LEAF COLLECTION IN ROSEBURG STARTING IN NOVEMBER

The Roseburg Receiver

ROSEBURG, Ore. — The City of Roseburg’s annual leaf collection program returns this fall, helping residents manage yard waste while keeping streets and storm drains clear.

Beginning the week of Monday, Nov. 3, and continuing through Wednesday, Dec. 31, Roseburg Public Works crews will provide leaf pickup service for homeowners within city limits. The department also plans to offer free dump truck loads of leaves for residents interested in using them as mulch.

Public Works crews will follow a cyclical route through city neighborhoods to ensure efficient service and prevent leaves from clogging drains, creeks, and rivers. The first pickups will take place in the Laurelwood Park neighborhood, moving west toward the Harvard Avenue area, and continuing in a clockwise pattern through Roseburg before finishing in the Mill-Pine Historic District. Each full cycle takes about a month, depending on how much material is collected.

Last year, city crews collected 880 cubic yards of leaves, equal to about 88 dump truck loads.

“The leaf pickup program helps keep the city street drains, as well as the storm pipe infrastructure, clean and functioning properly,” said Roseburg Design/Construction Manager Ryan Herinckx.

Residents participating in the program should pile leaves neatly at the edge of their property or on the street in front of their home, keeping them clear of curbs and drainage areas. To ensure smooth collection, Public Works asks homeowners to follow these guidelines:

  • Keep piles free of sticks, rocks, and debris.
  • Avoid placing leaves near parked cars, gutters, or bike lanes.
  • Only loose leaves will be collected—no other yard waste.
  • Residents are responsible for any hazards caused by their leaf piles.
  • Those using the right-of-way must keep nearby drainage structures clear during rain until pickup.

Residents can check pickup route updates on the city’s Public Works Department webpage or call 541-492-6730 for information.

For those interested in free mulch, the city can deliver a minimum of eight cubic yards—about one dump truck load—of leaves within city limits, based on scheduling and availability. Once delivered, the leaves become the recipient’s responsibility. Deliveries will not be made on parking strips or public right-of-way.

To request a delivery or learn more, contact the Roseburg Public Works Department at pwd@roseburgor.gov or 541-492-6730.

DENSE FOG IN THE FALLEY THIS MORNING

The Roseburg Receiver

Dense fog is developing in parts of the Umpqua, Rogue, and Illinois Valleys early this morning and may continue to spread through sunrise. This may limit visibilities to below one-quarter of a mile in some areas. Use low-beam headlights when approaching fog. While driving through fog, drive slowly and keep a safe distance from other vehicles. Consider delaying non-urgent travel until conditions improve.

Local entrepreneurs win big in 2025 Pitch Night Grand Finale

The 2025 Umpqua Growth Talks Pitch Night’s have given a leg up to entrepreneurs in Douglas County throughout the year. In total, there were three first place winners earning $1,000 each and three second place winners earning $500 each.

On Thursday evening, those winners got the chance to come back and push their opportunity for growth even further with the 2025 Pitch Night Grand Finale. This time, the stakes were even higher with a prize pool of $10,000. Third place winners received $1,250, second $2,500 and first a whopping $5,000.

“It’s incredibly exciting to see these local entrepreneurs reach this point where they’ve pitched and now they have a chance of bringing home their share of $10,000,” event host and Umpqua Community College Small Business Development Center Director Aaron Larsen said. “Umpqua Growth Talks has been around for several years now and it’s amazing to me, having participated in the very beginning, to see how it’s grown over the years.”

In total, six presenters took part in the finale to demonstrate how their business model has evolved and grown since their win, and how they could benefit from another.

Joy Marlow, who placed second in the March 6 Pitch Night for her cleaning-for-hire company Infinity Pro Cleaners, said that regardless of her winnings, the exposure she got from participating made it worth it.

“I think I just got a lot of exposure since I was here. I met a lot of new clients, commercial and some residential. I think, like, five people called me in total from just meeting me at this event,” Marlow said. “I had a lot of people come up to my table and ask me tons of questions when I was here. I felt like the exposure that you got there was just priceless.”

While the potential for earnings was higher for the entrepreneurs, the pressure was higher for judges as they had to choose the ultimate winner of the 2024-2025 Pitch Night season.

City Council to Consider Downtown Parking Enforcement

KQEN News Radio

The topic of parking enforcement in the downtown area will again be considered by the Roseburg City Council at its meeting on Monday night.

