Near Critical East Winds combined with Poor Relative Humidity Recoveries this morning and also tonight into Wednesday morning for upper slopes and ridges from the Cascades westward

DISCUSSION: High pressure will remain in place through Wednesday with rapid warming and drying. East breezes and poor nighttime RH recoveries are expected over the upper slopes/ridges from the Cascades west this morning and again tonight. East winds trend lower Wednesday morning. Low RH is expected across inland areas during the afternoons. Warm and dry conditions will persist through the end of the week. On Thursday and Friday, breezy to gusty north to northwest winds may develop in the afternoons.

ROSEBURG TO SEE HIGHS 10 TO 15 DEGREES ABOVE NORMAL THROUGH WEDNESDAY

Roseburg will see high temperatures that are 10 to 15 degrees above normal for Tuesday and Wednesday.

Forecasters at the National Weather Service in Medford told News Radio 93-9 FM and 1240 KQEN that strong high pressure is centered over much of southern Oregon. While the temperatures will be higher than usual, they are not expected to get close to record highs for the dates. Roseburg is forecast to see afternoon temperatures in the lower 90s through Wednesday. The record high for September 23rd is 100 degrees, set in 1943 while the record for September 24th is 99 degrees, reached in 2024.

Beginning Thursday, highs will be in the low to mid-80s for several days.

FIRE DANGER LEVEL INCREASES TO HIGH

Due to the forecast of increased, above-normal temperatures, decreased relative humidity and reduced overnight moisture recovery, the Douglas Forest Protective Association has increased the fire danger level to HIGH, effective Tuesday.

DFPA Public Information Officer Rachel Pope said this applies to all private, county, state, and Bureau of Indian Affairs lands within the Douglas District, imposing certain fire restrictions on the public to help prevent wildfires.

Pope said for the public this means non-industrial power saw usage, the cutting, grinding, or welding of metal, the cutting, trimming, or mowing of dried, cured grass, and power-driven machinery for non-industrial improvement or development on private property will only be allowed before 10:00 a.m. or after 8:00 p.m.

At this time, there is no change to the Industrial Fire Precaution Levels. They will remain at IFPL2, district wide.

PINE STREET WATER MAIN REPLACEMENT PROJECT CONTINUES

A water-main replacement project continues along Southeast Pine Street between Southeast Oak Avenue and Southeast Sykes Avenue in Roseburg.

A city release said the project is replacing about 2,600 linear feet of 6-inch-water main installed in the 1930s with new 8-inch-diameter water main. Work also includes mid-block replacements on Southeast Mosher Avenue and Southeast Cass Avenue between Pine and Stephens streets.

Work will continue from 7:00 p.m. to 6:00 a.m. through Wednesday. The contractor will begin daytime work on Monday, September 29th from 6:00 a.m. to 7:00 p.m.

The project may shut down temporarily over the winter due to weather constraints, the resume in the spring.

Work is taking place in the right-hand, southbound lane of Southeast Pine. During working hours, one lane of Pine Street is closed to traffic through the work zone.

CITY OF ROSEBURG TO BEGIN ISSUING BURN PERMITS

The City of Roseburg Fire Department will begin issuing residential burn permits during the month of October:

A city release said these permits are issued for seven days at the cost of $75. Residential yard waste is the only material that may be burned. Prohibited items include standing berry vines, paper, wood, plastics, tires, standing grass, weeds, construction material and material from lot clearing. Burning may not be done on vacant lots or someone else’s property. Fires must be monitored by a competent adult and extinguished prior to darkness. Tools to control or extinguish the fire must be on site whenever there is material burning.

Burn barrels are never allowed inside the city limits and anyone burning trash or burning without a permit may be subject to a fine and/or legal action. In addition, due diligence must be exercised while burning even with a permit. Fire can get out of control, and the person responsible for the fire may be subject to fines, legal action or restitution.

The release said, if possible, residents are urged to utilize alternatives to burning, such as composting, chipping, mulching, or transporting debris to the county landfill.

ROSEBURG VA WITH FREE FLU SHOTS AVAILABLE

As the 2025-2206 flu season approaches, the Roseburg VA Health Care System is helping veterans protect their health.

A VA release said starting October 1st, veterans can receive free flu shots at various drive-through and walk-in-clinics including locations in Roseburg, Eugene, North Bend and Brookings.

Drive-through clinics will be at the Roseburg VA Medical Center, under the Building 1 canopy on Tuesdays, Wednesdays and Thursdays from 4:30 p.m. to 6:00 p.m. October 2nd through 16th. Clinics will also be held on Saturdays October 4th, 18th and November 1st from 9:00 a.m. to 2:00 p.m. A drive-through clinic at the North Bend VA Clinic is scheduled for October 25th from 9:00 a.m. to 2:00 p.m.

Walk-in Clinics will be held:

*Roseburg VA Medical Center – Primary Care, on Mondays, Wednesdays, and Fridays from 11:00 a.m. to 11:00 a.m. and from 1:00 p.m. to 3:00 p.m.

*Brookings VA Clinic on Wednesdays from 9:00 a.m. to 11:00 a.m. and from 1:00 p.m. to 3:00 p.m.

*North Bend VA Clinic on Tuesdays from 9:00 a.m. to 11:00 a.m. and from 1:00 p.m.to 3:00 p.m.

*Eugene VA Health Care Clinic, October 7th through the 16th on Tuesdays, Wednesdays and Thursdays from 7:00 a.m. to 8:00 a.m. and from 4:30 p.m. to 6:00 p.m. Saturday clinics are scheduled for October 4th, 18th and November 1st from 9:00 a.m. to 2:00 p.m.

*Eugene VA Downtown Clinic on Monday’s October 6th, 20th and 27th from 9:30 a.m. to 11:30 a.m.

COMMUNITY INVITED TO EXPERIENCE POVERTY SIMULATION IN ROSEBURG

Urban Rural Action invites community members to experience a poverty simulation event in Roseburg.

It will take place on October 10th at the Douglas County Fairgrounds, beginning at 8:30 a.m.  Using the nationally recognized Missouri Community Action Network Poverty Simulation model, participants will assume the roles of families struggling to make ends meet. For one “month” compressed into a few hours, participants will navigate difficult choices around housing, employment, childcare, transportation, and unexpected expenses.

Umpqua Coordinator and URA participant Amy Taylor said, “Homelessness and poverty look different depending on who you are and where you live. This simulation is a powerful way to build empathy, understanding, and solutions across divides.”

After the simulation, participants will engage in a guided reflection and discussion about what they learned and how the community can respond.

Urban Rural Action is a national nonprofit that convenes politically diverse groups of Americans to build relationships across divides and collaborate on local community challenges. The Southern Oregon UR Action team has identified homelessness and housing insecurity as their area of focus, and the poverty simulation is part of their effort to foster dialogue and collective problem-solving.
