DOUGLAS COUNTY MORNING NEWS

Sutherlin Timber Town Toy Land Electric Light Parade Raises $7,000, Honors 2025 Winners

Article by The Roseburg Receiver

The parade began at 7:00 p.m. and featured illuminated vehicles traveling through Sutherlin. Organizers confirmed that all donated funds were paid out across multiple judging categories.

The event is organized by Duane Waller, who has been involved with the Light Parade for 18 years and also helps organize other Sutherlin events, including the Blackberry Festival.

In a series of public updates, Waller reflected on the parade’s history and the work that goes into keeping it running. He shared that after nearly two decades of involvement, he partnered with Sutherlin Downtown Development to ensure the parade continues into the future, with leadership transitioning after the 20th year. The partnership has helped bring in additional sponsors and increase prize money.

Waller also shared a personal memory from the 2004 parade, recalling a moment when a float’s generator failed mid-route. As the float moved through town, the generator repeatedly shut down, leaving the lights dark. Each time it failed, Waller pulled the starter rope to bring the lights back on for a few seconds at a time. The float completed the route with the lights cycling on and off, later revealing the generator’s fuel tank was empty. Waller described the incident as one of many memorable moments that have stayed with him over the years.

CONTINUED SHOWERS EXPECTED THIS WEEK IN THE UMPQUA VALLEY

Article by KQEN News Radio

A couple more weather systems moving through the region are expected to bring continued showers in the Umpqua Valley leading up to Christmas Day.

Forecasters at the National Weather Service in Medford told News Radio 93-9 FM and 1240 KQEN that the heaviest rain will likely be Tuesday evening heading into Wednesday.

Forecasters said while some areas further south in Oregon and into northern California may see heavier rain which could lead to travel issues, the Umpqua Valley will generally remain partly cloudy with light rainfall amounts.

Sunday’s high temperature at the Roseburg Regional Airport was 48 degrees, which is equal to the normal temperature for the date. 0.59 inches of rain was recorded.

WILD SPRING CHINOOK HARVEST PROHIBITED ON MAINSTEM UMPQUA

Article by KQEN News Radio

On Friday, the Oregon Department of Fish and Wildlife announced a temporary rule prohibiting wild spring Chinook salmon harvest on the mainstem Umpqua River and keeping the North Umpqua bag limit the same as 2025.

An ODFW release said from February 1st through June 30th:

  • Mainstem Umpqua River: only hatchery spring Chinook may be kept. Harvesting wild spring Chinook – both jacks and adults – is prohibited.
  • North Umpqua River: one adult wild spring Chinook per day, ten per year may be kept
  • Mainstem Umpqua and North Umpqua rivers: anglers may still retain hatchery spring Chinook on both rivers.

ODFW said this temporary rule is meant to help protect the populations returning to the South and North Umpqua rivers as biologists forecast lower than desired returns of adult wild spring Chinook in 2026. In 2025, just 131 adult wild spring Chinook returned to the South Umpqua River, while returns to the North Umpqua were average.

The release said returns in 2025 and a low forecast for 2026 is triggering the restriction of wild spring Chinook harvest in accordance with the Umpqua River wild spring Chinook salmon harvest sliding scale in ODFW’s Coastal Multi-Species Conservation and Management Plan. Low returns of spring Chinook in the South Umpqua have been continuing in the last five years and have been as poor as 19 adults in 2023. The harvest sliding scale allows for harvest when populations are higher and restricts harvest when runs are trending below desired levels.

ODFW said the CMP was adopted in 2014 by the Oregon Fish and Wildlife Commission. It was developed with help from stakeholder teams within the Umpqua Basin along the Oregon coast.

MERKLEY: NOW IS THE TIME FOR COMMONSENSE CANNABIS REFORMS

Article by KQEN News Radio

Last week, Oregon’s U.S. Senator Jeff Merkley – the lead sponsor of the bipartisan SAFER Banking Act – issued a statement in response to President Trump’s announcement that he has signed an Executive Order directing the U.S. Department of Justice to complete the process of moving cannabis from Schedule I to Schedule III.

Merkley said, “Cannabis rescheduling is a step in the right direction, allowing medical research and legal cannabis businesses to be appropriately taxed on their net profits. But this change from Schedule I to Schedule III still leaves these cannabis businesses in violation of criminal law because the production and use of cannabis for non-medical purposes remain a federal crime. As such, these legal businesses are still prevented from accessing the banking system”.

Merkley said that remains a huge problem, encouraging all sorts of criminal activities, including robberies of cannabis businesses operating all in cash, false accounting, money laundering and organized crime. Merkley said, “That’s why we still need to pass the bipartisan SAFER Banking Act, which during his campaign, President Trump urged Congress to send to his desk”.

The release said Merkley, “has been a fierce and longtime leader advocating for sensible cannabis reform and cannabis business laws”.
