GOVERNOR KOTEK INVOKES CONFLAGRATION ACT FOR THE ALDER SPRINGS FIRE

Tuesday evening, Governor Tina Kotek invoked the Emergency Conflagration Act for the Alder Springs Fire in Jefferson County.

A release said the Jefferson County Fire Defense Board chief requested assistance with life, safety, and structural fire protection, and the state fire marshal concurred with that request.

Following state law, Governor Kotek determined that a threat to life, safety and property exists due to the fire, and the threat exceeds the firefighting capabilities of local firefighting personnel and equipment.

The governor’s declaration allows the Oregon State Fire Marshal to mobilize resources through the Oregon Fire Mutual Aid System to support local fire service agencies on scene. The conflagration was invoked only for the Alder Springs Fire threatening structures in Jefferson and Deschutes counties.

The fire was reported at 9:40 a.m. Monday on the Crooked River National Grasslands and quickly grew to 2,500 acres by Monday night due to stormy breezy conditions.

This marks the second time the Emergency Conflagration Act has been invoked by Governor Kotek in the 2025 wildfire season. Governor Kotek invoked the act for the Rowena Fire in Wasco County on June 11th.

GOP LAWMAKERS APPLAUD ODFW COMMISSION DECISION

A group of Oregon Republican lawmakers are applauding a decision by the Oregon Department of Fish and Wildlife to keep the Umpqua River open.

The ODFW adopted a limited fall Chinook season this year on the Umpqua River in the wake of the concerning salmon returns. This is the first time the Umpqua River has dropped below the Critical Abundance Threshold since the Coastal Multi-Species Conservation and Management Plan was adopted in 2014.

On Tuesday, Senators Dick Anderson of Lincoln City and David Brock Smith of Port Orford, along with representatives Boomer Wright of Reedsport and Virgle Osborne of Roseburg issued a joint statement in response to the commission’s decision made on Friday.

The lawmakers said, “We appreciate the commission’s decision to keep the Umpqua River open this season. The Umpqua River is a vital economic resource to the many communities it serves. We also want to thank Commissioner Boice, on behalf of the whole Douglas County Commission, for taking the time to travel to Pendleton to make the case to keep the Umpqua River open”. The statement continued, “This does not reflect the fact that federal forest management has lost its way when it comes to managing their forests in our state. Riparian areas devastated by wildfires must be managed and replanted to assist in cooling water temperatures keeping invasive species from coming up stream”.

The season will be open Tuesdays, Thursdays and Saturdays starting July 1st until a quota of 500 wild Chinook is reached. The bag limit will be one Chinook – either hatchery or wild – per day and per season.

JUNETEENTH OBSERVED BY SOME BUT NOT ALL AREA GOVERNMENTS

Thursday will be Juneteenth, also known as Freedom Day or Emancipation Day.

It is a federal holiday commemorating the end of slavery in the United States. It is celebrated on June 19th, marking the day in 1865 when enslaved African Americans in Galveston, Texas, were informed of their freedom, more than two years after the Emancipation Proclamation.

Juneteenth has been a federal holiday since 2021, when legislation was signed by President Joe Biden. Oregon has recognized the holiday since 2013.

In Douglas County, Juneteenth will be observed by the city governments of Sutherlin and Myrtle Creek. Roseburg and Winston city offices, along with the county government, do not observe the day and will be open as usual.

UMPQUA PUBLIC TRANSIT ANNOUNCES 5 PERCENT COLA FOR EMPLOYEES

The Umpqua Public Transit District has announced a 5 percent cost of living adjustment for all employees, effective July 16th.

A release said this increase reflects the agency’s commitment to fair and competitive compensation as the cost of living in Oregon continues to rise.

UPTD CEO Ben Edtl said, “This COLA increase is a recognition of the hard work and dedication out staff has shown through a challenging year”. Edtl said, “It ensures that are employees are supported without adding any additional burden to the taxpayers who found our services”.

All current employee benefits will remain unchanged, with the district continuing to cover 100 percent of employee health insurance and 85 percent of dependent coverage

Edtl said the increase is made possible through strategic operational improvements and prudent financial management by UP’s operations leadership team, George Corrillo and Andre Bleau. Edtl said their leadership has been instrumental in optimizing routes and fleet management to reduce costs while maintaining exceptional service to the community.

The release said along with the COLA increase, UP will begin rebuilding its financial reserves to ensure long-term fiscal stability. Chairwoman Michaela Hammerson said, “Considering the fact that the agency was essentially insolvent less than 8 months ago, this is a wonderful achievement”.

DOUGLAS COUNTY NON-PROFITS RECEIVE OVER $90,000 IN GRANTS

Douglas County non-profit organizations recently received over $90,000 in grants from The Three Rivers Foundation.

The charitable arm of Three Rivers Casino awarded $720,000 in grants to 60 organizations across Oregon. A release said from rural fire departments to food pantries, youth advocacy programs to mental health services, the foundation’s annual grants continue to create a lasting impact.

The foundation was established by the Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians to give back to communities. Each year, funds generated through casino revenue are reinvested in the region through grants to nonprofits.

At a luncheon held on June 3rd at the Three Rivers Casino in Florence, representatives from all the nonprofits gathered to receive their checks.

Ten Douglas County non-profits received grants ranging from $20,000 to $5,000. The organizations included CASA of Douglas County, the Friendly Kitchen/Meals on Wheels, Gardiner Fire Department, Sutherlin-Oakland Emergency Food Pantry, Kellogg Rural Fire District, Winchester Bay Rural Fire Protection District, Reedsport Volunteer Fire Department, Source One Serenity and St. Francis Xavier Conference of St. Vincent de Paul.

Local grant awardees:

ECEC WITH 18TH ANNUAL BLOOMS & BUTTERFLIES FESTIVAL

Elkton Community Education Center will have its 18th annual Blooms & Butterflies Festival this Saturday.

ECEC Co-Executive Director Deborah Gritton said it is a key fundraising event that supports the non-profit organization’s programs and initiatives. Gritton said with a backdrop of summer blooms, the celebration brings the community together for a full day of nature-inspired fun, learning and connection. Attendees can browse unique handmade creations from local artisans, enjoy live entertainment and savor delicious treats while supporting a great cause.

Highlights include:

  • 5K Butterfly Fun and quarter mile Dragonfly Loop. Registration is $30
  • Artists, vendors and information booths with unique crafts, artwork and details about local initiatives
  • Butterfly crafts and live music throughout the day
  • Costume contest, race awards and barbecue fundraiser
  • Fort Umpqua Tours, market gardens and butterfly pavilion.
  • Outpost Café, gift shop and plant nursery

The event runs from 9:00 a.m. to 4:00 p.m. Gritton said, “It’s a fantastic day for families, nature lovers, and anyone looking for a fun and engaging experience”.

EXTENSION WITH WORKSHOP FOR VETERANS TO LEARN HOW TO KEEP BEES

The Oregon State University Extension Service welcomes military veterans to attend the Bee Basic series starting this Saturday from 11:00 a.m. to 1:00 p.m.

The hands-on beekeeping experience is designed exclusively for military veterans. This introductory class will walk participants through the essentials of starting their own hive, from setup and gear to hive inspections and maintenance.

Attendees will learn:

  • How to set up and manage a beehive
  • Essential beekeeping tools and protective gear
  • Techniques for inspecting and maintaining health hives

No experience is needed – just curiosity and a willingness to learn.
