Umpqua National Forest to Lift Emigrant Fire Emergency Closure

The Roseburg Receiver

The Umpqua National Forest announced it will rescind the Emigrant Fire Emergency Closure Order on Friday (9/26/25), reopening several popular recreation sites that were off-limits during the wildfire response.

The closure was originally issued to protect both the public and firefighters as crews worked on the Emigrant Fire. While the order is being lifted, some access restrictions remain in place. Officials confirmed that National Forest Service Road 2610 and NFSR 6000-700, both near the fire’s perimeter, will stay closed for safety reasons.

With the change, hikers and visitors will once again have access to trails and trailheads such as the Upper Lemolo Falls Trail #1476 and the Skipper Lakes Trailhead.

Forest officials noted that a related closure tied to the Emigrant Fire is still in effect on the Willamette National Forest, and visitors should check that forest’s website for the latest updates.

Coming Soon: New Tennis and Pickleball Courts at Stewart Park

The Roseburg Receiver

Later this fall, Roseburg residents will be able to play on brand-new outdoor tennis and pickleball courts at Stewart Park, following a $2.5 million renovation of the park’s more-than-50-year-old facilities.

The project will deliver eight new tennis courts10 dedicated pickleball courts, and major upgrades including new fencing, lighting, seating, an improved entryway, and enhanced security.

Roseburg residents can expect big changes when Stewart Park’s tennis and pickleball courts reopen later this fall. A Portland-area company is installing Plexipave, a layered acrylic surface designed for consistent bounce and durability, giving players high-performance courts that can handle heavy use. Spectators will also benefit from improvements, including a 250-foot dual-facing concrete seat wall that allows people to watch both tennis and pickleball matches, with room for umbrellas and shaded seating areas. Accessibility has been built into the redesign with new sidewalks, ramps, patio space, and a drinking fountain with a water bottle station, making the facility easier and more comfortable to use for everyone. Once construction is complete, city parks crews will finish the project with fresh landscaping around the courts.

The project was made possible through a community effort that combined a $750,000 state grant, $523,000 from the City of Roseburg, and $1.1 million raised by the Umpqua Valley Tennis Center. A ribbon-cutting ceremony will be scheduled once fencing and nets are installed, and the courts are expected to officially open later this fall. Roseburg Forest Products Ends Hardwood Plywood Production in Dillard

The Roseburg Receiver

Roseburg Forest Products has announced it is ceasing production at its Dillard Hardwood Plywood facility and will exit the hardwood plywood market. The decision is part of the company’s long-term strategy to sharpen its focus on core product lines with stronger demand and growth potential.

The Dillard plant, one of Roseburg’s longest-running facilities, employed about 110 people. The company said team members are being encouraged to apply for open positions at other sites and will receive support during the transition. Other operations at the Dillard complex, including MDF and lumber production, will continue.

Company leaders pointed to market changes as a driving factor. Imported products now account for nearly 80% of the U.S. hardwood plywood market, putting pressure on domestic manufacturers.

“Successful businesses never stand still, and that’s been true for Roseburg for 90 years,” said President and CEO Stuart Gray. “As we look to the future, we’re sharpening our focus on the products and capabilities that support the best use of our high-quality veneers and fiber, backed by continued investment in operational excellence.”

Roseburg said its future priorities include engineered wood, MDF, lumber, and softwood plywood. Since April 2023, the company has invested nearly $700 million in Southern Oregon operations, including modernization projects, facility upgrades in Douglas and Coos counties, and the launch of its Armorite® Exterior Trim line at the new Dillard Components facility.

“Our hardwood plywood manufacturing legacy extends back to 1952, and we appreciate everything our operations teams have done to stay competitive,” Gray said. “But our evolution as an organization speaks to changing markets, evolving customer needs and following the best course for long-term success.”

Migrating Vaux’s Swifts Return to Roseburg; “Swift Watch” Back On

The Roseburg Receiver

After weeks of uncertainty, migrating Vaux’s Swifts have returned to Roseburg in spectacular numbers, prompting the Umpqua Valley Audubon Society (UVAS) to revive its popular “Swift Watch” events on Friday, Sept. 19 and Friday, Sept. 26. About 1,000 of the tiny gray birds were spotted swirling above the Clay Place chimney at Fir Grove Park earlier this week before dropping in at sunset to roost for the night. The sighting thrilled UVAS board member and past president Diana Wales, who called the migration “delightful” and a reminder of nature’s unpredictability.

UVAS had previously canceled this year’s Swift Watch after no large flocks appeared during the usual August monitoring. The group had nearly given up hope until Monday, Sept. 15, when reports of large numbers came in. By the following evening, UVAS President Mark Hamm had video evidence of roughly 1,000 swifts funneling into the chimney. For decades, the birds have used the Clay Place chimney and other local structures as stopover roosts during their spring and fall migrations. Swifts once roosted at the Douglas County Courthouse, but that chimney was capped in 2022 for heating system safety. Their appearances in Roseburg have since been unpredictable, with only scattered sightings last year.

Natural roosts for the birds are old-growth hollow trees, but habitat loss has pushed them to rely on chimneys. At sunset, the swifts circle in tight formations before plunging into a chosen chimney, clustering together for warmth against cool nights. The free public events are hosted by UVAS in partnership with Roseburg Parks and Recreation. They will take place behind the Umpqua Valley Arts Center, 1624 W. Harvard Ave., starting at 6:30 p.m. on Sept. 19 and Sept. 26. Sunset times are approximately 7:15 p.m. and 7:02 p.m., but roosting may occur earlier or later depending on weather.

Visitors are encouraged to bring folding chairs, blankets, or watch from vehicles. Audubon volunteers will be on hand to answer questions, and local group Winds of Umpqua will provide Native American-style flute music during the events. Still, organizers caution that the swifts are unpredictable. “We can’t guarantee they’ll be there any particular night,” Wales said.
