OSAA Approves New Classifications, Places Roseburg in Southwest Hybrid League

The Oregon School Activities Association (OSAA) has approved major changes to its classification and districting structure for the 2026–2030 cycle, a decision that directly impacts Roseburg High School athletics.

The OSAA Executive Board approved three amendments to the Classification and Districting Committee’s final recommendation in a 13–1 vote, followed by approval from the Delegate Assembly with the required three-quarters majority.

Under the new alignment, Roseburg High School will compete in a newly created 6A–5A Southwest Hybrid League, joining Grants Pass, North Medford, South Medford, and three 5A programs: Ashland, Crater, and Eagle Point. The hybrid league combines schools across classifications to address geographic challenges and competitive balance.

The Southwest Hybrid becomes the second such league approved for the upcoming cycle, joining the previously established 6A–5A Midwestern Hybrid in the Eugene-Springfield area.

OSAA officials say the changes conclude a four-month process that began in August, during which the Classification and Districting Committee reviewed enrollment data, received more than 300 written submissions, and heard testimony from 171 groups statewide. The committee was chaired by Tigard-Tualatin School District Superintendent Iton Udosenata.

The updated classifications will take effect beginning with the 2026–27 school year and will remain in place through 2030. OSAA will continue operating under a six-classification system, which has been in use since the 2006–07 activity year.

Additional amendments approved include adjustments to the 5A and 4A enrollment cutoff, returning Cascade and Henley to their previous 4A conferences, and moving Enterprise High School from the 2A-6 Blue Mountain Conference to the 2A-5 Wapiti League following testimony from the school.

As part of the final recommendation, OSAA’s Executive Board will reconvene the Computation of ADM Task Force next year to further evaluate enrollment calculations and the long-term classification process.

The full classification and district structure for the 2026–2030 cycle is available through OSAA.

HYDROLOGIC OUTLOOK FOR HEAVY RAIN IN REGION

The National Weather Service in Medford has issued a Hydrologic Outlook for heavy rain expected in Douglas, Coos, Curry and Josephine counties.

Forecasters said rain is expected through Tuesday night with the highest amounts of around one to two inches from Curry County into western Josephine County.

A weather statement said an atmospheric river is then expected to be aimed at western Oregon. Heavy rain is likely to begin early Thursday and continue into Friday. Rainfall of three to six inches, with the highest amounts likely to occur in Curry County, will cause quick river and creek rises. There is the potential for river flooding in Douglas, Coos, Curry, and Josephine counties. Landslides and ponding of water on roadways are also possible hazards. Visibility may be limited while traveling.

COUNTY COMMISSIONERS RECOGNIZE ZIMMER AND KEITH FOR RECENT AWARDS

Douglas County Commissioners recently recognized Department Director at Douglas County’s Salmon Harbor Division Jim Zimmer, and Fairgrounds Director Ciera Keith for their respective accolades.

A county release said the Winchester Bay RV Resort was named one of RV Life’s “Best of the Best” campgrounds for 2025. That placed the Winchester Bay RV Resort in the top 25 percent of more than 20,000 campgrounds across North America. This honor is based entirely on verified guest reviews, making it a true reflection of visitor satisfaction.

Zimmer said, “For Douglas County, this recognition is a significant achievement – it showcases the quality of our facilities, the dedication of our staff, and the unique coastal experience we provide”. Zimmer said that positions Winchester Bay RV Resort not only as a premier destination for RV travelers nationwide, but also as a source of pride for the community.

The release said Ciera Keith recently graduated from the Institute of Fair management during the International Association of Fairs and Expositions Convention and Trade show in Denver, Colorado earlier this month. The organization provides industry professionals and volunteers with comprehensive training across the core competencies essential to producing today’s agricultural fair.

Keith said, “Through the support of former Fair Director Dan, the Fair Board and the Commissioners, over the last two years I completed 36 classes. Those included webinars, online and in-person classes, conferences and summits with industry professionals.” Keith said, “It has been invaluable experience being able to take these classes. I look forward to taking what I have learned over the last few years and applying it to continually improving our facility”. Keith said, “I could not do this without my staff. They are incredible and they work hard, tirelessly every single day for every single event we have”.

