Douglas County Morning News

ROSEBURG HAD BELOW NORMAL AMOUNT OF RAIN FOR OCTOBER

KQEN News Radio

Roseburg had a below normal amount of rain for the month of October.

Data from the National Weather Service in Medford said that the Roseburg Regional Airport received 1.83 inches of rain in October. The normal amount of rain for the month is 2.32 inches.

A chance of rain remains in the forecast in the Umpqua Valley for most of the first week of November.

Due to the federal government shutdown, limited information is available from the NWS. Forecasters are not available to talk with the media or the public.

INTERSTATE 5 BRIDGE WORK SHOULD BE COMPLETED BY THANKSGIVING

KQEN News Radio

Interstate 5 bridge work in north Douglas County is continuing.

The Oregon Department of Transportation weekly construction report said the project will repair the deck of the southbound bridge over Buck Creek Road, just south of Exit 162 near Highway 38 and Highway 99.

Southbound Interstate 5 is limited to a single lane across Buck Creek Bridge. Drivers should watch for the concrete barrier. The southbound 162 on-ramp will remain closed until mid-November. Drivers on Highway 38 who plan to travel south are advised to detour north on the freeway to Curtin Exit 163 and turn around.

On Buck Creek Road, motorists should watch for intermittent lane closures. Flaggers will provide traffic control as needed.

ODOT said all work on the project is expected to be completed by Thanksgiving.

BOICE ASKING FOREST SERVICE TO MOVE SWIFTLY IN POST-FIRE RECOVERY

KQEN News Radio

First-District State Representative Court Boice is asking officials with the U.S. Forest Service to move swiftly in addressing post-fire recovery efforts within the Rogue River-Siskiyou National Forest following containment on the Moon Complex Fires.

On October 30th, Boice sent a letter to Rogue River-Siskiyou National Forest Supervisor Molly Juillerat. Boice said, “The urgency of this situation cannot be overstated”.

Boice said the communities he represents throughout Coos, Curry and Douglas counties rely deeply on the sustainable management of the forestlands. Boice said, “These lands are public assets, and their stewardship is both our ethical duty and an economic necessity”.

Boice said that expediated salvage operations on burned timber are essential to prevent the rapid deterioration of the valuable resource. He said that beyond preserving timber value, these efforts can help offset the substantial costs of firefighting, while generating revenue that supports reforestation, watershed stabilization, and ecosystem rehabilitation.

Boice said in addition, post-fire restoration provides the opportunity to improve critical backcountry infrastructure, including forest roads that are vital to:

  • Firefighter safety and rapid emergency response
  • Fire suppression and prevention access
  • Wildlife habitat protection and fuel control
  • Timber harvest and sustainable resource management
  • Recreation, tourism and law enforcement accessibility

Boice said given what he believes are these widespread benefits, he strongly encourages the U.S. Forest Service to implement the Emergency Categorical Exclusion under 36 CFR 220.6. This mechanism enables timely, effective salvage and recovery operations in response to catastrophic events, while upholding environmental and regulatory responsibilities.

Boice concluded by saying, “I look forward to working together to ensure a prompt and effective recovery process that benefits our forests, our communities, and future generations”.

ROSEBURG FAMILIES INVITED TO EARLY LITERACY EVENT

KQEN News Radio

Roseburg Schools will host a family literacy event on November 17th.

A school district release said it will launch new grant-funded efforts intended to enhance early literacy development across the community.

All Roseburg-area families with children ages 2 to 4 are invited to sign up for “Bringing Stories to Life”, a fun evening of exploring literacy through play, hands-on stations, interactive storytelling and simple activities that families can replicate at home.

The event will be on November 17th from 4:30 p.m. to 6:00 p.m. at Rose Elementary School, on Southeast Roberts Avenue. Registration is required as space is limited. Families can sign up at: https://forms.gle/As972tT1qRv1ggzNA

Refreshments will be provided, and each family will receive take-home books and materials.

Roseburg School District Director of Teaching & Learning Dr. Jill Weber said, “The reality is that 4 out of 5 Roseburg children starting kindergarten need intensive support to reach reading proficiency”.  Dr. Weber said, “This is why it’s essential to partner with families now to ensure every child has the strongest possible start”.

The release said Roseburg Schools was one of 30 districts across Oregon selected as recipients of Oregon’s 2025-2029 Comprehensive Literacy State Development federal grant. The district was awarded $1.1 million for the duration of the grant timeline to ensure all students, especially those who need the most support, benefit from the latest evidence-based, effective reading instruction starting in the earliest grades. The grant from the U.S. Department of Education aligns with Oregon’s Early Literacy Success Initiative, according to district officials.

In addition to community events targeting early literacy, the grant has allowed Roseburg Schools to hire a half-time literacy coach to support middle and high school students in building literacy skills.

Families with questions about the November 17th event can reach out to Roseburg Schools Primary Literacy Support & Early Learning Facilitator Tatum Stedman at: tstedman@roseburg.k12.or.us
