ODOT Launches $17 M Improvement Project on Oregon 42 Between Lookingglass Creek and I‑5

Winston, OR – The Oregon Department of Transportation (ODOT) has begun a two‑year construction project to upgrade a five‑mile stretch of Oregon 42 from Lookingglass Creek through the Green District in Winston to the Interstate 5 interchange. The $17,058,426 project, awarded to Rocky Mountain Construction LLC, is scheduled for completion by Sept. 30, 2026.
Scope of Work
- Pavement Rehabilitation: Most of the corridor will receive a 2‑inch grind and inlay, with heavily rutted or damaged sections milled 4 inches deep.
- Bridge Repairs: Five bridges along the route will have new expansion joints, deck seals, and overlays.
- Traffic Signal Installation and Upgrades: A new signal—with streetlights, crosswalks, and dedicated turn lanes—will be added at Rolling Hills/Grange Road. Existing signals at Grant Smith, Carnes (Kelly’s Corner), and the OR 42/OR 99 junction will receive hardware upgrades to reduce rear‑end crashes.
- Turn Restrictions and U‑Turn Accommodations: Channelizing islands and median barriers between Rolling Hills and Carnes Road will reduce left‑turn conflicts, with U‑turn provisions at two signalized intersections.
- Right‑Turn Lanes: New right‑turn lanes will be installed at Landers Avenue and Rolling Hills Road to improve traffic flow and safety.
- Pedestrian and ADA Enhancements: ADA‑compliant curb ramps at 14 intersections will be replaced to meet current accessibility standards.
- Safety Lighting: Additional streetlights will be installed along the multiuse path near Landers and Jackie avenues.



Traffic and Community Impacts
Drivers can expect intermittent lane and shoulder closures with flagger‑directed traffic control. When sidewalks are closed, ODOT will provide alternative pedestrian routes. Businesses in the work zone will remain accessible, marked by blue cones.
Background and Funding
The corridor has seen several serious crashes, including fatalities, often related to turning movements and deteriorated pavement. Funded through state and federal capital programs, this project will not affect ODOT’s maintenance budget. Public outreach included a 2022 open house in Winston, whose feedback led to added streetlights and right‑turn lanes.
