment rate was 4.1 percent in December and 4.2 in November.
REP OSBORNE RELEASES STATEMENT ON HB 2106

On Thursday, State Representative Virgle Osborne unveiled HB 2106.
Osborne’s legislation is his response to prevent foreign adversaries, bad actors, and businesses/individuals subjected to federal sanctions from owning certain types of land in the state.
Osborne said, “HB 2106 is a bill about preserving Oregon’s security, solidifying these critical lands for development, agriculture, and other purposes stay out of the hands of adversaries and other bad actors”
Osborne said, “Because of the shift in federal policy towards great power competition, Oregon must join a growing list of states who are cracking down on allowing malicious foreign interests from snatching up state lands. My proposed legislation, however, differs from the policies we are seeing: no single individual is targeted because of their nationality as that is not my concern”.
Osborne said he hopes his colleagues in the Oregon Legislature recognize the importance of this bill and we can maintain Oregon’s security”.
HB 2106 was first read on January 13th and was referred to the House Committee on Emergency Management, and Veterans on January 17th. The legislation has not yet been scheduled for a public hearing.
CCD BUSINESS DEVELOPMENT AWARDED $8,500 GRANT

CCD Business Development Corporation has announced its selection as a grant recipient of funding from the Cow Creek Umpqua Indian Foundation.
CCD has been awarded $8,500 to support its mission of fostering Women-In-Business meetings across Douglas and Coos counties.
The WIB program, organized by CCD’s Technical Assistance Department since 2022, provides meetings in both counties designed to offer resources, support, education, and connection for women entrepreneurs, small business owners and professionals. The CCD release said these meetings create an inclusive and empowering environment while addressing key t
pics such as marketing, workforce development, financial management, work-life balance, mental health and networking opportunities.
Between meetings, attendees stay connected through digital Facebook groups and quarterly surveys ensure that the program evolves to meet specific needs of participants.
CCD Executive Director Theresa Haga said, “We are honored to receive this grant from the Cow Creek Umpqua Indian Foundation, as it will enable us to expand our reach and further empower local women entrepreneurs and small business owners, ensuring they have resources and support to succeed”.

DCYO CONCERT RESCHEDULED FOR NEXT TUESDAY

The Douglas County Youth Orchestra’s concert on Tuesday was postponed due to the closure of Phoenix School, which was related to the power outage.
The concert has been rescheduled for next Tuesday, January 28th at Phoenix School beginning at 7:00 p.m. Admission is free with donations accepted.
