The Oregon School Activities Association (OSAA) has approved major changes to its classification and districting structure for the 2026–2030 cycle, a decision that directly impacts Roseburg High School athletics.

The OSAA Executive Board approved three amendments to the Classification and Districting Committee’s final recommendation in a 13–1 vote, followed by approval from the Delegate Assembly with the required three-quarters majority.

Under the new alignment, Roseburg High School will compete in a newly created 6A–5A Southwest Hybrid League, joining Grants Pass, North Medford, South Medford, and three 5A programs: Ashland, Crater, and Eagle Point. The hybrid league combines schools across classifications to address geographic challenges and competitive balance.

The Southwest Hybrid becomes the second such league approved for the upcoming cycle, joining the previously established 6A–5A Midwestern Hybrid in the Eugene-Springfield area.

OSAA officials say the changes conclude a four-month process that began in August, during which the Classification and Districting Committee reviewed enrollment data, received more than 300 written submissions, and heard testimony from 171 groups statewide. The committee was chaired by Tigard-Tualatin School District Superintendent Iton Udosenata.

The updated classifications will take effect beginning with the 2026–27 school year and will remain in place through 2030. OSAA will continue operating under a six-classification system, which has been in use since the 2006–07 activity year.

Additional amendments approved include adjustments to the 5A and 4A enrollment cutoff, returning Cascade and Henley to their previous 4A conferences, and moving Enterprise High School from the 2A-6 Blue Mountain Conference to the 2A-5 Wapiti League following testimony from the school.

As part of the final recommendation, OSAA’s Executive Board will reconvene the Computation of ADM Task Force next year to further evaluate enrollment calculations and the long-term classification process.
