DFPA URGING CAUTION WHEN BURNING YARD DEBRIS

The Douglas Forest Protective Association is asking residents to use caution when burning yard debris.

DFPA Public Information Officer Rachel Pope said for those who decide that burning is their best option for the disposal of woody materials, safety is key. Pope said in the past decade, escaped debris burns caused half of the fires outside fire season in the spring and fall.

Residents are encouraged to avoid burning when abnormally warm and windy conditions are forecast and should always follow these tips when using fire as a tool:

  • Check with the local fire department to see if debris burning is allowed in the area, as fire restrictions may vary from one fire district or town to another.
  • Consider alternatives to burning yard debris, such as composting, chipping, or recycling. If burning is the only option, consider covering the pile with plastic and waiting for safer conditions before conducting the burn.
  • Don’t burn prohibited materials. Prohibited materials include rubber and plastic products, tires, garbage, petroleum, asphalt or industrial waste, and any material that creates dense smoke or noxious odors.
  • Divide large debris piles into smaller piles. Smaller piles burn quicker and are easier to control.
  • Before ignition begins, debris piles should be surrounded by a fire trail scraped down to mineral soil.
  • Have a shovel and a charged garden hose at the burn site and stay with the fire until it is completely extinguished.
  • Call 911 immediately if your debris burn escapes containment

Pope said residents who have burned debris piles should check to ensure they are fully extinguished, as old piles can smolder and reignite on warm, windy days.

Those who burn yard debris are responsible for fire suppression costs and possible damage if the fire escapes. Costs can range from hundreds to millions of dollars.

FEDERAL GOVERNMENT SHUTDOWN PAUSES EMPLOYMENT REPORTS

The Roseburg City Council met on Monday night.

A synopsis from staff said the highlights included:

  • Councilors approved an amendment to the Legion Field Operational and Management agreement authorizing the Douglas County Baseball Association to sell beer in paper cups, prohibiting the use of glass bottles and plastic cups, at Legion Field on a one-year trial basis.
  • Directed staff to prepare draft ordinance language that would amend Roseburg Municipal Code to establish an exclusive solid waste management license with Roseburg Disposal.
  • Directed staff to do nothing regarding to the council investigation discussion
  • Accepted Councilor Ellen Porter’s resignation as chair of the Public Work’s Commission

The next council meeting will be held on Monday, October 27th at 7:00 p.m.

REPRESENTATIVE COURT BOICE ANNOUNCES RE-ELECTION CAMPAIGN

On Wednesday, State Representative Court Boice, of Gold Beach, announced that he has filed for re-election to continue serving the people of House District 1.

A campaign release said Boice was first appointed to the seat in early 2023 and was overwhelmingly elected by his constituents in 2024.

In his announcement, Boice said that Oregon is at a crossroads, pointing to rising costs, growing homelessness, and policies that he believes are hurtful to rural and working Oregonians. Boice said, “Our state is in serious decline, with fewer and fewer residents able to afford living here”. Boice said, “Crime is on the rise, taxes and spending are spiraling, unemployment remains high, businesses are leaving the state in frightening numbers and families struggle to protect and properly educate their children”.

The release said as part of his ongoing priorities, Representative Boice has focused on tackling Oregon’s addiction and mental health crises, supporting our rural economies, defending the Kicker, helping Veterans, preventing out of control wildfires and ensuring accountability in how taxpayer dollars are spent. Boice said, “I remain optimistic about our state moving forward, however, Oregon’s leadership has profoundly failed us – after more than forty years of one-party dominance”.

Representative Boice said he is proud of what he has accomplished but much more work remains.

House District 1 includes communities from the California Border up the Oregon coast, to the eastside of Coquille – through Coquille and Myrtle Point to Interstate 5 at Winston/Dillard.

WINSTON CITY COUNCIL NOT MEETING ON OCTOBER 20ST

Due to a lack of agenda items, the Winston City Council will not meet on Monday, October 20th.

Information from city staff, said the next scheduled meeting is November 3rd. The Urban Renewal Agency meeting on Thursday at 5:30 p.m. remains on the schedule.

ROSEBURG NEEWOLLAH PARADE SET TO RETURN OCTOBER 31ST

Roseburg’s Neewollah Parade is set to return for Halloween on Friday, October 31st.

A city release said the event will bring dancing witches, plenty of candy, Captain Jack Sparrow and the Black Pearl pirate ship downtown for a haunting good time.

Roseburg’s Neewollah Parade is believed to be the longest-running Halloween parade in the country. Roseburg began this monster tradition in 1933 when Neewollah – Halloween spelled backwards – was a national phenomenon. The city has held it nearly every year since – aside from a few years during World War II and two years during the COVID-19 pandemic – when virtual parades and costume contests were held instead.

This year, downtown Roseburg’s Southeast Jackson Street promises many an eerie sight when the event organized by former Roseburg City Councilor Stacey Crowe, and sponsored by the City of Roseburg, begins at 5:00 p.m.

Starting around 4:30 p.m. hundreds of costumed tricksters of all ages will gather near the intersection of Jackson Street and Southeast Douglas Avenue. Businesses, the City of Roseburg and the Douglas County Juvenile Department will give out candy.

In addition, about 8 to 10 Roseburg Area Dancing Witches plan to perform to a number of songs, including a version of Michael Jackson’s “Thriller”.

DOWNTOWN ROSEBURG GHOST TOUR FUNDRAISES FOR OPTIMIST CLUB

The Optimist Club of Roseburg presents the Second Annual Ghosts of Roseburg Tour this month.

An Optimist Club release said in-person group tours around downtown Roseburg will showcase real historic characters and reenactments of past events, thanks to a collaboration with the Umpqua Community College Drama Department. Participants will be treated to true tales of the past as they walk down the very same streets these lively figures did, from the time before the city’s founding in 1851.

Roseburg Optimist Club member and event organizer Valerie Gordon said, “I love brining the past alive for local residents”. Gordon said, “We are trying to improve the experience every year, and this year’s event features some changes based on feedback from last year”. Gordon said residents are encouraged to come out, enjoy the twilight atmosphere of the downtown area, learn about the town’s history and support the community.

The Ghosts of Roseburg Tour is based on the self-guided Ghosts of Roseburg Park Walking Tour that Jennifer Grafiada created in 2022. It is available on the VoiceMap app, with the assistance of a tourism grant from the City of Roseburg.

All proceeds raised will support the Optimist Club’s youth programs and the club’s Safety Day program for schools.
