Restrictions Decrease for Public and Industry

DOUGLAS COUNTY, Ore. – September 29, 2025 – The Douglas Forest Protective Association (DFPA) has announced that effective at 2:01 p.m. today, Public Use Restrictions have been lowered to Level LOW across all private, county, state, and Bureau of Indian Affairs lands within the Douglas District.
At the same time, the Industrial Fire Precaution Level (IFPL) has been reduced to Level 1 within regulated use areas DG-1, DG-2, UA-1, UA-2, and all forestland within one-eighth mile of those zones, including lands managed by the Roseburg District BLM.
What this means for the public
- Non-industrial equipment use: Power saws, cutting, grinding, welding, mowing, and other power-driven machinery are now allowed all day.
- Off-road driving: Permitted with landowner permission, but only on improved roads clear of flammable vegetation. Exceptions apply for cultivating and harvesting agricultural crops.
- Fire tools in vehicles: Any passenger vehicle traveling on forestlands (except state highways, county roads, and driveways) must carry an axe, a shovel, and one gallon of water or a 2½-pound (or larger) ABC fire extinguisher. ATVs must carry at least a 2½-pound ABC extinguisher.
What this means for industry
- IFPL 1 allows the use of fire or power-driven machinery in operation areas, provided all requirements under ORS Chapter 477 and OAR Chapter 629 (Divisions 41–43) are followed.
- Debris burning – including piles and burn barrels – remains prohibited at all times, regardless of fire danger level.
