REPRESENTATIVE BOICE CHEERS PASSAGE OF AIRSPACE PROTECTIONS

State Representative Court Boice is praising the passage of legislation he says will offer airspace protections for emergency response operations.
Tuesday, the Oregon House passed HB 3426 A, which modifies penalties for using an unmanned aircraft, or drone, to interfere with law enforcement, firefighting or search and rescue.
Boice said, “As drones become more and more of an interest and hobby for Oregonians, it is critical that they when and where it is appropriate to fly and drone and that interfering with emergency responses will have consequences”. Boice authored the legislation and said, “This bill will safeguard our airspace for emergency response operations”.
HB 3426 A designates intentionally interfering with emergency response operations with an unmanned aircraft system, such as a drone, as a Class C felony. An unintentional interference is specified as a Class B misdemeanor.
Boice said, “I am pleased that this Bill soared through the House Judiciary Committee with a unanimous vote. Every member of that committee contributed to the rationale of this legislation, and I am grateful for the support this bill earned today on the House Floor”.
HB 3426 A passed with unanimous support and will head to the Senate for consideration.
UCC BASEBALL GAME TO HONOR COLLEGE SOFTBALL TEAM ON THURSDAY

The Umpqua Community College Foundation wants to honor the UCC softball team at Thursday night’s UCC baseball game.
A doubleheader is scheduled for 4:00 p.m. and 7:00 p.m. A moment of silence will take place between the games at 6:00 p.m. at Champion Car Wash Field on Northwest Stewart Parkway in Roseburg. Admission is free with donations accepted.
The foundation has created the UCC Softball Support Fund to honor the legacy of coach Jami Strinz and student-athlete Kiley Jones. DOUGLAS COUNTY EMPLOYERS DROP 40 JOBS IN MARCH

Douglas County’s seasonally adjusted payroll employment decreased by 40 jobs in March after gains of 40 in February and 10 in January.
A State of Oregon Employment Department release said in the not seasonally adjusted private-sector industries in March, there were relatively large gains of 20 jobs in both the private education and health services, and leisure and hospitality categories. There were relatively large losses of 20 each in mining and logging, and in transportation, warehousing and utilities.
Regional Economist Brian Rooney said government added 10 jobs in March from gains of 20 in federal government, and 10 each in Indian tribal and noneducation local government. Rooney said there was a loss of 30 in local education.
OED said when comparing March 2025 with March 2024, total nonfarm employment decreased by 100 jobs, or 0.3 percent. Private-sector over-the-year gains of 100 were seen in private education and health services, of 40 in transportation, warehousing and utilities and of 30 in the other services category. There were relatively large losses of 170 in retail trade, of 80 each in mining and logging, and manufacturing, of 70 in professional and business services and of 40 in financial activities.
Rooney said government added 210 jobs due to gains of 100 in noneducation local government, 70 in local education, 30 in Indian tribal and 10 in federal government.
Douglas County’s seasonally adjusted unemployment edged up to 5.7 percent in March compared with a revised 5.6 percent in February. The rate is up from 5.2 percent in March 2024. Douglas County’s record low unemployment rate was set in November 2019 at 4.4 percent. The Oregon seasonally adjusted March rate was 4.6 percent while the U.S. rate was 4.2 percent.
BLM ISSUES NEARLY $28 MILLION TO WESTERN OREGON COUNTIES

The Bureau of Land Management has distributed more than $27.7 million in timber revenue payments to 18 western Oregon counties.
Douglas County is receiving just over $6.9 million dollars.
A BLM Release said the payments are supported by the timber harvested from public lands and support local services, including emergency response and education.
BLM Oregon/Washington State Director Barry Bushue said, “The BLM is working to protect our national and economic security, as directed in President Trumps order, by immediately expanding American timber production”. Bushue said, “We manage more than 2.4 million acres of some of the world’s most productive forests in western Oregon, and are committed to supplying a reliable, secure, and resilient domestic supply of timber, while providing jobs and other support to local communities through timber production”.
The release said the BLM manages this area, referred to as O&C and CBWR lands, as well as the funds generated from timber harvests in accordance with two laws: The Oregon and California Railroad and Coos Bay Wagon Road Grant Lands Grant Act of 1937 directs revenue from O&C Lands and is shared between the U.S. Treasury and 18 western Oregon counties. The Coos Bay Wagon Road Act of 1939 directs revenue from CBWR Lands to be paid in-lieu of tax payments to Douglas and Coos counties.
The funding provides local communities with the means to construct new county buildings, develop fairgrounds and museums, support libraries, schools, jails and build flood-control dams and reservoirs.
The release said BLM forestry and timber production supports economic security, reduces risks from wildfire, improves fish and wildlife habitat and decreases the cost of energy production. Local communities rely on jobs that come from BLM-managed forests and timber from public land feeds local industry.
County Commissioner Tim Freeman said no matter where the timber is cut in any of the O&C counties, 50 percent of the receipts go into the O&C account. Douglas County gets 25 percent of each year’s portion of receipts that go to counties.
WORK BEGINS ON EMERGENCY OREGON 42 CULVERT REPLACEMENT

Construction work begins this week on an emergency project to replace a culvert on Oregon 42 that was damaged during the March 16th rainstorm and flood.
A release from the Oregon Department of Transportation said the highway has been limited to a single lane at Shields Creek, about nine miles west of Winston, since the damage was discovered on March 23rd. ODOT Public Information Officer Dan Latham said staff originally visited the site after observing minor erosion around the upstream end of the pipe, but they found a bigger problem on the other side of the highway.
Latham said during the flood, the 30-inch diameter pipe had separated into three pieces. Water coming out of the gaps eroded the surrounding soil and rock of the roadbed, creating a large hole about 10 feet deep and 15 feet wide under the highway’s westbound lane.
ODOT crews filled the void with rock as a temporary fix, then began working on a permanent solution.
The release said while some pipes can be replaced quickly, the terrain at Shields Creek is more challenging, with a narrow roadway and a creek channel that is more than six below the road surface. During a three-week design phase, ODOT obtained permits, coordinated with local partners and bid the contract.
Latham said the project will replace the original culvert with a nine-foot diameter pipe that can accommodate most high-water events while also providing a natural streambed to meet fish passage requirements. Three utility lines exposed by the erosion will be relocated under the culvert.
Excavation for such a large pipe will affect both travel lanes at the same time.
Latham said to accommodate traffic, contractors will build a temporary single-lane bypass that will extend 800 feet along the eastbound side of the highway. Flaggers will continue to provide traffic control during construction. Most delays will be brief.
JRT Construction LLC, based in nearby Oakland, was awarded the contract after a successful bid of just over $614,000. Latham said all work on the project, including removal of the bypass lane, is scheduled for completion by Memorial Day weekend.
ROSEBURG VA HEALTHCARE SYSTEM WITH DEA TAKEBACK EVENT

The Roseburg VA Healthcare System will participate in the Drug Enforcement Administration’s National RX Take Back event on Saturday.
Residents can turn in unneeded medications for safe disposal at two drive-up events.
They will take place from 10:00 a.m. to 2:00 p.m. at:
