DOUGLAS COUNTY MORNING NEWS
DENSE FOG ADVISORY THROUGH 12:00 P.M. THURSDAY

A Dense Fog Advisory is in effect through 12:00 p.m. Thursday for central Douglas County.
Forecasters at the National Weather Service in Medford said visibility of one quarter mile or less in dense fog is expected.
The Advisory applies to Roseburg, Sutherlin, Myrtle Creek, Glendale, Elkton, Drain and surrounding areas.
Low visibility could make driving conditions hazardous.
AIR STAGNATION ADVISORY EXTENDED THROUGH FRIDAY AFTERNOON

An Air Stagnation Advisory has been extended until Friday afternoon at 4:00 p.m. within the valleys of Douglas County.
Forecasters at the National Weather Service in Medford said poor air quality will continue. This is due to an inversion and stagnant air conditions near the surface that will continue to trap pollutants. Poor air quality may cause issues for people with respiratory problems. Those with respiratory illness should follow their physician’s advice for dealing with high levels of air pollution during periods of stagnant air.
Drivers should slow down, use their headlights and leave plenty of distance ahead of their vehicle.
OJD CITIZEN REVIEW BOARD SEEKING COMMUNITY VOLUNTEERS

The Oregon Judicial Department is seeking community volunteers for its Citizen Review Board from around Douglas County and across Oregon.
The program uses trained volunteers to review cases of children in foster care and make recommendations to the court and the Department of Human Services. The goal is to ensure safety, well-being, and timely permanence for these children.
Volunteers serve on groups that meet once a month, receive comprehensive training on child welfare, trauma and cultural humanity and provide an important community perspective in the review process. Once potential volunteers clear a background check, Oregon’s chief justice approves their appointment and then the local dependency Judge Ann Marie Simmons swears them in.
To learn more about volunteering or to apply, contact Citizen Review Board Field Manager Joelene Rackley at: joelene.m.rackley@ojd.state.or.us

Source One Serenity Honors Douglas County Leaders With Certificate of Appreciation

Rusty and Elena Lininger of Source One Serenity recognized Douglas County Commissioners and Solid Waste staff this week with a certificate of appreciation, thanking the county for its support in helping their nonprofit launch a unique project at the Glide Transfer Station.
The Liningers, who operate Source One Serenity, provide nature based experiences and land stewardship missions designed to support the mental health of local veterans. Their long term goal was to create a sustainable operation that could reduce food waste, create meaningful work, and generate revenue to help fund veteran focused programs.
That opportunity began taking shape in 2021, when Source One Serenity partnered with Douglas County to establish a vermiculture operation at the Glide Transfer Station. The concept was simple, but ambitious: use worms to turn food scraps into rich compost products while building a program rooted in stewardship, purpose, and community service.
When Rusty and Elena approached Douglas County Commissioners Tom Kress, Chris Boice, and Tim Freeman, along with Douglas County Solid Waste Director Scott Adams, they said they found willingness to collaborate rather than obstacles. Solid Waste staff walked the site with Source One Serenity, asked practical questions, and helped identify a suitable area for the project without disrupting the transfer station’s normal operations.
With the Commissioners’ support, agreements were put in place and Source One Serenity began setting up the worm farm. Worm bins were built, systems were tested, and food scraps that might otherwise have been hauled to the landfill were redirected into the care of thousands of red wigglers.
The project quickly became more than a composting effort. It also created a hands on environment where veterans participating in Source One Serenity programs could take part in steady, intentional work. Caring for the worms and managing the process requires attention, patience, and consistency, skills that participants can carry into other parts of life.
Source One Serenity also offers outdoor recreation programs such as fly fishing, rafting, and hiking, giving veterans additional ways to reconnect with nature and build confidence through guided experiences.
Elena Lininger said the impact of the partnership has been significant. Since December 2021, Source One Serenity has diverted more than 60 tons of food scraps from the county landfill and distributed over 300 yards of compost products to local farmers and gardeners. The compost products are now sold in retail stores from Grants Pass to Portland, according to the organization.
During the Douglas County Board of Commissioners Business Meeting, Rusty and Elena presented Douglas County Commissioners, Public Works Director Scott Adams, and Douglas County Solid Waste Director Nick Frisinger with an appreciation plaque in recognition of the space, guidance, and support that helped the project get off the ground.
“We reached out a few weeks ago asking for an opportunity to express our sincere gratitude to the County for all that they have done for us. Without Douglas County, the Commissioners, staff and the people behind the scenes we would not be where we are today,” Elena Lininger said.
The Liningers said the collaboration reflects the strength of community in Douglas County and the hands on commitment they see from county leadership and staff.
“I have watched our Douglas County Commissioners and staff every day put their boots on and jump into the trenches with our community, and that speaks volumes,” Rusty Lininger said.
Commissioner Tom Kress encouraged residents to visit the Glide Transfer Station and see the operation firsthand.
“Rusty and Elena have a neat program out at our Glide Transfer Station if you ever get a chance to go out there and see it,” Kress said. “I am sure you will agree that it is quite an impressive operation.”
The Douglas County Glide Transfer Station is located at 13921 Glide Transfer Road in Glide. It is open Wednesday through Saturday from 8:00 a.m. to 6:00 p.m.

