DISCUSSION: It will be breezy and cooler today with light rain chances mainly over the Cascades. Rain chances increase tonight into Friday night as a cold front produces a wetting rain at least from the coast to the Cascades, and possibly on the east side. This will include snow at elevations above 6000 feet, a slight chance of mainly coastal thunderstorms, and windy conditions on the east side. Cold temperatures and light rain chances are expected during the weekend. Another strong cold front will follow on Monday with rain likely and another slight chance of thunderstorms. Weaker disturbances in a cold, active pattern are likely for the rest of next week.

CREWS RESPOND TO STRUCTURE FIRE IN DIXONVILLE ON TUESDAY

Crews with Central Douglas Fire & Rescue responded to a structure fire in DIxonville on Tuesday.

A CDF&R release issued Wednesday night, said the fire in the 1000 block of Buckhorn Road was called in at approximately 10:40 a.m. Upon arrival, firefighters found a single-story home with fire coming out of several windows and smoke coming from all the eaves.

The first engines initiated an offensive attack and conducted a primary search of the home. The occupants were not at home when the fire started. One pet kitten was saved from the fire. The fire appeared to have started from a heat lamp that was used for warming baby chickens.

CDF&R responded with three fire engines, one water tender and one command vehicle. The Roseburg Fire Department, Glide Rural Fire Protection District, Umpqua Valley Ambulance, Pacific Power and Avista Utilities assisted at the fire scene.

DFPA CONTINUES WITH PRESCRIBED BURN THURSDAY

The Douglas Forest Protective Association is continuing with prescribed burns around the Douglas District.

DFPA Public Information Officer Rachel Pope said a burn in the 10500 block of Old Highway 99 South in Dillard will resume. Smoke may be visible from Dillard, Winston, Green, Roseburg, Round Prairie, Interstate 5, Highway 42 and Highway 99.

HOYLE ISSUES STATEMENT ON ISRAEL AND HAMAS CEASEFIRE AGREEMENT

Wednesday evening, 4th District Congresswoman Val Hoyle released a statement after it was announced that a ceasefire agreement had been reached between Israel and Hamas.

Hoyle said, “I welcome the news of a ceasefire. I want to thank the White House and everyone involved in the process”. Hoyle said, “The priority now must be securing the release of all remaining hostages, getting humanitarian aid to civilians and supporting a lasting peace that ensures the safety, dignity and self-determination of Palestinians and Israelis alike.”

The announcement of a peace deal came just over two years after the terrorist network attacked Israel on October 7, 2023.

SCIENTIST FROM ROSEBURG RECEIVES 2025 MACARTHUR FELLOWSHIP

Kareem El-Badry, a scientist from Roseburg has received a 2025 MacArthur Fellowship – an unrestricted $800,000 grant from the foundation recognizing extraordinary creativity and impact.

A foundation release said El-Badry is an astrophysicist improving people’s understanding of the stellar population of the Milky Way Galaxy, particularly the formation and evolution of binary star systems. By using large survey data, targeted observations, and theoretical modeling, his work aims to understand how binaries form, evolve, and interact, with a focus on binaries that include black holes. With more large astronomical datasets becoming available in the near future, El-Badry’s research is poised for even more discoveries about binary stars, the Milky Way Galaxy, and other wonders of the universe.

El-Badry received his BS in 2016 from Yale University and a PhD in 2021 from University of California, Berkley. Prior to joining the California Institute of Technology as an assistant professor of astronomy in 2023, El-Badry was a junior fellow in the Harvard Society of Fellows and held postdoctoral fellowships at the Harvard-Smithsonian Center for Astrophysics and the Max Planck Institute of Astronomy. He has published articles in a number of leading scientific journals.

El-Badry is 31 years-old and currently lives in Pasadena, California. He is a 2012 graduate of Roseburg High School.

22 people have been named 2025 MacArthur Fellows. Since 1981 the MacArthur Foundation has celebrated and inspired the creative potential of individuals through no-strings-attached fellowships.

Kareem El-Badry will talk about his work and the grant, on Inside Douglas County Thursday at 12:30 p.m. on News Radio 93-9 FM and 1240 KQEN.

BURN PERMITS BEING ISSUED THROUGH OCTOBER

The City of Roseburg Fire Department is issuing residential burn permits through the end of the month.

A city release said these permits are issued for seven days at a cost of $75. Residential yard waste is the only material that may be burned. Prohibited items include standing berry wines, paper, wood, plastics, tires, standing grass, weeds, construction material, and material from lot clearing. Burning may not be done on vacant lots or on someone else’s property. Fires must be monitored by a competent adult and extinguished prior to darkness. Tools to control or extinguish the fire must be on-site whenever there is material burning.

