FLOOD POTENTIAL OUTLOOK FOR SOUTHERN OREGON

The National Weather Service has issued a Flood Potential Outlook for significant rises on rivers, creeks and streams, and possible main stem river flooding due to multiple periods of moderate to heavy rain in southern Oregon.

This applies to Douglas, Jackson, Josephine, Coos and Curry counties.

Forecasters said a series of wet frontal systems will produce periods of moderate to heavy precipitation through this weekend. Significant rises are expected late this week, but especially Saturday night into early next week. Forecast precipitation totals through Sunday could reach 2 to 5 inches over the west side valleys, with 5 to 10 inches possible in the mountains and along the coast. More than a foot of rain could fall in the coast ranges of Curry County. This rainfall will increase the risk for both flash flooding, especially over area burn scars, as well as small stream and river flooding.

The Rogue River near Agness is forecast to reach Action flood stage Saturday night and rise to Minor flood stage Sunday morning. The Coquille River at Coquille is forecast to reach Minor flood stage Sunday morning and Moderate flood stage by Sunday afternoon.

Watches and warnings may be issued by the National Weather Service if this situation worsens.

WINTER WEATHER ADVISORY FOR MOUNTAIN AREAS THROUGH 10:00 A.M. FRIDAY

A Winter Weather Advisory remains in effect above 5,000 feet for mountain areas in parts of southern Oregon through 10:00 a.m. Friday.

Forecasters at the National Weather Service said snow is expected. Total snow accumulations between 12 to 20 inches with up to 30 inches near Crater Lake. Winds will gust as high as 70 miles per hour.

The Advisory includes the south-central and southern Oregon Cascades and Siskiyou Mountains. It applies to Crater Lake National Park, highways 62 and 138 and Highway 51 at Willamette Pass.

Forecasters said travel could be very difficult to impossible. Very strong winds could cause extensive damage to trees and power lines.

HIGH SURF WARNING THROUGH 7:00 A.M. SUNDAY

A High Surf Warning remains in effect until 7:00 a.m. Sunday for the south-central Oregon coast.

Forecasters at the National Weather Service said dangerously large breaking waves of 25 to 30 feet are expected.

Extremely large breaking waves will create hazardous conditions along beaches and area shorelines. Waves will inundate beaches and surge into normally dry areas especially during high tides. Infrastructure damage and significant beach erosion can be expected.

Forecasters said surf conditions will be occasionally worsened by high winds and seas as fronts pass each day through Sunday.

Beaches and coastlines will become hazardous due to very large and life-threatening surf conditions. Stay off beaches, rocks, jetties, piers and other waterside infrastructure.

WYDEN RESPONDS ON FAILURE OF SECURE RURAL SCHOOLS LEGISLATION REAUTHORIZATION

Senator Ron Wyden has responded after Congress failed to include reauthorization of Secure Rural Schools legislation in its recent passage of a bill to temporarily extend funding for the federal government and prevent a partial government shutdown.

Wyden said, “Oregonians living and working in counties that have long relied on millions in federal Secure Rural Schools funds will needlessly and unfortunately enter 2025 with an uncertain fate for those resources when it comes to local schools, roads, law enforcement and more”. Wyden said, “This sad state of affairs due to congressional Republican failings is pointless and regrettable. But I am committed to working with anybody, anywhere at the start of the new year who’s serious about reauthorizing these vital investments ASAP for rural communities in Oregon and nationwide”.

Wyden said the impact on Oregon is typically between $70 and $80 million with 2025 being on par with that as his office is trying to reauthorize the program at the current level.

In April of 2024, Douglas County was allocated nearly $6.7 million for its share of payments from the U.S. Forest Service.

REPRESENTATIVE OSBORNE ANNOUNCES COMMITTEE ASSIGNMENTS FOR 2025

State Representative Virgle Osborne has announced his committee assignments for the 2025 Legislative Session.

Osborne, a Roseburg Republican, will be the vice-chair of the Commerce and Consumer Protection Committee. He will also be a member of these committees:

  • Climate, Energy and Environment Committee
  • Economic Development, Small Business and Trade Committee
  • Legislative Policy and Research Committee

Osborn made a statement regarding his assignments: “I am excited for the opportunity to continue to serve on committees that focus on policy issues affecting our climate, energy, consumer and business arenas in our state”. Osborne said, “These are complex policy areas, but with a new year right around the corner, I am optimistic that we will be able to advance policies that support the people of Oregon. I am a big believer in starting the new year off strong, so I can’t wait to get back to work in January”.

The 2025 Legislative Session will meet the week of January 13th for Organizational Days and convene under a regular session until the end of June.

HOPE FOR SAVING GRACE PROJECT

A H.O.P.E. Drug Court graduate phase participant has scheduled a cleanup day for Saving Grace Humane Society and is working with Red Robin for meal proceeds.

The Douglas County H.O.P.E. Drug Court program has scheduled the 108th graduation on February 3rd at 5:15 p.m. in the Community Hall building at the fairgrounds.

Graduate hopeful Nathan Goni has chosen to help Saving Grace for his community project, because of his rescue dog and love for animals. Saving Grace is the only full-service animal shelter providing animal sheltering and adoptions, basic veterinary care and community programs. Saving Grace will receive 20 percent of sales from meals at the Roseburg Red Robin on January 9th, from 11:30 a.m. to 9:00 p.m. This can be done whether dining in-person, on-line or via the Reb Robin mobile app. For online and mobile app orders, diners must add the fundraiser to their cart before they check out for the sales to count towards the fundraiser.

January 11th, Goin is planning a clean-up day at the Saving Grace facility from 9:00 a.m. to 1:00 p.m. Goin is seeking a group of volunteers to join him. Projects will include prefilling litter, cleaning animal carriers, helping move cedar chips to the outdoor animal run or assisting with simple landscaping needs. To volunteer, call or text Nathan Goin at 541-378-1962. Saving Grace is located at 450 Old Del Rio Road, west of the Winchester area.

UC VEG BEGINS NEXT ROUND OF LIFESTYLE & NUTRITION COURSE

The Umpqua Community Veg Education Group will begin the next round of the Lifestyle & Nutrition Course on Tuesday, January 7th.

Registrants can choose to attend in-person at the primary location – the Aviva Health classroom and teaching kitchen next to Costco. The virtual option will continue to provide access to those living outside the local area, or with transportation barriers or mobility impairments. A UC Veg release said since the launch of the virtual option, participants have tuned in from southeast Asia, Africa, Europe, Canada, across the country, regionally and of course, from around Douglas County.

The course is a 13-week, evidence-based, disease prevention and reversal class that has served over 4,000 participants since 2015. New topics are covered each week, addressing the leading causes of death in the U.S. and in Douglas County. These topics include heart disease, diabetes obesity and other chronic illnesses. Other topics include how to view and manage stress, mindfulness, moving more by incorporating exercise into daily life, and practical strategies for lasting happiness. The theoretical portion of the program is complemented with practical cooking demonstrations and sampling, along with informational packets full of handouts and easy and affordable recipes.
