WINTER WEATHER ADVISORY THROUGH THURSDAY AT 5:00 P.M.

A Winter Weather Advisory remains in effect through Thursday at 5:00 p.m. for mountain areas in parts of southern Oregon.

Forecasters at the National Weather Service said additional snow accumulations of 4 to 8 inches are possible. Wind will be gusting as high as 40 miles per hour.

The Advisory area includes the south central and southern Oregon Cascades and Siskiyou Mountains. It applies to Crater and Diamond lakes, Lake of the Woods, and the Mt. Ashland Ski Area and well as highways 140, 62, 138, and 230.

Forecasters said travel could be very difficult. The hazardous conditions could impact commute times.

Drivers should slow down and use caution while traveling. Call 511 or visit www.tripcheck.com for road information.

DOUGLAS COUNTY FLOODING RESPONSE UPDATE

Douglas County staff continue to be in response mode, following the flooding event that hit the county on Sunday.

A county release said with more precipitation forecast, crews continue to address new slides and downed trees, as well as working on road repair and debris cleanup.

County Commissioners and Douglas County Emergency Management Department have teamed up with the Oregon Department of Emergency Management to provide resources and information to local residents via the 211 Info Line: https://www.211info.org/. It is a free 24-hour line that assists communities by helping people identify, navigate and connect with the local resources they need.

Commissioners have worked with the County Solid Waste Department to create and immediately institute an emergency action plan for flood related wood waste debris and related refuse. Flood wood waste debris is being accepted at all county transfer sites at no charge. It should be clear of excessive mud or other refuse debris.

A Flood Damage Voucher Request Form for the recent flood is available on the Solid Waste Department website: https://douglascountyor.gov/396/Solid-Waste. Residents will need to complete the fillable form and email it or drop it off at the Solid Waste Department for immediate review and an approval signature. Residents must present a printed or digital copy to the transfer site or scale attendant at the time of disposal.

Transfer sites in Glide, Myrtle Creek, Canyonville, Glendale and Yoncalla are now open Wednesdays through Sundays to help residents dispose of storm debris. Other sites remain open on their normal schedule.

CITY CREWS RALLY FOR FLOOD RESPONSE

City of Roseburg crews continue cleanup and assessment after the significant storm that hit the community on Sunday.

A city release said on Sunday the Roseburg Fire Department rescued people and animals, while the Public Works Department and Roseburg Police shut down flooded and damaged roads, monitored rising waterways and provided other assistance to protect the community and emergency responders during the storm.

City Manager Nikki Messenger said, “Thank you to all City staff who worked hard and went above and beyond to help our community during the storm”. Messenger said, “I’d also like to thank all of our community partners who assisted with critical support”.

There appeared to be at least two landslides – one behind Sportman’s Warehouse on Northwest Stewart Parkway and one off Northwest Troost Street next to the Oregon Department of Justice Child Support Center.

On Sunday, at least 22 streets were closed throughout Roseburg. As of Wednesday, parts of Southeast Eddy Street, Southeast Kane Street and Southeast Giles Street remained closed from Southeast Marsters Avenue to Southeast Booth Avenue after a raging Parrott Creek washed road materials away.

Crews continue to clear debris from parks that were flooded and continue assessing conditions and damage. Templin Beach Park, Happy Tails Dog Park and Parrot Creek Park remain closed, as of Wednesday.

HOMEOWNERS ENCOURAGED TO GET FLOOD INSURANCE

The Roseburg Community Development Department and the Federal Emergency Management Agency encourage homeowners and other building owners – especially those with properties in or near flood zones – to carry sufficient flood insurance and take other steps to protect their properties this spring.

A city release said in light of the flooding that occurred last Sunday, when the South Umpqua River and Newton and Deer creeks overflowed as Roseburg experienced one of its wettest days in history as 3.47 inches of rain fell, the Community Development Department encourages even homeowners and people owning buildings that aren’t in the Roseburg floodplain to consider getting flood insurance to protect their investments and support community-wide recovery in the event of more flooding.

City Floodplain Administrator Mark Moffett said, “The flooding and stormwater impacts took many of us in Roseburg by surprise. Unfortunately, only about one in nine floodplain property owners inside the city limits carry flood insurance”. Moffett said to reduce the risk of loss of life or property during flooding events, flood insurance could be a wise investment.

MYRTLE CREEK EMERGENCY RENEWAL TO HOLD EMERGENCY MEETING

The Myrtle Creek Urban Renewal Agency will hold an emergency meeting Thursday night at 5:30 p.m.

Information from city staff said the meeting is being held to discuss the possible creation of a grant to assist with business recovery for businesses located within the Myrtle Creek Urban Renewal District.

The meeting will be held in the city council chambers on Northwest Pleasant Street.

OREGON’S OLDTIME FIDDLERS TO CONVERGE IN WINSTON

The annual state convention of the Oregon Oldtime Fiddler’s Association is scheduled for April 3rd through 5th at the Winston Assembly of God Church on Southeast Darrell Avenue.