Burn barrels are never allowed inside the city limits. Anyone burning trash or burning without a permit may be subject to fines and/or legal action. In addition, due diligence must be exercised while burning, as even with a permit, fire can quickly get out of control. The person responsible for the fire may be subject to fines, legal action or restitution.

If possible, residents are urged to utilize alternatives to burning, such as composting, chipping, mulching, or transporting debris to the Douglas County Landfill.

H.O.P.E. DRUG COURT PARTICIPANT HOLDS PACKS WITH PURPOSE FUNDRAISER

A H.O.P.E Drug Court participant is holding a Packs with Purpose fundraiser to support those completing the Residential Substance Abuse Treatment program in the Douglas County Jail.

A Douglas County Circuit Court release said the RSAT program helps repeat property and drug offenders who are eligible for downward-departed prison sentences. The program is 120 days, or more if needed, and gives participants time for therapeutic intervention locally, with the goal of reducing recidivism and offering alternatives to state prison. Participants are kept in a separate pod away from the general population and their schedule includes daily group sessions and individual counseling.

Upon successful RSAT completion, the individual transitions directly into the H.O.P.E. Drug Court program, which serves as aftercare. The release said many people graduating from RSAT may find themselves with very little or nothing for reentry.

H.O.P.E. Drug Court graduate phase participant Tanaya Hulsey is trying to help by creating backpacks with some essential items for those being released who may not have what is needed for basic hygiene. People can help by donating items like shampoo and conditioner, socks and undergarments, food and coffee gift cards and certificates, water bottles, hairbrushes, shaving items, deodorant, toothbrush and paste, bar soap, and thermal shirts and pants.

ANNUAL UMPQUA RIVERS CLEANUP HAPPENING ON SUNDAY

Community members from around the Umpqua Valley are invited to take part in the 41st annual Umpqua Rivers Cleanup on Sunday.

Sponsored by Umpqua Watersheds, Native Fish Society and Thrive Umpqua, the cleanup continues a legacy of care for the rivers that sustain fish, wildlife and communities. Volunteers will gather to remove trash and debris from riverbanks, boat ramps and recreation sites throughout the basin – helping restore habitat, protect water quality, and keep the Umpqua a place where people and ecosystems thrive.

Julie Lowe of Umpqua Watersheds said, “This event has become a symbol of our region’s commitment to clean water and healthy rivers”. Lowe said, “Each bag of trash collected makes a real difference for salmon, lamprey, native fish, and for all of us who depend on these waters”.

Volunteers should wear sturdy shoes, dress for the weather, and bring gloves if available. Trash bags and disposal can be provided by Umpqua Watersheds. Coordinators are available to guide volunteers to specific river sections, assist with removing trash, or direct efforts where they are needed most. Participants are welcome to work independently or join a coordinator-led effort.

RIVERBEND LIVE! ONE OF 31 ORGANIZATIONS TO RECEIVE ARTS LEARNING GRANTS

Riverbend Live! in Winston is one of 31 organizations statewide to receive a $10,000 grant from the Oregon Arts Commission’s Arts Learning grant program.

An OAC release said every funded project is a collaboration with local schools and communities across Oregon designed to strengthen K-12 arts education during the 2026 fiscal year.

Arts Education Coordinator Tiff Harker said, “Through this grant program, thousands of students will have an opportunity to engage with creative practices that enhance cognitive skills, problem-solving and self-empowerment through the arts”. Harker said, “We congratulate these awarded arts organizations that partner with educators to make these new learning projects possible for Oregon students”.

The grant to Riverbend Live! will support a free, six-week Summer Youth Theater Camp serving nearly 50 students from ages 8-17 in rural Douglas County, integrating acting, singing, choreography, and set design, culminating in two public performances at Riverbend Park.

DINT ARRESTS SUSPECTED METH AND FENTANYL DEALER

The Douglas Interagency Narcotics Team has arrested a suspected dealer of methamphetamine and fentanyl.

A DINT release said in late September, the Douglas County Sheriff’s Office and DINT began receiving information regarding specific individuals allegedly involved in the sale and purchase of both drugs around Douglas County.

DINT Commander Lieutenant Rick McArthur said during this investigation it was discovered that 47-year-old Clinton Reed of Roseburg, was the person sending this information, which implicated himself in the illegal activity.

Tuesday afternoon, Reed was contacted in the 1400 block of Northeast Vine Street in Roseburg by DINT detectives. McArthur said Reed admitted to sending this information to DCSO and advised detectives that he was on his way to sell fentanyl at that time.

A search of Reed’s backpack and home allegedly led to a total of 48.3 grams of suspected fentanyl, 11 grams of suspected methamphetamine and baggies consistent with the presumed delivery of controlled substances.

McArthur said Reed was charged with unlawful manufacturing, delivery and possession of methamphetamine, and unlawful manufacturing, delivery and possession of a Schedule II controlled substance. After arraignment, bail was set at $15,000.
