Police Seize Dogs, Firearms in Roseburg Animal Neglect Case
Roseburg police seized 16 dogs, firearms, and ammunition after an investigation into an alleged illegal breeding operation. A 66-year-old man faces 17 counts of animal neglect and firearm charges following the Aug. 18 incident.

ROSEBURG, Ore. — An animal welfare investigation led to the discovery of an alleged illegal dog breeding operation in Roseburg, according to the Roseburg Police Department.
Officials said the case began on Aug. 18, when officers responded shortly before 2 p.m. to a report of dogs fighting in a backyard on Southeast Stephens Street. Police identified the property’s owner as 66-year-old Edward Andrew Whitely, who was arrested at the scene on suspicion of animal neglect. One injured puppy was taken to the local shelter Saving Grace for treatment.
The following day, investigators executed a search warrant at the property. During that operation, police said they seized 16 dogs along with firearms and ammunition.
Whitely faces multiple charges, including 17 counts of second-degree animal neglect as well as firearm-related offenses.
The Roseburg Police Department was assisted in the investigation by the Douglas County Sheriff’s Office, Winston Police Department, and Saving Grace, who worked together to help ensure the animals’ safety.
