Roseburg Kicks Off Annual Leaf Collection in November

ROSEBURG, Ore. — The City of Roseburg’s annual leaf collection program returns this fall, helping residents manage yard waste while keeping streets and storm drains clear.

Beginning the week of Monday, Nov. 3, and continuing through Wednesday, Dec. 31, Roseburg Public Works crews will provide leaf pickup service for homeowners within city limits. The department also plans to offer free dump truck loads of leaves for residents interested in using them as mulch.

Public Works crews will follow a cyclical route through city neighborhoods to ensure efficient service and prevent leaves from clogging drains, creeks, and rivers. The first pickups will take place in the Laurelwood Park neighborhood, moving west toward the Harvard Avenue area, and continuing in a clockwise pattern through Roseburg before finishing in the Mill-Pine Historic District. Each full cycle takes about a month, depending on how much material is collected.

Last year, city crews collected 880 cubic yards of leaves, equal to about 88 dump truck loads.

“The leaf pickup program helps keep the city street drains, as well as the storm pipe infrastructure, clean and functioning properly,” said Roseburg Design/Construction Manager Ryan Herinckx.

Residents participating in the program should pile leaves neatly at the edge of their property or on the street in front of their home, keeping them clear of curbs and drainage areas. To ensure smooth collection, Public Works asks homeowners to follow these guidelines:

  • Keep piles free of sticks, rocks, and debris.
  • Avoid placing leaves near parked cars, gutters, or bike lanes.
  • Only loose leaves will be collected—no other yard waste.
  • Residents are responsible for any hazards caused by their leaf piles.
  • Those using the right-of-way must keep nearby drainage structures clear during rain until pickup.

For those interested in free mulch, the city can deliver a minimum of eight cubic yards—about one dump truck load—of leaves within city limits, based on scheduling and availability. Once delivered, the leaves become the recipient’s responsibility. Deliveries will not be made on parking strips or public right-of-way.
