Douglas County Morning News

ODOT CONTRACTOR WORKING ON WRONG WAY DRIVER MITIGATION PROJECT

KQEN News Radio

A contractor for the Oregon Department of Transportation has begun work on the Southern Oregon Wrong Way Driver Mitigation project.

A ODOT construction report said the project will improve safety along Interstate 5 by adding features that alert drivers when they enter an interchange off-ramp from the wrong direction. These enhancements include permanent signs, reflective pavement markings and flashing beacons. The project will involve most ramps from the California border to the Curtin interchange.

This month the project started near the two state’s borders, and is working its way north through Jackson, Josephine and Douglas counties. Work is expected to be completed in January.

CITY COUNCIL TO CONSIDER ALLOWING LIMITED BEER SALES AT LEGION FIELD

KQEN News Radio

The Roseburg City Council will consider allowing limited beer sales at Legion Field, also known as Champion Car Wash Field, during their meeting on Monday night.

The Douglas County Baseball Association has asked the city for permission to allow the sale.

Last summer the organization was allowed to sell beer at two games, noting they planned to submit a request for consideration of long-term approval. In June, DCBA board members attended the Parks and Recreation Commission meeting and presented their proposal. DCBA said beer sales are imperative to their business model and explained how they would handle risk mitigation, what a responsible service plan would be, and how the change would benefit the community. Under the plan, beer sales would not be permitted during high school or college games. Beer sales would only be permitted during DCBA events.

The Parks Commission recommended that the council approve the request on a one-year trial basis. City staff concur with the recommendation.

Mayor Larry Rich will talk about next steps regarding finding a potential urban campground location. Rich will also lead a discussion regarding an investigation report that noted a pattern of intimidation or pressure amongst councilors. Councilors are being asked whether or not they want staff to explore and draft an anti-bullying policy applicable to this and future councils.

Other items are on the agenda as well.

The evening will begin with a tour of Roseburg Disposal at 6:00 p.m. The company has requested that the city consider amending its Solid Water Management License and related sections of the Roseburg Municipal Code to establish an “Exclusive License”. This would formally grant Roseburg Disposal the sole and exclusive right to provide solid waste services with the city limits.

The regular meeting will be held in the city council chambers on Southeast Douglas Avenue at 7:00 p.m. It can be seen on the city’s Facebook page or viewed later at; www.cityofroseburg.org

PINE STREET WATER MAIN REPLACEMENT PROJECT CONTINUES

KQEN News Radio

A water main replacement project continues along Southeast Pine Street between Southeast Oak Avenue and Southeast Sykes Avenue.

A City of Roseburg release said the project is replacing about 2,600 linear feet of 6-inch diameter water main installed in the 1930s, with new 8-inch-diameter water main. Work also includes mid-block water main replacements on Southeast Mosher Avenue and Southeast Cass Avenue between Pine and Stephens streets.

Work continues weekdays from 6:00 a.m. to 7:00 p.m.

The project may shut down temporarily over the winter due to weather constraints, then resume in the spring.

Work is taking place in the right-hand, south-bound lane of Southeast Pine Street, between Oak and Sykes avenues. During working hours, one lane of Pine Street is closed to traffic through the work zone.
