Douglas C.A.R.E.S to Temporarily Suspend Services Amid Funding Crisis
Facing financial strain, Douglas C.A.R.E.S will temporarily pause operations beginning Jan. 1. The organization says the move is aimed at long-term sustainability while ensuring children continue to receive support through partner agencies.
ROSEBURG, Ore. — Douglas C.A.R.E.S will temporarily pause operations beginning January 1 as the organization works to stabilize funding and strengthen its long-term ability to serve children and families across Douglas County.

The pause, expected to last at least one month, is being described by the organization as a strategic operational reset aimed at ensuring sustainability and strengthening service delivery. Douglas CARES provides forensic medical exams, advocacy, and counseling for children who have experienced abuse or neglect, and works closely with law enforcement, medical providers, and family support systems.
According to the organization, the pause is intended to support three core priorities: caring for staff, strengthening services for children and families, and reinforcing community partnerships.
Focus on Staff Stability and Support
Douglas C.A.R.E.S stated that its team is central to its mission and that this pause will allow staff to focus on professional development, wellness, and long-term capacity. Leadership says ensuring staff stability is essential to providing consistent, trauma-informed care for children and families moving forward.
Continued Commitment to Children and Families
While regular operations will be paused, the organization emphasized that its commitment to children and families remains unchanged. During this time, Douglas C.A.R.E.S will work to refine service models and strengthen advocacy efforts so that, when full operations resume, families will have access to more responsive and effective support.
Child abuse cases will continue to be handled through coordinated efforts involving county partners and regional providers to ensure continuity of care.
Strengthening the Organization for the Future
Douglas C.A.R.E.S also plans to use this period to restructure funding strategies and improve its operational model. The organization cited the need to diversify revenue sources and build a more resilient financial foundation to reduce reliance on unstable funding streams.
Part of that effort includes strengthening partnerships with local agencies, medical providers, and community organizations to ensure a coordinated, county-wide safety net for vulnerable children.
A Temporary Pause, Not a Closure
Founded in 1994, Douglas C.A.R.E.S has served Douglas County for more than three decades. The organization recently moved into a new facility on Northeast Diamond Lake Boulevard, a transition that is not connected to the current pause in services.
Leadership emphasized that this pause is not a shutdown, but a strategic step toward long-term stability and continued service to the community.
Those needing to report suspected child abuse during this period are encouraged to contact the Oregon Department of Human Services Child Abuse Hotline or local law enforcement.
Updates will be shared through Douglas C.A.R.E.S’ official communication channels as plans move forward.