With around 200 musicians and fans coming, it will be an ideal place to enjoy shows, jamming, dancing, workshops, food and more.

Public activities take place each day along with educational and fun workshops from 8:30 a.m. to 5:00 p.m. Thursday night at 7:00 p.m. there will be an Open Mic for acoustic instruments only. Friday night at 7:00 p.m. it’s a band scramble. Saturday at 2:00 p.m. there will be a concert with the Booher Brothers. A food truck will be on site each day.

Workshop offerings include fiddle double stops, youth fiddle, practical music theory, transposing on the fly, youth fiddle and more.

DCLA SPRING LIVESTOCK CONFERENCE AND EXPO IS APRIL 9TH

The Douglas County Livestock Association has its Spring Conference next month at the Douglas County Fairgrounds.

The one-day event will take place on Wednesday April 9th, from 10:00 a.m. to 8:00 p.m.

Sessions and demonstrations will include topics like:

  • Sheep, goats, cattle and horses
  • Brush and weed control
  • Herd health
  • Equine husbandry
  • New implants

Other topics will be covered as well. In the Exhibit Hall there will be over 20 booths from a variety of agencies, pharmaceutical companies, local businesses and more. Food trucks will be on site for lunch.

SPRING WHALE WATCH WEEK RETURNS TO OREGON COAST

Spring Whale Watch Week returns to the Oregon coast for Spring Break, beginning on Saturday.

A release from the Oregon Parks and Recreation Department said trained volunteers and rangers will be stationed at 14 sites along the coast to help visitors spot whales and their calves and answer questions from 10:00 a.m. to 1:00 p.m. daily from March 22nd through March 30th. The sites are some of the best places to watch for whales on the coast.

An estimated 19,260 gray whales are expected to swim past Oregon’s shores from late winter through June as part of their annual migration back to Alaska.

Whale Watch Week provides an opportunity to also see other coastal wildlife including birds and other marine mammals with help from trained volunteers and rangers.

Visitors are encouraged to dress for the weather, to bring binoculars and to follow beach safety guidelines such as remaining out of fenced areas, knowing the tide schedule and keeping an eye on the surf at all times.

Local Company Manufactures, Installs New Bridge on Area Reservoir Trail

Last summer, mountain bike riders and other outdoor enthusiasts at Cooper Creek Reservoir outside of Sutherlin, Oregon, discovered a surprise: a brand-new bridge replacing an old, dilapidated wood bridge that was dangerously close to collapsing. Bikers and hikers could once again safely circumnavigate the lake on its nicely maintained 6-mile path.

Writes Moto Bob on LUMBR’s (Land of Umpqua Mountain Bike Riders) social media page in 2024:

“The new bridge at Cooper Creek was installed today! A big shout out to Eric Ball and his crew from Orenco. They did an awesome job of floating the bridge out and winching it into place.”

But what is this bridge? And where exactly did it come from?

Eric Ball heads Orenco Composites™, a division of Orenco Systems®, a Sutherlin-based company that employs more than 400 people. The Composites group creates buildings, tanks, covers, walkways, and bridges with fiber-reinforced polymer (FRP), commonly known as fiberglass. The material is lightweight, super strong, and able to be shaped into all kinds of things, thanks to its manufacturing process.

An avid cyclist and hiker who spends a lot of time on the Cooper Creek trail, Ball knew an FRP bridge would be a durable, long-lasting, low-maintenance fix for the failing Cooper Creek bridge. So, his team designed and built a prefabricated FRP bridge with steel safety railings, which was installed in June 2024.

Of particular note was how quickly and easily it was put into place.

A site-built bridge can take weeks to install and require substantial onsite manual labor, not to mention all the trips hauling materials in and hauling construction debris out. There are prefab steel trail bridges, but they are much heavier, can rust, and typically have wood decks that can rot and become slick.

But these FRP bridges are something completely different.

Orenco Composites’ prefabricated FRP bridges are molded as a single one-piece structure using a process called vacuum infusion, resulting in a lightweight, high-strength monolithic bridge ready to be installed in a single day, not weeks. These FRP bridges won’t rot or rust and are expected to last 100 years. The built-in nonskid surface won’t become slick like wood decks, minimizing the chance of a biker or hiker falling. Because the FRP bridges are over 70% fiberglass by weight, they are very fire resistant. The bridges are also extremely tough and can withstand severe impact loads without breaking or permanent deformation.

Floated across the reservoir and winched into place by workers from Orenco, the new 20-foot-long Cooper Creek bridge now spans a ravine at the 1/2-mile marker. A new sign was recently put in place to recognize Orenco Composites for its donation of both the bridge and its installation.

Since the bridge’s installation in 2024, hundreds have ridden or walked across it. It will remain a structure to serve the trail-loving community for decades to come.

“Our prefab FRP bridges are extremely durable, lightweight, and easy to install,” Ball says. “There are trail systems all across the country that need pedestrian bridge upgrades and replacements, including sections of the burned-out North Umpqua Trail, where our prefab FRP bridges would be an ideal solution.”
