The suspect, a 53-year-old Winston man, was taken into custody after a non-injury crash. Investigators are reviewing the incident for possible bias crime elements, police said.

DOUGLAS COUNTY, Ore. — Multiple law enforcement agencies responded Thursday morning after reports of a person discharging a firearm from a moving vehicle along Interstate 5 near milepost 128.

According to the Oregon State Police, dispatchers began receiving 911 calls around 8:18 a.m. on Jan. 29, 2026, reporting a person firing a gun from a northbound vehicle on the freeway. A preliminary investigation indicated the suspect, identified as Charles Simmons, 53, of Winston, was allegedly discharging a firearm from inside a Dodge Ram pickup while traveling on the interstate.

Investigators say the suspect reportedly contacted pedestrians, attempted to stop other motorists, and was involved in a non-injury crash with another vehicle while displaying and at times discharging a firearm. Law enforcement later located the vehicle and took the suspect into custody without further incident. Authorities said there is no ongoing danger to the public related to the case.

After identifying the suspect, investigators learned he had previously contacted the Roseburg OSP office and made concerning remarks regarding “foreign” individuals driving on Interstate 5. OSP officials say the incident is being reviewed for possible bias crime elements in connection with both the reported statements and the events on the freeway.

OSP was assisted at the scene by the Roseburg Police Department, Winston Police Department, Sutherlin Police Department, and the Douglas County Sheriff’s Office.
