Police Log: February 3, 2026
Roseburg police reported multiple arrests and citations on Feb. 3–4, including assaults, theft, warrants, prohibited camping enforcement, and driving while suspended cases. Several individuals were lodged at Corrections following incidents across the city.

Theft
Bwerani Manuel Watts, 48, arrested at Stewart Park disc golf course; officers reported a campfire and two shopping carts believed to belong to local stores

Details: Watts was contacted sleeping in his tent at the disc golf course. Watts had a campfire burning outside of his tent and additionally had two shopping carts in his camp that belonged to local stores.
Disposition: Watts had two prior convictions for Prohibited Camping. Watts was arrested and charged with Theft II, Prohibited Camping (Criminal), and Burning Without a Permit. Watts was lodged at Douglas County Corrections and his camp was cleaned.

Crystal Marie Shaw, 46, cited at Stewart Park disc golf course; officers reported she was camping outside allowed hours and in a restricted manner

Details: Shaw was contacted because she was camping outside the allowed time and in a restricted manner. She was cited and released and cleaned up her camp.

Christian Joseph Debaca, 20, held at Corrections after officers reported an un-worked RPD warrant for criminal trespass and multiple FTAs

Details: Officers learned Debaca had the aforementioned un-worked warrant and knew he was currently lodged at Corrections. Debaca was lodged on the new warrant as well.
Disposition: Debaca was lodged at Corrections.

Laura Chavez-Bazan, 30, arrested at Deer Creek Park; officers reported a Roseburg Police warrant for failing to appear on a release agreement

Details: Chavez-Bazan was contacted because she had the above warrant for her arrest. She was arrested and lodged at the Douglas County Jail.

Assault
Jacob Ryan Chaffee, 27, arrested after officers reported a man was punched during a confrontation about a nearby camp in the 600 block of SE Rose St.

Details: Gale approached Chaffee and another male to confront them about their camp near the street. Chaffee punched Gale in the nose, knocking him on his back. Chaffee was found about two hours later and was taken into custody after a brief struggle.

Cody Lee Miller, 38, arrested after officers reported an altercation at Starbucks on NW Garden Valley Blvd.; parole officer authorized a detainer

Details: Miller was acting suspicious at Starbucks and was asked to leave. Miller got angry and punched an employee in the face. A patron, Ramirez, intervened and was attacked by Miller. Ramierz had numerous scratches on his chest and neck and dislocated his shoulder. Miller was located and admitted to the confrontation. Miller was on parole and recently released from prison. PO authorized a detainer.
Disposition: Miller was lodged at Corrections.

Amadeus Joseph Chavez, 39, cited after a traffic stop near Gaddis Park; officers reported his license was suspended at the misdemeanor level

Details: Officers stopped the listed vehicle for violations and contacted Chavez as the driver. Chavez license was found to be suspended at the misdemeanor level. Chavez was cited for the crime and other violations and released on scene. His vehicle was taken by a valid driver. Vehicle: 1999 Volkswagon Rialta.
Disposition: Chavez was cited and released.
Warrant
Devin Michael Huffman, 34, arrested after officers reported an active Cow Creek Police Department warrant for criminal trespass

Details: Officers contacted Huffman and learned he had an active warrant for his arrest out of the Cow Creek Police Department. He was taken into custody without issue.

DWS
Channell Amelia Timm, 26, cited after officers reported she was stopped driving a silver Honda Accord; license listed as criminally suspended at the misdemeanor level

Details: Officer witnessed a silver Honda Accord speeding across the SE Washington Street bridge and learned the vehicle was registered to Chanell Timm who had a criminally suspended license. Officer stopped Channell and issued her a citation for DWS-M. A valid driver picked up the vehicle. Vehicle: 2000 Honda Accord silver (OR 739LJQ).
Disposition: Cited and released.
