STATE POLICE STILL TRYING TO FIND SUSPECT(S) IN FATAL HIT AND RUN

Oregon State Police are still trying to find the suspect or suspects in a fatal hit and run crash which took place last weekend in the Green District.

An OSP release said Sunday just before 1:10 a.m. troopers responded to the wreck involving a pedestrian on Highway 42 near Grant Smith Road south of Roseburg.

The preliminary investigation indicated that 30-year-old Dustin Rios of Canyonville was walking in the lane of travel for an unknown reason when he was struck by an eastbound vehicle. This happened near the Taco Bell store. A black Honda passenger vehicle fled the scene after striking Rios. He was pronounced deceased at the scene.

The release said roadside evidence suggests the vehicle involved is a 2006-2011 black Honda Civic. Evidence from the scene indicated the vehicle sustained damage to the driver’s side mirror. Law enforcement also recovered an adhesive transparent window visor believed to have come from the driver’s side door.

The sedan was last seen traveling eastbound on Highway 42 toward Interstate 5 and police believe it may have continued northbound.

Anyone with information is asked to contact OSP’s Southern Command dispatch center at 800-442-2068.

DESPAIN NEARLY MATCHES HOYLE’S Q3 FUNDRAISING IN 14 DAYS

Republican candidate for Congress in Oregon’s 4th District, Monique DeSpain says she has pulled in over $215,000 in the first 14 days of her campaign.

A campaign release from DeSpain said incumbent Val Hoyle’s latest Federal Elections Commission filing shows her campaign has raised nearly $238,000 in the third quarter, with just over $348,000 cash on hand.

DeSpain said, “In just two weeks, our campaign has attracted support from every corner of OR04, equal to nearly 80 percent of what it took incumbent Val Hoyle three months to raise”. DeSpain said voters are “…rallying behind our bold, new leadership to deliver Oregon’s Comeback”.

COMMISSIONERS ISSUE PROCLAMATION FOR MAKE A DIFFERENCE DAY

Douglas County Commissioners Tim Freeman, Tom Kress and Chris Boice issued a proclamation at their weekly business meeting on Wednesday calling upon all citizens of the county to observe October as the National Month of Community Service and Make a Difference Day, which is celebrated every year on the fourth Saturday of the month.

The commissioners honored the work being done by the local Make a Difference campaign committee, their community partners and project sites. Make a Difference Day is the largest National Day of Community Service in the United States and is a celebration of neighbors helping neighbors. In Douglas County, several nonprofit organizations, area businesses, and faith-based community groups have come together with the hope of revitalizing the spirit of volunteerism in the county. This year they have secured 17 project sites with over 300 volunteers needed to serve.

Commissioner Chris Boice presented Make a Difference Day proclamation certificates to the Make a Difference Day – Douglas County Committee Chair Jerry Medlar, former chair Tim Juett as well as attending planning committee members, service groups, volunteers and project location site representatives.

EMILY RING NAMED EMERGENCY MANAGEMENT PROFESSIONAL OF THE YEAR

Douglas County Emergency Manager Emily Ring has been named Oregon’s 2025 Emergency Management Professional of the Year.

A county release said the award was presented to Ring by Oregon Department of Emergency Management Deputy Director Patence Winningham at their 2025 annual conference held in Bend, earlier this month.

Ring was recognized for her exceptional leadership, dedication and tireless work during and following the March 2025 Flood Event in Douglas County. The release said her efforts, along with those of the county commissioners and county staff, were instrumental in pursuing federal funding opportunities that support the county’s infrastructure recovery from the devastating floods.

Board Chair Commissioner Tim Freeman said, “Emily’s leadership, calm under pressure demeanor, and relentless determination have made an enormous difference for Douglas County”. Freeman said, “First I’d like to thank our citizens, our first responders, our amazing county staff, our cities and our community partners. I want to especially thank Emily for bringing everyone together. This recognition is well-deserved”

Ring joined the Douglas County Emergency Management team in April 2023 and worked under former Emergency Manager Wayne Stinson before taking the lead as department director in September 2023. Before being hired, Ring spent six years working for Josephine County as the assistant emergency manager, then the county emergency manager.

In accepting the honor, Ring said, “I was truly honored and humbled to receive this award. But this recognition really belongs to our entire County team, our first responders, and the community members who came together during and after the flood. Their teamwork and resilience are what made recovery possible.

OSU EXTENSION WORKSHOP ON MANAGING HEALTHY FORESTS

The Oregon State University Extension Forestry and Natural Resources program is holding a workshop titled, “Managing Healthy Forests in Southern Oregon”, on November 5th.

It will be held at the Extension Office on Southeast Douglas Avenue, just east of the courthouse in Roseburg.

An Extension release said southern Oregon’s forests are changing with wildfire, drought, and shifting climate patterns at the center of reshaping the landscape. The workshop instructor is OSU Research Forests Interim Director Mark Swanson, will help participants understand how unique landscape features can help inform decisions to build resiliency and biodiversity in the forests.

This workshop will provide forest landowners with practical, science-based insights for managing woodlands with resilience, productivity and biodiversity as the focus. Attendees will learn how to incorporate site-specific ecological characteristics – soils, slope and vegetation – into silvicultural planning. The workshop will focus on strategies that support long-term forest health while meeting diverse landowner goals, including timber, habitat, water quality and aesthetics.

The presentation will be from 9:00 a.m. to 11:00 a.m. with an optional field tour to follow from 11:00 a.m. to 2:00 p.m. The event costs $15 per person or $25 for managing partners sharing materials.

SALVATION ARMY ACCEPTING ANGEL TREE APPLICATIONS FOR CHRISTMAS SEASON

The Salvation Army of Roseburg is accepting applications for its Angel Tree program.

Angel Tree is their gifts for children’s program. Captain Edith Dye-Mabie said the non-profit is ramping up for a challenging year as the struggle for stability continues in the community.

Mabie said in-person sign-up days are Tuesdays through Fridays from 9:00 a.m. to 12:00 p.m. and from 1:00 p.m. to 3:00 p.m. Gifts are for children up to 17 years of age.  Documents required are:

  • Photo identification for all adults
  • Proof of current address
  • Proof of income for the household
  • For children, a birth certificate, immunization record or passport

Parents should have three gift ideas under $50 for each child.