Reedsport Main Street advances to “Designated Main Street” level in Oregon Main Street Network

Oregon Main Street (OMS) announced that Reedsport Main Street has advanced to the Designated Main Street level in the OMS Network, joining three other communities that also moved up in status.
The other organizations advancing to the Designated level are the Downtown Medford Association, North Bend Main Street, and Port Orford Main Street.
OMS said the Designated Main Street level recognizes communities that have shown progress toward building a sustainable organization focused on improving historic downtown areas through partnerships and community involvement. Communities at this level also gain access to technical assistance to support continued development.
“The City of Reedsport and the Reedsport Main Street Program Board of Directors would like to express our gratitude to Sheri Stuart, OMS Coordinator, and the Oregon Main Street Program for their leadership and support in helping us achieve this milestone,” Reedsport City Manager Deanna Schafer said in a statement.
According to OMS, organizations at the Designated level commit to using the nationally recognized Main Street Approach to support long term improvements in historic downtown districts. OMS said communities must have a defined downtown core with historic or older commercial and mixed use buildings that reflect local architectural heritage. OMS also said participating districts should have a compact and walkable area with enough businesses, buildings, and density to support the program’s goals.
“We are incredibly excited to step into this new designation,” said Rosa Solano, Reedsport Main Street Program Director. Solano said Reedsport formally joined Oregon Main Street in 2014 and credited local businesses, volunteers, property owners, and community members for supporting the program’s work.
OMS said the four organizations previously participated at the Affiliated Main Street level, where they received technical assistance from OMS staff to help develop their programs.
OMS said more than 100 communities across Oregon participate in the Oregon Main Street Network, which includes several tiers such as Accredited Main Street, Designated Main Street, Affiliated Main Street, Rural Regional Main Street, and Connected Communities. OMS said there is no fee to participate.
Oregon Main Street is part of Oregon Heritage within the Oregon Parks and Recreation Department.
Douglas County Declares January as Human Trafficking Awareness and Prevention Month

The Douglas County Board of Commissioners issued a proclamation Wednesday declaring January 2026 as National Human Trafficking Awareness and Prevention Month in Douglas County.
The proclamation states that January is a time to raise awareness about human trafficking and educate the public on how to identify and prevent the crime. It references the Trafficking Victims Protection Act of 2000 (TVPA) and notes that since 2010, each U.S. president has proclaimed January as National Slavery and Human Trafficking Prevention Month.
The proclamation describes human trafficking as a public health issue and a crime that impacts communities worldwide. It states trafficking can happen to anyone, but certain populations face greater risk, including people affected by abuse, violence, poverty, unstable living situations, or social disconnection.
The document also states that trafficking is connected to other forms of violence and exploitation and can share common risk and protective factors, including lack of resources and unsafe environments.
The proclamation references the 2026 theme, “Stronger Connections. Stronger Futures,” and states the theme underscores the need to understand how human trafficking relates to other forms of violence and how prevention can be strengthened through protective factors at all levels.
The proclamation also recognizes the Douglas County Human Trafficking Task Force, describing it as a coordinated community-wide effort supported by more than 25 partner agencies, health care providers, nonprofit organizations and businesses.
The proclamation was signed by Commissioner Tom Kress (Chair), Commissioner Chris Boice, and Commissioner Tim Freeman, and dated Jan. 21, 2026.
