Details: While conducting a security check of 200 SE Pine Street (The Point), officers contacted Snow whose camp site was not within the guidelines of the city's "TIME, PLACE & MANNER." Snow had four prior convictions for Prohibited Camping. Snow's camp site was strewn with trash within 100 yards of a waterway. Snow had two active warrants, one out of Coos Bay Police Department for Theft II and the Roseburg Police Department for Prohibited Camping (Criminal).
Disposition: Due to Snow having injuries to his leg and foot, he was cited and released on scene with new court dates regarding the warrants and was cited and released on scene for Littering near waterway and Prohibited Camping (Criminal).
Littering
Lance Luther Teuteberg, 42, lodged after reported large camp cleanup at The Point

Details: Teuteberg had a large camp at The Point with garbage strewn all over the surrounding area. He had a large sword, throwing star, BB gun, large splitting maul and two hatchets in his camp. Roseburg City personnel cleaned Teuteberg's camp where three heaping pickup loads of garbage were taken to the landfill.
Disposition: Lodged at Corrections.
Prohibited Camping
Craig Aaron Lord Bailey, 34, and Ronny Wathan, 38, cited and released for prohibited camping

Details: Bailey and Wathan were contacted because their camp did not comply with the Roseburg city ordinance for Time, Place, and Manner. Their camp was set up in a restricted place and in a restricted manner. They were both cited and released for Prohibited Camping.
Disposition: Bailey and Wathan were cited and released.
Littering
Ashleigh Nicole Green, 42, lodged on littering/prohibited camping-related charges; meth located during cleanup

Details: Officers were conducting a check of Deer Creek Park and contacted Green. She had a large amount of trash outside her camp and was camping outside time and manner. She also had a lawn edging tool. During the clean up about 2.9 grams of methamphetamine was located.
Disposition: Green was lodged at Corrections.

Details: Batson was contacted at Deer Creek Park for Prohibited Camping. She was arrested on her warrants. She was additionally cited and released for Prohibited Camping.

Subject Stop
Lakiesa Latoya Pierce, 40, lodged after officers reported driving while suspended; warrant confirmed

Details: Officers contacted Lakiesa Pierce at Abby's after seeing Lakiesa drive while her license was suspended at the misdemeanor level. She also had a warrant for her arrest which was confirmed. She was taken into custody without issue and was transported to Douglas County Corrections. The business owner told officers they were okay with the vehicle remaining on scene.
Disposition: Lakiesa was lodged at Douglas County Corrections.
Disturbance
Noah John Bedwell, 50, lodged on domestic menacing and related charges (police reported he was already in custody)

Details: Officers learned Bedwell was lodged at Douglas County Corrections and knew there was probable cause to arrest him stemming from a domestic disturbance approximately one week prior. Noah was lodged at Douglas County Corrections for the above-mentioned crimes.
Disposition: Noah was lodged at Douglas County Corrections.
Traffic Crash
Non-injury crash on NE Diamond Lake Blvd; 18-year-old cited for following too closely

Details: While driving eastbound on NE Diamond Lake Blvd officer observed V2 crash into V1 while V1 was stopped. D1 said he was following too close and did not have enough time to stop and could not avoid the collision. V1 was towed away from the scene by Roseburg Towing and V2 was able to be driven away.
Disposition: D1 was cited for Following Too Closely.
Theft

Details: Officers contacted Danya Czernowski at the Douglas County Jail regarding a past theft case in which he had stolen a security camera from the above listed address that he had been trespassed from.
Disposition: Danya was charged with the above crimes.
Prohibited Camping
Four cited and released in camping/littering enforcement contact on NW Rennan Street area

Details: Officers contacted Kindel, Sandidge, Gater, and Valdez in a camp on the side of NW Rennan Street. Gater and Valdez claimed the camp so they were cited for Offensive Littering and had previously received three citations for Prohibited Camping so they were issued a criminal citation for Prohibited Camping. Kindel and Sandidge were both given their first Prohibited Camping citation.
Disposition: Cited and released on scene.
