GOVERNOR KOTEK CALLS FOR SPECIAL SESSION TO ADDRESS ODOT FUNDING
KQEN News Radio

On Tuesday, Governor Tina Kotek announced that she is using her constitutional authority to call a special session of the Oregon Legislature to begin on Friday, August 29th.
A release said the session will be for lawmakers to take up legislation to pay for basic road maintenance and operations at the Oregon Department of Transportation, as well as address funding needs for local governments and transits districts.
Kotek said, “In the weeks since the adjournment of the legislative session, my team and I have worked every day with legislators, local partners, and key stakeholders to zero in on a solution and a timeline for the legislature to come back together and address the state’s most immediate transportation needs. Oregonians rely on these basic services, brush cleaning to prevent wildfires to snow plowing in winter weather, and they are counting on their elected representatives to deliver adequate and stable funding”.
Kotek said she has directed ODOT to postpone the start of layoffs for an additional 45 days, allowing impacted staff to make contingency plans for their livelihoods and their families.
Kotek said, “The special session will be focused on critical near-term solutions to stabilize basic functions at ODOT and local governments”. Kotek continued, “This is just the first step of many that need to be taken to meet our state’s long-term transportation needs”.
Governor Kotek’s full statement is posted here.
REPUBLICAN LEADERS RESPOND TO SPECIAL SESSION ANNOUNCEMENT
KQEN News Radio

Republican leaders are responding to Governor Tina Kotek’s announcement of a special legislative session to address funding issues with the Oregon Department of Transportation.
House Republican Leader Chistine Drazan said, “This could have been prevented if Democrats had come to the table and considered House Republican’s alternative plan to fund ODOT by refocusing existing revenue instead of adding billions of dollars in new taxes on struggling Oregonians”.
Drazan said the situation could still be prevented now without a special session, if Democrats made the decision to use existing revenue from the emergency board.
Senate Republican Leader Daniel Bonham said, “Just weeks after the Legislature rejected the largest tax increase in Oregon history, the Governor is calling us back to Salem to try again, this time with less notice and less transparency”. Bonham said, “Republicans offered a common-sense plan to get ODOT focused back on its core mission, protect critical maintenance jobs, restore accountability, and avoid raising costs on hardworking Oregonians. Democrats didn’t even give it a glance”
Bonham said, “Oregonians deserve roads that work, bridges that last, and a government that puts them first, not more status quo policies and backroom deals to reward special interests”.
DOUGLAS COUNTY EMPLOYERS ADD 40 JOBS IN JUNE
KQEN News Radio

Douglas County’s seasonally adjusted payroll employment increased by 40 jobs in June after an increase of 60 in May and a loss of 160 in April.
A State of Oregon Employment Department release said in the not seasonally adjusted private-sector industries in June, there were relatively large gains of 110 in leisure and hospitality, of 30 in professional and business services, and of 20 each in construction, retail trade and the “other services” category. There was a relatively large loss of 90 in private education and health services.
Regional Economist Brian Rooney said government held steady in the month of June.
Rooney said when comparing June 2025 with June 2024, total nonfarm employment decreased by 240 jobs, or 0.6 percent. Private sector over-the-year gains were seen in private education and health services and other services, of 290 and 30 respectively. There were relatively large losses of 160 in manufacturing, of 150 each in retail trade and leisure and hospitality, and of 60 in professional and business services.
OED said government added 160 jobs over the year in June due to gains of 140 in local education and of 20 in federal government.
Rooney said Douglas County’s seasonally adjusted unemployment rate edged up to 5.9 percent in June compared with a revised 5.7 percent in May. The rate is up significantly from 5.3 percent in June 2024. Douglas County’s record low unemployment rate was set in November 2019 at 4.4 percent. The Oregon seasonally adjusted June rate was 4.9 percent, and the U.S. rate was 4.1 percent.
GARDEN VALLEY BOULEVARD/STEWART PARKWAY ROADWORK TO START
KQEN News Radio

Roseburg drivers should expect delays or use alternate routes when roadwork and sidewalk ramp replacements begin on a key stretch of Northwest Garden Valley Boulevard on Monday, July 28th, and then continue to Northwest Stewart Parkway.
A city release said heavy daytime traffic and delays are expected on weekdays during a month-long project to replace sidewalk ramps and later repave the roadway on a three-block section of Garden Valley Boulevard from Northwest Mulholland Drive to Northwest Fairmont Street.
Just east of Interstate 5, eastbound traffic will be funneled into one lane from June 28th through August 16th and westbound from Augus 18th through August 28th. While road crews are expected to work from 6:00 a.m.to 5:00 p.m. weekdays, one lane will be shut down 24-7 first in one direction and then in the other.
The center lane will remain open for turning. Drivers and pedestrians are asked to watch for lane-closure signs and use caution when traveling through work zones. Sidewalks will be closed when the ramps are being replaced. Pedestrians will need to use alternate routes and follow temporary signage.
The release said in late August, moderate delays and increased traffic are expected when the project moves to Stewart Parkway between Garden Valley Boulevard and Renann Street. Sidewalk ramp replacements and paving will be done from August 28th through October 20th.
Paving on both sections of roadway will take place overnight in mid to late October. Businesses on Garden Valley Boulevard and Stewart Parkway will remain accessible and their driveways will stay open throughout the project.
Roseburg Public Works hired local contractor Guido Construction to replace 25 sidewalk or “curb” ramps and then repave and restripe the roadway. New striping on Stewart Parkway will allow for a wider bike lane.
As part of the roadway improvements, the project will make the ramps compliant with Title II of the Americans with Disabilities Act.
