FLOOD POTENTIAL OUTLOOK FOR SOUTHERN OREGON

The National Weather Service has issued a Flood Potential Outlook for much of southern Oregon.
Significant rises on rivers, creeks and streams, and possible main stem river flooding due to multiple periods of moderate to heavy rain is forecast for Douglas, Jackson, Josephine, and Coos counties.
Forecasters said a series of wet frontal systems will produce periods of moderate to heavy precipitation through this weekend. Significant rises are expected late this week, but especially Saturday night into early next week. Forecast precipitation totals through Sunday could reach 2 to 5 inches over west side valleys, with 5 to 10 inches possible in the mountains and along the coast. More than a foot of rain could fall in the coastal ranges of Curry County. This rainfall will increase the risk for both flash flooding, especially over area burn scars, as well as small stream and river flooding.
The Rogue River near Agness is forecast to reach Minor flood stage Saturday night and rise going into Sunday morning. The Coquille River at Coquille is forecast to reach Action Flood Stage Sunday afternoon with Minor Flood Stage by Sunday evening.
A flood potential outlook is issued when there is the potential for significant rises or flooding along rivers and streams. Watches and warnings may be issued by the National Weather Service if this situation worsens.
WINTER WEATHER ADVISORY THROUGH 10:00 A.M. FRIDAY

A Winter Weather Advisory is in effect through 10:00 a.m. Friday for mountain areas in much of southern Oregon.
Forecasters at the National Weather Service said snow is expected. Total snow accumulations of between 12 to 20 inches, with up to 30 inches near Crater Lake. Winds will gust as high as 70 miles per hour.
The Advisory area includes the south central and southern Oregon Cascades and Siskiyou Mountains. It applies to Crater Lake National Park and highways 62 and 138 and Highway 51 at Willamette Pass.
Forecasters said travel could be very difficult to impossible. Very strong winds could cause extensive damage to trees and power lines.

HIGH SURF WARNING FOR SOUTH CENTRAL OREGON COAST

A High Surf Warning is in effect through 4:00 p.m. Saturday for the south-central Oregon coast.
Forecasters at the National Weather Service said dangerously large breaking waves of 30 to 35 feet are expected.
Extremely large breaking waves will create hazardous conditions along beaches and area shorelines. Waves will inundate beaches and surge into normally dry areas. Infrastructure damage and significant beach erosion can be expected.
Forecasters said conditions are expected to be especially dangerous just after frontal passages and near the time of high tide in the mornings.
Beaches and coastlines will become hazardous due to very large and life-threatening surf conditions. Residents should stay off beaches, rocks, jetties, piers, and other waterside infrastructure.
DOUGLAS COUNTY’S UNEMPLOYMENT RATE HOLDS STEADY AT 5.0 PERCENT

Douglas County’s seasonally adjusted unemployment rate was unchanged at 5.0 percent in November, compared with a revised 5.0 percent in October.
A State of Oregon Employment Department release said the rate is up from 4.8 percent in November 2023. Douglas County’s record low unemployment rate was set in October 2019, at 4.3 percent. The Oregon seasonally adjusted November rate was 4.1 percent and the U.S. rate was 4.2 percent.
Regional Economist Brian Rooney said Douglas County’s seasonally adjusted payroll employment rose by 10 jobs in November after a gain of 60 in October and a gain of 280 in September.
Rooney said in the not-seasonally adjusted private-sector industries in November, there was a seasonal gain in retail trade of 60. There were additional relatively large gains of 70 in transportation, warehousing and utilities, and of 30 in private education and health services. There were seasonal losses of 70 in leisure and hospitality and 40 in construction. Additional losses of 30 came in professional and business services, and of 20 in manufacturing.
OED said government dropped 20 jobs in November, due to losses of 10 each in federal and state government.
Rooney said when comparing November 2024 with November 2023, total nonfarm employment increased 190 jobs or 0.5 percent. Private sector over the year gains of 130 were seen in manufacturing. The other services category added 50 while financial activities gained 40 and transportation, warehousing and utilities added 30. There were relatively large losses of 120 in retail trade, 90 in professional and business service and 70 in leisure and hospitality.
The release said government gained 200 jobs over the year from gains of 110 in local education, 60 in federal government, 40 in Indian tribal, and 10 in noneducation local government. These gains were countered by a loss of 20 in state government.
REPRESENTATIVES CALL ON LEGISLATURE TO HOLD PACIFICORP ACCOUNTABLE

