.DISCUSSION...The anticipated pattern change arrives today and lingers over the region through much of the week. This pattern will result in moderated conditions with widespread showers, increasing RHs, isolated to scattered thunderstorms and temperatures more like early October through mid-week. Expect another round of gusty south to southwest winds today, with lower daytime RHs across far eastern areas (similar to this past weekend's values) before trending high from Tuesday onward.

LOWER PRESSURE BRINGING COOLER TEMPERATURES AND SHOWERS

Low pressure that has been sitting offshore is moving into the Umpqua Valley starting Monday, bringing cooler temperatures and widespread showers.
Forecasters at the National Weather Service in Medford told News Radio 93-9 FM and 1240 KQEN that afternoon highs should be in the 70s for several days. That is six to ten degrees below the normal high for this week in September, which is 84 degrees. Forecasters said weather this week will resemble what is expected in early October.
Another low-pressure system is forecast to bring more showers to the region starting this weekend.
The high temperatures at the Roseburg Regional Airport were 80 degrees on Saturday and 84 degrees on Sunday.
ABUNDANT LIGHTNING MOVED ACROSS UMPQUA NATIONAL FOREST

Abundant lightning moved across the Umpqua National Forest on Saturday with twelve new fires confirmed on Sunday.
A UNF post said four fires are in contained status.
- Old Fire (#392) – Estimated at one-tenth of an acre. Located just east of Garwood Butte on the Diamond Lake Ranger District. 100% lined, 80% mopped up.
- Sherwood Fire (#393) – Estimated at 1 to 2 acres. Located just southeast of Garwood Butte on the Diamond Lake Ranger District. Rappelers on scene.
- Upper Sherwood Fire (#395) – Estimated at one-tenth of an acre. Located just south of Garwood Butte on the Diamond Lake Ragner District. Fully lined, mop up is complete.
- Tallow Fire (#397) – Estimated at 0.53 acres. Located just north of Tallow Butte on the Tiller Ranger District. 90% lined, hoselay complete, 5 to 10 feet mopped up.
- Buck Fire (#398) – Estimated at one-tenth of an acre. Located just north of Tallow Butte on the Tiller Ranger District. Fully lined, in mop up.
- Coyote Fire (#401) – Estimated at ten acres. Located northwest of Tallow Butte on the Tiller Ranger District.
- Three Lakes (#404) – Estimated at a half of an acre. Located south of Garwood Butte on the Diamond Lake Ranger District. 100% lined, beginning mop up.
- Spring Fire (#406) – Estimated at one-tenth of an acre. Just north of Twomile Creek on the Tiller Ranger District. Fully lined, in mop up.

The UNF is in High fire danger with Public Use Restrictions and the Industrial Fire Precaution Level at Level 2.
MERKLEY, WYDEN, HOYLE: DISASTER RELIEF COMING TO SOUTHERN OREGON

On Friday, Oregon’s U.S. Senators Jeff Merkley and Ron Wyden, and U.S. Representative Val Hoyle welcomed the approval of Oregon Governor Tina Kotek’s request for a Major Disaster Declaration from the Federal Emergency Management Agency in response to devastating flooding and other devastating weather-related events that severely impacted Coos, Curry and Douglas counties in March.
A joint release said the wide-ranging weather between March 13 and March 20, triggered several incidents from the south coast to eastern Oregon, as warm rains led to snowmelt that contributed to severe runoff and erosion. Three rivers reached major flood levels, and wind gusts of over 45 miles per hour caused power outages and blocked roads.
To help impacted communities recover from this disaster, the Oregon lawmakers wrote a letter to the White House in support of the Governor’s request for a Major Disaster Declaration. President Trump granted her request for Public Assistance for Coos, Curry, and Douglas counties.
The Oregon lawmakers said, “The impacts the severe flooding had on both the physical and social infrastructure in Southern Oregon have been devastating. We are grateful the President saw the urgency and immense need of the Governor’s request for federal aid in Coos, Curry, and Douglas counties”.
The release said the declaration now unlocks federal funding from FEMA for state, Tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis to address damage sustained from flooding, landslides, mudslides, and other impacts during the storms.
The lawmakers request for FEMA to provide support to eligible individuals and households in the three counties through the Individual Assistance program remains under review. Additionally, the White House is still weighing the lawmakers’ request to make the Hazard Mitigation Grant Program available to help communities in the three counties rebuild in a way that mitigates future disaster losses.
CITY COUNCIL TO CONSIDER POTENTIAL FOR FIREWORKS BAN

There will be fireworks at the Roseburg City Council meeting on Monday night.
A light agenda is highlighted with a fireworks risk assessment. Staff are asking the council to consider possible actions to establish a ban on the sale, possession and use of fireworks inside the city. Councilors will look at data regarding the impact fireworks have had in helping to start fires around Oregon and even in Roseburg.
Staff will also present information about how the use of fireworks can be triggering for veterans and people living with post-traumatic stress disorders and the distress that fireworks can cause to pets.
If the council supports the concept of a ban on fireworks, they could direct staff to prepare an ordinance for consideration at a future meeting.
Other items are on the agenda as well. The meeting will begin at 7:00 p.m. in the city council chambers. It can be seen on the city’s Facebook page or viewed later at www.cityofroseburg.org
UNITED WAY DAVE JOHNSON MEMORIAL GOLD TOURNAMENT THURSDAY

Greater Douglas United Way has the Dave Johnson Memorial Golf Tournament this Thursday.
Back for its 43rd year, the event will be held at Bar Run Golf & RV Resort. It supports the local United Way’s annual fundraising campaign, and is made possible by generous sponsors, enthusiastic golfers, dedicated volunteers, and United Way staff.
Golfers will have the chance to win prizes through Hole-In-One contests, and a Closest-to-the-Pin-competition, which will award $600 in cash prizes. Additional sponsor-hosted contests and exciting additions at tee boxes will challenge players to show off their skills and have fun.
Participants will also enjoy a festival atmosphere with breakfast, lunch, a charcuterie table, and an awards presentation to wrap up the day.
Registration is still open. Reserve a spot by calling Greater Douglas United Way at 672-1734. An individual entry is $250, and a team of four is $600. The event is limited to 36 teams.

UNF DEPUTY FOREST SUPERVISOR TO ADDRESS TIMBER ORGANIZATION

The deputy forest supervisor of the Umpqua National Forest will address a timber organization later this month.
Jake Winn will be the speaker at a no host breakfast of the Douglas Timber Operators on Thursday, September 25th at 8:00 a.m. It will be held in the loft of the Del Ray Café on Northeast Stephens Street in the Winchester area.
Winn’s presentation is titled, “Increasing Active Management on the Umpqua National Forest”.
