Roseburg Area Morning News

HEAT ADVISORY CONTINUES THROUGH TUESDAY NIGHT

KQEN News Radio

A Heat Advisory is in effect through 8:00 p.m. Tuesday for central Douglas County and its eastern foothills.

Forecasters at the National Weather Service in Medford said high temperatures in the mid-90s to around 100 degrees are expected. Low temperatures will be mainly in the lower to mid-60s.

The Advisory area includes Roseburg, Camas Valley, Elkton, Tiller and surrounding areas.

Forecasters said there is an increased chance of heat related illnesses for those without access to cooling facilities.

Hot temperatures are likely to continue into mid-week. Warm overnight temperatures will limit relief from hot daytime temperatures. The Advisory will likely be extended to Wednesday for temperatures nearing the triple digits once again in the Umpqua Basin.

Residents should drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors.

NEAR RECORD HIGH, RECORD HIGH LOW SET ON SUNDAY

KQEN News Radio

Roseburg had a near record high temperature for the date, and a record high low was set on Sunday.

Forecasters at the National Weather Service in Medford told News Radio 93-9 FM and 1240 KQEN that the mercury reached 100 degrees at the Roseburg Regional Airport. The record high temperature for July 13th is 104 degrees, set in 1935. Sundays high tied for the second hottest day of 2025 so far, equaling the high on June 8th.

Sunday’s low temperature was a record high for the date. It only cooled to 70 degrees early Sunday, beating the record high low for July 13th, which was 63 degrees.

Forecasters said high temperatures will remain in the 90s through Saturday. The normal high temperature for this week in July is 86 degrees for Roseburg.

HOUSE FIRE IN GREEN CAUSES SIGNIFICANT DAMAGE ON SUNDAY

KQEN News Radio

A fire in Green caused significant damage to a house and its contents on Sunday.

Battalion Chief Mitch Doss of Central Douglas Fire & Rescue said at about 9:10 a.m. crews from the agency and from Lookingglass Rural Fire District were dispatched to the structure fire on Circle Drive. Doss said all the residents of the home were able to safety exit prior to the arrival of first responders. The house was heavily involved in flames, and a second alarm was required to fully extinguish the blaze.

Doss said thanks to the efficient response of firefighters, the fire was contained to the single house and did not spread any further. No injuries were reported by the residents or the firefighters working at the scene.

CDF&R and Lookingglass RFD responded with 7 fire engines, an air unit and a command unit with a total of 22 personnel. Doss said the fire is believed to have been caused by an unattended candle in a bedroom. Crews were assisted by Umpqua Valley Ambulance and Pacific Power.

COUNCIL TO HOLD PUBLIC HEARINGS ON BLOCK GRANT, FLOODPLAIN OVERLAY

KQEN News Radio

The Roseburg City Council will hold public hearings on applying for a Community Development Block Grant from Business Oregon and on amending the Roseburg Municipal Code to reflect changes to the city’s floodplain development standards, as part of its meeting Monday night.

Staff are seeking the council’s approval to partner with NeighborWorks Umpqua to submit an application for $500,000. If awarded the grant, qualified residents within the city limits would have the ability to make necessary home restorations and repairs through licensed contractors. The CDBG’s come from U.S. Department of Housing and Urban Development funds and are for homeowners with low and moderate incomes. The city successfully partnered with NWU in 2018 and 2022, utilizing this same program.

Amending the floodplain development standards is required by the Federal Emergency Management Agency’s Pre-Implementation Compliance Measures for National Flood Insurance program participating communities. The Planning Commission has discussed the proposed amendments and concerns they had regarding what they felt was federal overreach from FEMA concerning the proposed regulations. The commission has asked staff to prepare Findings of Fact and Order recommending the council deny the proposed floodplain amendments.

Councilors will go over recommendations made by the Downtown Parking Committee and consider whether to implement some, none, or all of those recommendations.

Other items are on the agenda as well. The meeting will be held in the council chambers at City Hall on Southeast Douglas Avenue beginning at 7:00 p.m. It can be seen on the city’s Facebook page or viewed later at www.cityofroseburg.org

NEWEST COHORT OF FAMILY MEDICINE RESIDENTS JOINS AVIVA HEALTH

KQEN News Radio

Aviva Health recently welcomed its newest group of family medicine residents.