Over the past three years city staff has presented several options for changes to the program with councilors going back and forth on what to do next. The parking enforcement program has been running at a significant deficit for a long period of time.

At their August 25th meeting, the council requested information regarding what other similar size cities in Oregon are doing to support their parking programs. That in-depth information has been made available to the council to help them in making a decision. Staff are asking for clear directions on the issue by the end of January, as the budget process for the next fiscal year will begin in February.

Other items are on the agenda as well. The meeting will begin at 6:00 p.m. in the council chambers on Southeast Douglas Avenue. It can be seen on the city’s Facebook page or viewed later at: www.cityofroseburg.org.

Governor Nominates Three County Residents for State Commissions

KQEN News Radio

On Friday, Oregon Governor Tina Kotek nominated three Douglas County residents for a position on a state commission.

That was among dozens of people selected to be on a state board or commission. The Senate Committee on rules will consider the nominations next month during November Legislative Days.

Alicia McAuley was selected for another term on the Government Ethics Commission, while Jon Zwemke was nominated for another term on the Teacher Standards and Practices Commission. Kendra Murray was picked for her first term on the Patient Safety Commission Board of Directors.

The Governor makes appointments to over 265 boards and commissions representing a broad range of areas and issues. This includes most state agencies and departments headed by policy-making boards.

The full list of nominees is posted here.

First Presbyterian Donates $10,000 to Fish Food Pantry

KQEN News Radio

Ahead of potential cuts in federal funding to programs like the Supplemental Nutrition Assistance Program and Women, Infants, and Children, First Presbyterian Church of Roseburg has announced a donation of $10,000 to The FISH Food Pantry of Roseburg.

A church release said FBC, a founding member of the FISH, made this donation to help  the organization prepare for and address the growing demand for food assistance during this period of uncertainty. As reductions to federal aid loom, non-profits like The FISH are confronted with an increasing need for services while facing the prospect of diminished resources.

Church volunteer leader Mike Fieldman said, “Supporting organizations like FISH aligns with our church’s mission to serve our neighbors and ensure no family goes without the necessities of life”. Fieldman said, “In times like these, coming together as a community is critical. We hope this donation inspires other churches, organizations, foundations and individuals to step forward and help sustain this and other organizations who are providing a lifeline for those facing food insecurity”.

The release said the FISH serves over 1,500 local families each month, making it a cornerstone in the battle against hunger in Douglas County.

According to The FISH Executive Director Jenn Reida, it is anticipated that they will see a doubling of need over what they are currently providing, which is already double what they saw last year. Reida said, “This donation will help us stock shelves, serve families, and prepare for what’s ahead. It’s a powerful reminder of the unity within our community during challenging times”.

Fieldman said, “The most important thing is ensuring that everyone gives what they can during this critical time”.

Senators Urge Administration to Immediately Release SNAP Benefits

KQEN News Radio

Oregon’s U.S. Senators Ron Wyden and Jeff Merkley have urged the Trump administration to release the billions of dollars at its disposal to ensure that Supplemental Nutrition Assistance Program benefits continue next month in Oregon and nationwide.

In a letter to Agriculture Secretary Brooke Rollins, the senators and a large group of their colleagues said, “We were deeply disturbed to hear that the USDA has instructed states to stop processing SNAP benefits for November and were surprised by your recent comments that the program will ‘run out of money in two weeks’”. The letter continued, “In fact the USDA has several tools available which would enable SNAP benefits to be paid through or close to the end of November”.

The letter said that the USDA must, at a minimum under the law, use the contingency funding that is available for SNAP, as noted by USDA officials. The lawmakers continued, “Second, the USDA has interchange authority under 7 U.S.C. 2257 that permits the transfer of funds from other USDA nutrition programs. In fact, this authority was recently used by the USDA when it transferred money from child nutrition programs to the WIC account to maintain WIC benefits during the shutdown”.

The lawmakers concluded, “Americans are already struggling with the rising cost of groceries, and they cannot afford a sudden lapse in grocery assistance. We urge you to immediately communicate to states and committees of jurisdiction the USDA’s plans to disburse the contingency funding to state agencies and utilize all available legal authorities so that American families can get benefits without interruption”.

The release said in Oregon, as estimated 757,000 people are at risk of losing their SNAP benefits in November if the USDA does not use available funding to continue the program.
