ROSEBURG MAN ARRESTED ON CHARGE OF FIRST-DEGREE SEXUAL ABUSE

A Roseburg man was arrested last Friday on the charge of first-degree sexual abuse.

Undersheriff Brad O’Dell of the Douglas County Sheriff’s Office said in early October, deputies began an investigation into the alleged sexual abuse of a minor by 43-year-old Jason Nathaniel Briggs. O’Dell said the abuse reportedly occurred several years ago and continued over the span of several years. The victim was known to the suspect.

O’Dell said at the conclusion of the investigation, deputies arrested Briggs on the class B felony charge. He was detained on $25,000 bail and was released on Saturday.

DCSO was assisted by the Oregon Department of Human Services – Child Welfare Division and Douglas C.A.R.E.S.

STEWART PARK DRIVE BRIDGE HAS REOPENED

The Stewart Park Drive Bridge in Roseburg reopened on Tuesday night.

It had been closed to vehicle traffic for several months of construction, which started in February. Information from the City of Roseburg said the steel truss bridge, commonly referred to as the “Green Bridge” remained open to pedestrians and bicyclists during most of the project.

The structure was built in the early 1930’s and is one of the smallest cantilever bridges in the country. The $6.3 million project was paid primarily with federal funds from the Oregon Department of Transportation’s Local Bridge Program. The City of Roseburg had a match of just over 10 percent, contributing more than $649,000.

With the project complete, the bridge is now load-rated to allow the passage of single-rear-axle fire trucks, which weigh about 43,000 pounds, and short-haul vehicles and commercial delivery trucks.

The wooden walkway was replaced with plastic lumber decking. The handrail design changed from a metal-mesh screen to a simpler design with top and bottom rails and closely spaced vertical uprights or “balusters”. Lighting on the bridge was improved as well.

City of Roseburg information said that City Manager Nikki Messenger and then Public Works Director Dawn Easley communicated to the state that city staff and the Roseburg City Council preferred for the bridge to remain green. However, the city chose not to insist on the green color because that could have delayed repairs or risked losing the funding altogether. The bridge is now black in color.

Dan Latham of the Oregon Department of Transportation said some cleanup work will take place over the next week or two, but no more traffic impacts are expected.

UPTD BOARD WITH SPECIAL MEETING ON NOVEMBER 10TH

The Umpqua Public Transportation District will have a special board meeting next Monday, November 10th.

Staff said most of the meeting will be held in Executive Session, which is not open to the public. The board will be interviewing two internal candidates for the open general manager position. They will then move into an open session and vote immediately after. That section of the meeting is open to the public.

COUNTY GOVERNMENT TO CLOSE ON TUESDAY FOR VETERANS DAY

County Commissioners Tim Freeman, Tom Kress and Chris Boice are reminding citizens that government offices in the courthouse, Justice Building, Courthouse Annex, fairgrounds, county landfill and transfer site, and all external government offices will be closed on Tuesday, November 11th, in observance of the Veterans Day Holiday.

A county release said that the Board of Commissioners and designated department officials will continue to work on local projects regardless of the holiday.

The Douglas County Museum of History and Natural History as well as the Umpqua River Lighthouse Museum in Winchester Bay will be open to visitors on Tuesday. All county operated parks, campgrounds and boat ramps will continue to be open and accessible. Salmon Harbor Marina docks, boat ramps, camping sites and the Winchester Bay RV Resort will be open as well.

Even though the Douglas County Sheriff’s Office lobby entrance will be closed on Tuesday, deputies, 911 communications and other DCSO staff will continue to provide law enforcement protection and emergency assistance to residents. Those with an emergency can still call 911. People who need to reach dispatch for a non-emergency can call 440-4471.

Veterans Day, also referred to as Armistice Day and Remembrance Day, is also celebrated in other parts of the world and marks the anniversary of the end of World War 1. The war officially ended at the 11th hour of the 11th day of the 11th month in 1918, when Armistice with Germany went into effect. United States President Woodrow Wilson first proclaimed Armistice Day on November 11th, 1919. The United States observed Armistice Day until it evolved into the current Veterans Day holiday in 1954.

AVIVA HEALTH HOLDING MEET AND GREET TO INTRODUCE TWO NEW PHYSICIANS

Aviva Health is holding a meet and greet to introduce two new physicians who are caring for patients in the organization’s Glide Clinic.

An Aviva release said the event will take place on Wednesday, November 12th, from 6:30 p.m. to 8:00 p.m. at the Glide Community Center on North Umpqua Highway.

Dr. Anna Fellman and Dr. Gray Dawson will join members of Aviva Health’s leadership team to host a complimentary dinner for Glide community members. The doctors will share their backgrounds and answer questions attendees may have related to the care they provide.

Dr. Gray Dawson said, “We’re really excited to be part of the community and to share a meal with our neighbors as we connect with not only many of our current patients, but other members of the community to see where we can best support and serve here”. Dr. Dawson said, “We have heard all the challenges of keeping consistent high-quality providers and are excited to help improve care in this wonderful community”.

Most recently from Yakima, Washington, Dr. Fellman and Dr Dawson, who are married and also serve as core faculty members for the Roseburg Family Medicine Residency Program, share a passion for caring members of underserved communities and training the next generation of family medicine physicians.
