ARRESTS MADE IN CHILD EXPLOITATION AND ANIMAL ABUSE INVESTIGATION

Douglas County Sheriff’s detectives arrested Daniel Roy Phelps and Terah Danyle Crawford in a child exploitation and animal abuse probe. Warrants uncovered explicit materials involving two minors and a bestiality video. Charges include sodomy, sexual abuse, and related offenses.

ARRESTS MADE IN CHILD EXPLOITATION AND ANIMAL ABUSE INVESTIGATION

ROSEBURG, Ore. — Detectives with the Douglas County Sheriff’s Office have arrested two Roseburg residents in connection with a multi‑victim child exploitation and animal sexual abuse investigation.

In late June 2025, detectives opened an inquiry after encountering suspected child exploitative material. Over the ensuing two weeks, search warrants executed at multiple locations uncovered evidence involving a 5‑year‑old child known to the primary suspect, 40‑year‑old Daniel Roy Phelps. Investigators also identified a second child, approximately one year old, in materials allegedly produced by Phelps.

During the same searches, authorities say they found evidence indicating Phelps’s long‑term girlfriend, 39‑year‑old Terah Danyle Crawford, participated in creating sexually explicit videos involving the minors. Detectives additionally discovered a video depicting Phelps committing bestiality.

On July 16, 2025, Phelps was arrested and booked into the Douglas County Jail on the following charges:

  • Two counts of first‑degree sodomy
  • First‑degree sexual abuse
  • Using a child in the display of sexually explicit conduct
  • Second‑degree encouraging child sexual abuse
  • Second‑degree possession of materials depicting sexually explicit conduct
  • Encouraging sexual abuse of an animal
  • Sexual abuse of an animal
  • Endangering the welfare of a minor

Crawford was also taken into custody on charges of:

  • Using a child in the display of sexually explicit conduct
  • Second‑degree encouraging child sexual abuse
  • Second‑degree possession of materials depicting sexually explicit conduct

The Oregon Department of Human Services assisted in ensuring the children’s immediate safety. Detectives believe additional victims may exist and have released the booking photos of Phelps and Crawford under Oregon law (ORS 133.870) to solicit public assistance.