The sixth cohort of eight newly graduated doctors is now beginning their three-year clinical training journey in Douglas County.

An Aviva release said since 2020, the family medicine residency program – a partnership between Aviva Health and CHI Mercy Health Mercy Medical Center – has trained compassionate, skilled physicians in a community-focused setting, preparing them to meet the unique healthcare needs of rural and underserved populations.

The primary goal is to address a physician shortage that has long plagued rural regions of Oregon like Douglas County by recruiting graduating residents that put down roots in underserved areas, ultimately improving access to vital clinical care that historically has been difficult to receive.

Aviva Health CEO KC Bolton said, “Over the past five years, we’ve been pretty successful at keeping our residency grads local”. Bolton said, “Just this year, four of them decided to stay in Oregon – two right here in Douglas County. One will practice at Mercy Medical Center and the other will join us at Aviva Health”.

The release said a key focus during residents’ three-year training in Douglas County is fostering a strong connection to the community by highlighting the region as an ideal place to raise a family, enjoy outdoor recreation and take part in the area’s distractive festivals, events and attractions.

RIVER FLOAT & CLEANUP, RIVER APPRECIATION DAY

KQEN News Radio

Experience Roseburg Smash the Trash River Float & Cleanup and the Umpqua Watersheds 39th annual River Appreciation Day are happening this Saturday.

The float and cleanup are open to anyone who wants to help pick up trash and enjoy a river float at the same time. The float begins at Amacher Park and ends at River Forks Park. Due to parking constraints, participants are encouraged to drop their floaties at Amacher and park their vehicles at River Forks. A complimentary shuttle will be available to talk people back to Amacher Park where the float begins. Shuttles will operate from 10:00 a.m. to 1:00p.m. and run every 30 minutes.

Participants will be provided with a wristband and mesh bag to hold any trash gathered along the float. After getting out at Amacher Park, hand in the trash and receive a complimentary taco or burrito while supplies last. All floaters are required to sign a waiver before embarking on the river as well as provide their own flotation device, required life jackets and any related permits.

Umpqua Watersheds River Appreciation Day started over 30 years ago following the efforts of concerned citizens from around the state committing their time, energy and resources to protect the rivers. In 1989 the Oregon State Legislature named the third Saturday in July River Appreciation Day.

This year it will take place at River Forks Park from 12:00 p.m. until 6:00 p.m. Events include:

  • 12:30 p.m. to 1:30 p.m. music from Ken Carloni
  • 1:30 p.m. to 2:00 p.m. Esther and Shannon Stutzman, Kommema Kalapuya and Coos Tribe

MERKLEY LEADS OREGON DELEGRATION TO URGE RELEASE OF CRITICAL FUNDING

KQEN News Radio

Oregon’s U.S. Senator Jeff Merkley is leading the Oregon Democratic delegation – Senator Ron Wyden and Representatives Suzanne Bonamici, Val Hoyle, Andrea Salinas, Maxine Dexter and Janelle Bynun – in pressing the Trump Administration to release just over $7 million that was allocated to Oregon for the catastrophic regional fishery disaster that was declared for the Oregon Chinook salmon commercial ocean fisheries in the state for 2018, 2019, and 2020.

A joint release from the lawmakers said the Pacific States Fisheries Commission resubmitted their spending plan for funds allocated by the U.S. Department of Commerce in October 2024, but their final revised application has gone without a response from the Trump Administration for the last several months, delaying much funding for Oregon’s fisherman.

The Democratic delegation is urging Office of Management and Budget Director Russell Vought to promptly review and act upon the PSMFC’s application without further delay to help the state’s ocean commercial fishermen and coastal economies recover from the significant toll of declining salmon populations.

The lawmakers wrote, “Oregon salmon and salmon fisheries are an invaluable cultural, economic, and ecological resource in our state. Salmon are highly valued by Native American tribes in the Pacific Northwest for cultural, subsistence and economic benefits”.

The release said the impact Salmon loss has on Oregon’s economy cannot be understated, as the state’s commercial fishing industry generates more than $640 million in economic activity each year, equivalent to 9,200 jobs.
