DISCUSSION: Showers will continue along and east of the Cascades today. While other areas dry out, isolated showers are also possible along the coast this afternoon. Dry and milder weather is expected this weekend into mid next week. A period of breezy east winds is expected early next week, along with moderate to poor ridgetop recoveries. There is some indication for a pattern change toward breezy, cooler and possibly wetter weather again the second half of next week.

Oregon Dept. of Education releases statewide assessment data

The Oregon Department of Education released the statewide 2023-24 assessment results for K-12 students. The results show areas of progress statewide as well as with many Douglas County school districts.

The assessment results are for English Language Arts (ELA), Mathematics and Science. Overall, school districts in Douglas County showed improvements over the previous year in all categories, but most districts are still behind pre-pandemic proficiency levels.

In ELA testing, Days Creek was above its pre-pandemic levels, while Glendale was back at its pre-pandemic numbers. Sutherlin, Riddle and Camas Valley all saw decreases from their 2022-23 test results.

In math, once again Days Creek was above its pre-pandemic levels. Riddle and North Douglas saw dips in their proficiency numbers.

In science, Days Creek continued to see numbers above its pre-pandemic levels, along with Glendale and Winston-Dillard. Elkton, Glide, Riddle and Sutherlin all saw decreases from the previous year.

Days Creek was the only school to see its overall proficiency percentages rise above the levels prior to the pandemic in all categories. Elkton had the highest proficiency numbers for each category in the county but did not match its pre-pandemic success.

Riddle saw some of the lowest testing numbers in Douglas County.

Participation in assessment testing was on the rise statewide, but overall achievement in Oregon still trails pre-pandemic levels.

Fire Prevention Month promotes safe use of rechargeable batteries

October is Fire Prevention Month and the Oregon State Fire Marshal and Oregon Fire Marshals Association are urging all residents to buy, use and recycle rechargeable batteries safely.

The “Take Charge of Fire Safety” campaign warns Oregonians that rechargeable batteries can create serious fire risks if not used correctly. It says these types of batteries can be found in many everyday items, from smartphones, laptops, wearable technology, e-scooters, power tools, electric vehicles and more.

Oregon Fire Marshals Association president Lora Ratcliff said ““Fire Prevention Month is about taking simple steps that make a big difference, whether that’s charging batteries safely, checking smoke alarms, or creating a home escape plan. By working together, we can reduce fire risks and help keep Oregonians safe.”

Some safety tips provided include:

  • Buying devices that use rechargeable batteries tested and certified by a nationally recognized testing laboratory to meet established safety standards.
  • Always use the charger that comes with the device or one approved by the manufacturer. Charge devices on a hard, flat surface and avoid charging them on beds, couches, or under pillows. Unplug devices once they are fully charged.
  • And do not put rechargeable batteries or devices in the trash or regular recycling bins. They can start fires. Instead, take them to a designated battery recycling location.

SMART Reading program seeks local volunteers

A local longstanding children’s literacy nonprofit is looking for residents to help support and empower young readers.

SMART Reading begins its 34th year helping Oregon children build reading skills and a lifelong love of books. The program is asking for volunteers to commit one hour a week to read with a child or classroom in a local school.

“Our volunteers are the heart of our work,” SMART Reading Area Director Della Harp said in a release. “Reading with a child for just one hour a week can ignite confidence, curiosity, and a lifelong love of learning.”

There is no special experience required to be a volunteer reader and all training is provided. SMART is also seeking a Site Coordinator who would volunteer 2-8 hours per week coordinating reading sessions at local sites.

Volunteer Site Coordinators are needed at East Primary School, Fir Grove Elementary, Glide UCAN Preschool Promise, Green UCAN Head Start, Roseburg UCAN Head Start, and Tri-City Elementary.

The organization is also seeking readers at those locations as well as at Glide Elementary, South Umpqua UCAN Head Start, Winston UCAN Head Start, and YMCA of Douglas County.

SMART plans to serve over 1,300 students and give away more than 18,000 books in Coos, Curry and Douglas counties.

Rep. Elmer and Rep. Skarlatos elected to House Republican leadership

The Oregon House Republicans have chosen new leadership.

Representative Lucetta Elmer, from McMinnville, was selected as the new House minority leader in a Wednesday night vote. Representative Alek Skarlatos from Winston was chosen as deputy leader.

Elmer takes over for Rep. Christine Drazan, from Canby, who led the Caucus during the 2025 session and the recent special session. Elmer has been a member of the House Republican caucus since 2023. In 2024, she was elected to serve as deputy leader.

This comes after Senate Republican Leader Daniel Bonham (R-The Dalles) announced his resignation from the Oregon Senate on Sept. 15. According to Fox 12 in Portland, his resignation will be effective Oct. 5 and, in his announcement, Bonham endorsed Drazan to be appointed to serve the remainder of his term, which ends on Jan. 11, 2027.

In a statement, Skarlatos said “I would like to thank my fellow caucus members for their support to be a part of this amazing leadership team as we fight to grow our caucus and forge a better future for Oregon.” He added “I am confident that together we can effectively fight for everyday Oregonians who have been ignored for far too long.”

OED ready to provide help for federal workers impacted by shutdown

The Oregon Unemployment Department announced Wednesday that employees impacted by the federal government shutdown can already begin applying for unemployment insurance benefits.

OED Director Andrew R. Stolfi said in a release “Our mission is to support any workers, employers, and contractors affected by this shutdown.”

OED estimates there are about 10,000 workers in Oregon that could be affected by a lapse in appropriations. Furloughed federal workers and federal contractors who are not working during the shutdown may be eligible for unemployment insurance benefits.

There are multiple ways to apply for unemployment insurance benefits and tools to help with the process. Below is information from the Oregon Unemployment Departement.

The fastest way to apply is to file a claim is through Frances Online. Unemployed workers who don’t already have an account, should start by creating a Frances Online account.

People can also apply for benefits over the phone by calling 877-File-4-UI (877-345-3484). Both options are available 24 hours a day, 7 days a week.\

Roseburg VA Health Care System remains open despite shutdown

With the recent federal government shutdown casting uncertainty on many things, the Roseburg VA Health Care System confirmed Wednesday that it remains open.

All appointments and services will continue as normal and patients can make a new appointment by calling 541-440-1000.
