Gusty east winds with moderate to poor relative humidity recovery on upper slopes/ridges early this morning and tonight.

DISCUSSION: Warm and dry weather is expected into Wednesday, though with chilly mornings in valleys. Breezy east winds on upper slopes/ridges will be strongest early this morning, but they will be gusty again tonight and be accompanied by poorer humidity recoveries. Winds will again trend weaker Tuesday night, though ridges will still have moderate recoveries. A change in the pattern will begin with a moist coastal marine push early Wednesday. An active pattern Wednesday night through the weekend will result in cooler temperatures, rain chances, and periods of gusty winds.

GOVERNOR RESPONDS AS FEDERAL COURT BLOCKS NATIONAL GUARD DEPLOYMENT

Sunday night, Oregon Governor Tina Kotek issued a response to the U.S. District Court’s second ruling, which reiterated that the President lacks the authority given the circumstances on the ground in Oregon to deploy troops under federal law, which only permits federalizing the National Guard in circumstances of invasion, rebellion, or when federal laws cannot otherwise be executed.

Governor Kotek said: “This ruling is another validation of the facts on the ground in Portland. It is also a clear and forceful rebuttal to President Trump’s misuse of states’ National Guard”. Governor Kotek said, “The rule of law must stand. This is not just about Oregon or a handful of states anymore – it’s about the integrity of our democracy”

U.S. District Court Judge Karin Immergut issued a ruling late Sunday temporarily prohibiting the president from deploying or relocating any federalized members of any state’s National Guard to Oregon. It was the court’s second ruling in as many days. Just prior to Judge Immergut’s hearing, federal officials filed a memo announcing the Administration’s deployment of the Texas National Guard to Oregon, Illinois, and other locations throughout the United States.

Governor Kotek said, “President Trump’s actions are an effort to occupy and incite cities and states that don’t share his politics, and I believe we should expect him to continue to push the limits of his authority”.

Governor Kotek said, “While the fight is far from over, Oregon remains united and ready to defend our values and our rights. Stay calm, stay together, stay strong”.

Oregon Attorney General Dan Rayfield and Portland Mayor Keith Wilson issued similar statements as well.

STEWART PARK DRIVE CLOSING TO PEDESTRIANS ON WEDNESDAY

The historic Stewart Park Drive Bridge in Roseburg will be closed to pedestrians on Wednesday for roadway resurfacing as part of a major bridge rehabilitation project expected to wrap up by November.

A city release said the Great Depression-era steel truss bridge has been closed to all vehicles since early February for an over $6.3 million project to extend its useful life and allow use by modern fire trucks. The 327-foot structure is one of the smallest steel truss cantilever bridges in the country.

The bridge will close to all bicycles and pedestrians from 6:00 a.m. to around 7:00 p.m. Wednesday so the concrete and metal bridge deck can be resurfaced with polymer coating. During the project, the center of the bridge has remained open to foot traffic as a temporary pedestrian path while construction crews work around that section.

Roseburg Public Works Director Ryan Herinckx said, “They’re going to coat the whole bridge deck. It’s got to have time to cure before they can have foot traffic on it”.

The release said a new plastic lumber decking walkway is being built on the bridge’s west side. The project includes truss strengthening, sealing the existing concrete deck and joint ends, reconstructing substandard sidewalk, replacing sidewalk decking and substandard handrails, installing universally accessible sidewalk ramps on both sides, strengthening pin and hangar connections, installing new sidewalk lighting, and prepping and repainting the surface.

All existing paint on the bridge – including the top layers of green paint – has been removed and the bridge’s color has been restored to its original black. The bridge is expected to open by early November.

EMPTY BOWLS PROJECT DINNER FUNDRAISER HAPPENING MONDAY NIGHT

The United Community Action Network Food Bank has its Empty Bowls Project Dinner fundraiser on Monday night.

A UCAN release said it will be held at the Joyce Morgan Food Distribution Center on UCAN’s campus on Northeast Stephens Street, just north of Costco in Roseburg, from 6:00 p.m. to 8:30 p.m.

Empty Bowls is UCAN’s annual community event to fight hunger. Local potters, craftspeople, educators and community members have created handcrafted bowls and attendees select a bowl and share a meal of soup and bread. At the end of the evening, guests can take their bowl home or donate it back for future years.

Funds raised directly support the UCAN Food Bank, which distributes nearly two million pounds of food each year through a network of 15 pantries across Douglas County. Every month, this work provides approximately 98,000 meals to people in the community.

A number of local restaurants and businesses are participating and donating to the event. The evening will also include music and beverages from wineries and craft beer producers.

UCAN Food Bank Manager Val Gordon said the goal this year is to raise $75,000 to help feed hope in the county.

DOUGLAS COUNTY 4-H OFFERING MARKET STEER PROJECT PLANNING SEMINAR

Douglas County 4-H and the Douglas County Farmers Co-Op are offering a Market Steer Project Starting and Feed Planning Seminar this fall.

An Oregon State University Extension release said youth and families will gain practical knowledge to get their steer projects off to a strong start and develop effective feeding strategies for success.

The event will be held on Tuesday, November 12th at 6:00 p.m. at the Douglas County Extension Office on Southeast Douglas Avenue, just east of the courthouse.

UMPQUA CHAMBER ORCHESTRA/UCC CHAMBER CHOIR PRESENT FALL CONCERT

The Umpqua Community College Performing and Visual Arts Department presents the Umpqua Chamber Orchestra and UCC Chamber Choir, under the direction of Dr. Jason Heald, in a concert on November 9th at 3:00 p.m. in the Whipple Fine Arts Center on the UCC main campus.

The concert will feature a “Tribute to Burt Bacharach”.

AGENT ORANGE TOWN HALL SEMINAR ON SATURDAY

Associates of Vietnam Veterans of America Chapter 805 in Roseburg will have an Agent Orange Town Hall this Saturday.

The event will be held from 10:00 a.m. to 2:00 p.m. at Garden Valley Church at 3047 Garden Valley Road, west of Roseburg.

Topics will include educational benefits for veterans, Agent Orange exposure, toxic exposure and more. A light lunch will be provided. No pre-registration is required. The location is wheelchair accessible.