COUNTY GOVERNMENT OFFICES TO CLOSE FOR CHRISTMAS/NEW YEAR’S

Douglas County Commissioners Tim Freeman, Tom Kress, and Chris Boice would like to remind residents that county government offices will be closed on Thursday, December 25th, as well as Thursday January 1st, for Christmas Day and New Year’s Day.

A county release said that includes offices at the courthouse, Douglas County Justice Building, County Annex in Reedsport, transfer stations, the fairgrounds, and all external county government offices. As always, even when the offices are closed, many officials and public employees are still working.

  • The Douglas County Board of Commissioners and designated department officials will remain engaged and available to respond to any local emergencies, regardless of the holiday.
  • Douglas County Senior Services Bistro Sixty Dining Sites and Meals on Wheels program will be closed for both holidays.
  • The Umpqua River Lighthouse Museum in Winchester Bay will be open for visitors on Thursday, January 1st, for normal business hours.
  • All county parks, campgrounds, and boat ramps will continue to be open and accessible to the public.
  • Salmon Harbor Marina docks, boat ramps, camping sites and the Winchester Bay RV Resort will also be open and accessible.
  • Even though the Sheriff’s Office lobby entrance will be closed on both holidays, deputies, 911 communications and DCSO staff will continue to provide law enforcement protection and emergency assistance.

LUNCHBOX EXPRESS TO DELIVER FREE MEALS OVER WINTER BREAK

The Roseburg School District’s Lunchbox Express van will once again deliver free meals over winter break.

A Roseburg Schools release said this will help ensure children have access to healthy food and steady support while school is out.

Meals will be distributed December 22nd and 23rd and December 29th  and 30th. The meals are available to all children 1 to 18 years old. All children are welcome and do not need to be students or residents within the school district.

Each sack will contain a breakfast meal and a lunch meal and children must be present to participate.

Lunchbox Express delivery sites and times are:

  • Faith Lutheran Church on West Kenwood Street from 11:00 a.m. to 11:15 a.m.
  • Sunnyslope Elementary School on Southwest Cannon Road from 11:30 a.m. to 11:45 a.m.
  • Eastwood Park on Southeast Douglas Avenue from 12:00 p.m. to 12:15 p.m.
  • Creekside Family Church on Newton Creek Road from 12:45 p.m. to 1:00 p.m.
  • Saddle Butte Mobile Manor on Saddle Butte Lane from 1:15 p.m. to 1:30 p.m.

CCD BUSINESS DEVELOPMENT RELOCATES TO DOWNTOWN ROSEBURG

CCD Business Development Corporation has announced that it has moved their Roseburg office to the heart of downtown Roseburg.

A release said the move brings their team closer to the vibrant center of community and economic activity and enhances their ability to support local businesses and partners across Douglas County.

Since 1991, CCD has been dedicated to strengthening local economies through business support, lending programs, and economic development services. CCD said the new downtown location will give them even greater visibility and accessibility to entrepreneurs, business owners, and community leaders which it serves every day.

SAVING GRACE WITH CHRISTMAS PET DONATION DRIVE

Saving Grace Humane Society has a Christmas Pet Donation Drive underway.

Lookingglass Brewery in Winston is partnering with Saving Grace to help fill their pet pantry. A donation box is set up to receive items to help. That includes things like easy cheese, peanut butter, dry dog and puppy food, kitten wet and dry food, turkey or chicken flavored baby food, kitten milk replacer, heat discs, unscented baby wipes and more.

Saving Grace Humane Society is Douglas County’s only full-service animal shelter, providing shelter, food and medical care. Last year they helped 1,760 animals find homes and provided care for 9,937 animals.

All donations will go to Saving Grace for the care of rescue animals.

The donation drive will continue through December 23rd. Lookingglass Brewery is at 192 Southeast Main Street in Winston.