The U.S. government has filed a lawsuit against PacifiCorp, accusing the utility company of negligence related to the 2020 Archie Creek wildfire in Douglas County.
According to the lawsuit, the company had a history of safety violations, including more than 250 vegetation clearance violations. The lawsuit claims the company had “knowingly and intentionally operated insufficiently maintained power lines”.
A release from State Representative Virgle Osborne of Roseburg, and state representatives Jami Cate of Lebanon and Ed Diehl of Stayton, said PacificCorp’s failure to maintain its equipment, including power lines, is believed to have contributed to the Labor Day fires across the state. That included the Archie Creek Fire which burned more than 130,000 acres – approximately half of which was federal land. There are still countless outstanding liability lawsuits from the victims of those fires around the state, including in the Santiam Canyon.
The release said the federal government had asked PacifiCorp to pay for the costs associated with the Archie Creek Wildfire on March 15th, 2023. However, as of last week, the company had not made any payments toward those costs. This inaction has prompted the federal lawsuit, as the government seeks full accountability for the damages caused by PacifiCorp’s alleged negligence.
This lawsuit comes just days after the Oregon Public Utilities Commission approved a 9.8 percent rate increase for residential customers of Pacific Power. When this goes into effect on January 1st, the utility will have raised rates nearly 50 percent since 2021. Osborn, Cate and Diehl say this is further exasperating the financial burden on wildfire victims and passing the buck to Oregonians – all while Pacific Power has yet to pay anything toward its wildfire liabilities.
The three representatives are bringing a bill forward in January and asking the legislature to ban a public utility from raising rates if they have unresolved wildfire lawsuits for three or more years. This concept will be introduced by Representative Jami Cate and co-chief sponsored by representatives Virgle Osborne and Ed Diehl.
Osborne said, “PacifiCorp has had more than enough time to pay the costs they owe from the Archie Creek Fire, yet they’ve refused to do so. This is a slap in the face to the families who lost everything”. Osborn said, “The federal government is doing the right thing by filing this lawsuit, and we stand firmly behind it. PacifiCorp needs to pay up and take responsibility for the destruction they have caused, and putting a stop to rate hikes is the best way to achieve it”.
LUNCHBOX EXPRESS SERVING FREE MEALS OVER WINTER BREAK

Roseburg Public Schools is distributing free meals over Winter Break via the Lunchbox Express bus.
Meals are being distributed Thursday and Friday and again on January 2nd and 3rd. The meals are available to all children up to age 18. Each sack will contain a breakfast meal and a lunch meal. Children must be present to participate.
LunchBox Express delivery sites and times are:
- Sunnyslope Elementary School from 11:00 a.m. to 11:15 a.m.
- Thompson Park from 11:30 a.m. to 11:45 a.m.
- Eastwood Park from 12:00 p.m. to 12:15 p.m.
- Creekside Family Church from 12:30 p.m. to 12:45 p.m.
- Saddle Butte Mobile Manor from 1:00 p.m. to 1:15 p.m.
- Faith Lutheran Church from 1:30 p.m. to 1:45 p.m.

VINTAGE SINGERS PRESENT THEIR 47TH ANNUAL TWELFTH NIGHT CONCERT

Umpqua Community College Performing and Visual Arts will present the Vintage Singers performing their 47th annual Twelfth Night concert. It will take place on Friday January 3rd at 7:00 p.m. and Sunday January 5th at 3:00 p.m. at First Presbyterian Church in Roseburg. The music performance is directed by Donna Spicer and accompanied by Tammy Finch-Johnson and Gwen Soderberg-Chase.
This year’s concert will feature Mozart’s Magnificat in C, O Come, Emmanuel, Joy to the World and arrangements of other familiar carols. Additional performers include Jeff Plummer on trombone, Izzy Trinkle on violin and Janet Meacham on cello.
