INTERSTATE 5 SOUTHBOUND HAS REOPENED AT EXIT 103

Interstate 5 southbound reopened at the Riddle Exit 103 at 3:00 a.m. Thursday, following a nearly eleven-hour closure.

Shortly after 4:00 p.m. on Wednesday, a tanker truck and trailer overturned on the roadway with reports of fuel leaking out of the vehicle. A detour was in place for southbound motorists while emergency crews dealt with the situation.

More details are expected from Oregon State Police later on Thursday.

WIND ADVISORY 7:00 AM. THURSDAY TO 4:00 A.M. FRIDAY

A Wind Advisory remains in effect from 7:00 a.m. Thursday through 4:00 a.m. Friday.

Forecasters at the National Weather Service in Medford said southwest winds of 20 to 30 miles per hour are expected with gusts up to 50 miles per hour.

The Advisory area includes central Douglas County and its eastern foothills along with Josephine County and eastern Curry County. Forecasters told News Radio 93-9 FM and 1240 KQEN that the highest winds will be at higher elevations and are most likely to impact locations such as Azalea, Camas Valley, Scottsburg and Yoncalla.

In the Roseburg area, wind gusts are expected to top out at around 25 miles per hour.

Gusty winds will blow around unsecured objects, and a few power outages may result.

OEM ACTIVATES EMERGENCY COORDINATION CENTER TO LEVEL 3

On Wednesday afternoon, the Oregon Department of Emergency Management virtually activated the State Emergency Coordination Center to Level 3 – Regional Response, in response to the incoming atmospheric river expected to bring heavy rainfall, potential flooding, and increased landslide risk across western Oregon.

An OEM release said the ECC will be supported by representatives from key state agencies to ensure streamlined communication, coordination, and resource support for impacted communities.

The National Weather Service has issued a Flood Watch through Thursday night for multiple counties with Lane being the closest county to Douglas falling under the watch. The heaviest rainfall is expected Thursday and Friday, with conditions shifting south over the weekend. Saturated soils and steep terrain, especially in areas recently affected by wildfires, may lead to landslides and debris flows. This will be accompanied by high wind gusts along the coast, in the coastal mountains and some inland areas.

Citizens can sign up for emergency alerts at https://oralert.gov/ and ensure that Wireless Emergency Alerts are enabled on mobile devices.

Douglas County’s seasonally adjusted unemployment rate was 6.2 percent in September compared with a revised 6.0 percent in August.

A State of Oregon Employment Department release said the rate is up significantly from 5.5 percent in September 2024. Douglas County’s record low unemployment rate was set in November 2019 at 4.4 percent. The Oregon seasonally adjusted September rate was 5.2 percent, and the U.S. rate was 4.4 percent.

Regional Economist Brian Rooney said the county’s seasonally adjusted payroll unemployment rate increased by 110 jobs in September after a gain of 80 in August and a decrease of 210 in July.

Rooney said in the not seasonally adjusted private-sector industries in September, there were gains of 20 each in professional and business services, and private education and health services. There were relatively large losses of 100 in leisure and hospitality, 40 in transportation, warehousing and utilities and 30 in manufacturing.

OED said government increased by 490 in the month of September from a gain of 540 in local education from the beginning of a new school year that was countered by a loss of 50 in noneducation local government.

When comparing September 2025 with September 2024, seasonally adjusted total nonfarm employment decreased by 110 jobs or 0.3 percent. There were relatively large private sector over-the-year gains of 290 in private education and health services, and of 60 in professional and business services. There were relatively large losses of 210 in retail trade, of 160 in manufacturing, and of 60 in leisure and hospitality.

Rooney said government rose by 100 over the year in September due to a gain of 110 in local government that was countered by a loss of 10 in federal government.

BLM FY 2025 TIMBER SALES IN OREGON/WASHINGTON NET OVER $67 MILLION

The Bureau of Land Management in Oregon and Washington wrapped up fiscal year 2025 exceeding its annual timber performance goal.

A BLM release said in support of the President’s promise of increased timber production, the agency offered 15 percent more timber than in fiscal year 2024. In total, BLM Oregon/Washington sold 241 million board feet of timber for just over $67 million from October 2024-September 2025.

BLM Oregon/Washington State Director Barry Bushue said, “This year’s timber efforts show what BLM can achieve”.  Bushue said, “We exceeded the timber target goal established in the One Big Beautiful Bill Act. Next year, the BLM is offering even more timber, which means supporting more rural jobs and improving forest health”.

The release said the timber sold in fiscal year 2025 could build more than 15,000 homes and support about 3,400 jobs across western Oregon.

In addition to new sales, in fiscal year 2025, the BLM facilitated the harvest of 250 million board feet of timber valued at nearly $66 million. That’s a 7 percent increase in harvest volume and 9 percent more in revenue than fiscal year 2024. These harvests include sales that were purchased over the previous four years, reflecting years of planning and collaboration with purchasers and operators in the community.

Each year, sales managed by the BLM’s forestry program in Oregon and Washington support local jobs and generate more than $1 Billion for local economies. Revenue from timber sold on O&C lands is shared between the U.S. Treasury and 18 western Oregon counties. The release said funding provides local communities with the means to construct new county buildings, develop fairgrounds and museums, support libraries, schools and jails, and build flood-control dams and reservoirs.

THRIVE UMPQUA WITH WINTER SOLSTICE WALK ON SUNDAY

Thrive Umpqua will have its Winter Solstice Walk on Sunday.

The winter solstice is the shortest day of the year and the longest night of the year within the Northern Hemisphere. Celebrate the winter solstice and the return of daylight with a luminary walk around Fir Grove Park. It will begin at the Umpqua Valley Arts Center on West Harvard Avenue in Roseburg. Following the walk, warm up with a cozy solstice cider, decorate a Yule tree, and take the opportunity to reflect on the season by adding hopes for 2026 and what to release from 2025.

UVA MEMBERS EXHIBIT OPEN THROUGH FRIDAY

Umpqua Valley Arts has its annual member’s exhibit on display through Friday.

A UVA release said the show features over 140 works from UVA artist members. It is on display Thursday and Friday from 10:00 a.m. to 6:00 p.m.

ROSEBURG POLICE CITE MAN FOR CITY ORDINANCE VIOLATIONS

Roseburg Police cited a man for city ordinance violations on Tuesday morning.

An RPD report said at 8:40 a.m. a 37-year-old was contacted in his tent, which was set up along the bank of the South Umpqua River in Templin Beach Park in the 100 block of Southeast Templin Avenue. Camping is prohibited at all times in the park due to its proximity to the river. The camp was attached to the trees, which is a violation of the manner portion of the ordinance, and it was set up after 8:00 a.m. which is a violation of the time portion of the ordinance. The camp was surrounded by trash. A large Bowie knife and a small hatchet were allegedly found in the man’s camp. Blades longer than 6 inches and cutting tools are prohibited on city real property.

The man was cited and released on the criminal charge of depositing trash within 100 yards of a waterway. In addition, he was cited and released for the violations of prohibited camping and prohibited weapons and tools on city property.
