WINSTON CITY COUNCIL TO CONSIDER MOVING TOWARDS DISPENSARIES

The Winston City Council will consider moving towards allowing recreational marijuana dispensaries in its city limits, as part of the council agenda on Monday night.

In 2015 Oregon legalized recreational dispensaries but cities and counties have the right to decide if they will allow them in their boundaries. In November of 2020, Winston voters said no to the idea with a vote of 45 percent in favor and 54 percent opposed.

Winston completed a 5-year budgetary analysis in early 2023. City Manager Thomas McIntosh said it determined that the general fund had some significant challenges that needed to be addressed. McIntosh said the public safety fee was increased by five dollars per month to sustain a sufficient level of service with the police department. Some significant capital projects were deferred for the entirety of the 23-24 fiscal cycle. McIntosh said staff have continued to search for viable additional revenue sources.

Notes to councilors said city staff began researching the potential advantages and disadvantages of recreational marijuana retailers again early this year. It was determined that allowing them and placing a 3 percent gross tax on retailers could yield between $60,000 and $120,000 per year for the city.

The city council is being asked to approve a resolution authorizing the city manager to prepare and process text amendments to the city’s municipal code to allow recreational marijuana retailers as a conditional use in General Commercial zoned properties.

A public hearing on the question will be held as part of the council meeting at 7:00 p.m. Due to the number of citizens expected to attend, the meeting has been moved to the Winston Community Center on Southeast Grape Avenue.

Other items are on the agenda as well.

UMPQUA NATIONAL FOREST ANNOUNCES NEW CAMPGROUND CONCESSIONAIRE

The Umpqua National Forest has announced a new campground concessionaire and the reopening of campground reservations.

A UNF release said WESTrek Services is now responsible for managing select campgrounds on the forest. This new five-year permit will ensure high-quality recreation experiences across the North Umpqua, Cottage Grove, and Diamond Lake Ranger Districts.

Concessionaires like WESTrek operate and maintain developed recreation facilities on behalf of the U.S. Forest Service to help provide recreation experiences to the public, maintain and improve forest facilities, and meet public expectations for a high level of service.

Concessionaire services include maintaining water systems, cleaning toilets, removing trash, managing reservations, removing hazard trees, improving facilities, and protecting natural resources.

As part of this transition, about two dozen sites are now operated by WESTrek.

Campground reservations have reopened on: https://www.recreation.gov/. Visitors are encouraged to book early to secure their preferred dates and locations. Apple Creek, Cedar Creek, Coolwater, Hobo Camp and Island campgrounds which were previously first-come, first-serve will be added to the reservation system later this season.

The Umpqua National Forest will continue to manage these campgrounds on: https://www.recreation.gov/ – Broken Arrow, Diamond Lake, Kelsay Valley Horse Camp. And Thielsen View. A dozen first-come, first-serve campgrounds will continue to be managed by the UNF.

LAND OF UMPQUA AMATEUR PHOTO CONTEST WINNERS ANNOUNCED

The Roseburg District, Bureau of Land Management has announced the winners of the 2025 Land of Umpqua Amateur Photo Contest:

A BLM release said amateur photographers submitted a fantastic variety of photos featuring some of the most beautiful landscapes and wildlife on BLM and Forest Service managed lands from around the Umpqua.

The agencies hosted the contest as part of a multi-agency exhibit at the 29th Sportsmen’s & Outdoor Recreation Show held last month. Winners will receive prizes that can include free overnight stays at BLM and Forest Service campgrounds, as well as Smokey Bear themed items.

The winners are:

Seasons on Public Lands

  • 1st place – Mushrooms, Robyn Wargo
  • 2nd place – Red Top Pond, Ben Taylor
  • 3rd place – Wolf Creek Falls, David Vangsness

Water and Waterfalls

  • 1st place – Umpqua Watershed, Andrew Oltman
  • 2nd place – Waterfall, Jaina Young
  • 3rd place – Middle Folk Coquille River Falls, Joe Ross

WYDEN ANNOUNCES OPEN-TO-ALL TOWN HALL ON TUESDAY

On Saturday, U.S. Senator Ron Wyden announced he will co-host a live on-line town hall Tuesday night with People’s Town Hall, to offer all Oregonians the opportunity to ask questions, share their ideas and offer their views during the State of the Union speech.

Wyden said, “In this unprecedented time in American history, my top priority is making sure all Oregonians from every corner of our state can keep weighing in directly with me”. Wyden has held 1,105 town halls throughout Oregon in fulfillment of his promise to hold at least one town hall each year in each of the state’s 36 counties. Wyden said, “Rather than attend the State of the Union, I’m choosing to hear from residents in the best state in the union. That’s been my priority at more than 1,100 town meetings. And there’s no reason to make different choices this Tuesday”.

The on-line town hall on Tuesday will begin at 6:00 p.m. pacific time and be watched on Facebook live. Oregonians who want to ask a question during the virtual town hall can submit there questions in advance at:  Town Hall Participation Form

NOT MANY FILINGS IN SPECIAL DISTRICTS ELECTIONS, DEADLINE MARCH 20TH

Not many people have filed for open seats in the Douglas County Special Districts Election as of March 3rd.

Information from County Clerk Daniel Loomis said 223 positions are open. 165 of those seats currently have no candidates. That means approximately 75 percent of the seats have not generated interest. That includes positions with school districts, fire districts, park and recreation districts, sanitary districts, and more.

Loomis said elections for Special Districts in Oregon are held every two years, in the odd years, like 2025. Most positions are four-year terms. Interested candidates must submit forms and a $10 fee to the clerk’s office no later than 5:00 p.m. on March 20th.
