Roseburg Man Arrested Following Police Investigation Involving Juvenile
A Roseburg man has been arrested after police say a juvenile reported a sexual assault at the Budget 16 at 1067 NE Stephens. Investigators allege the suspect admitted knowing the victim’s age. He now faces multiple felony charges.
ROSEBURG, Ore. — A Roseburg man has been arrested following a police investigation into allegations involving a teenage girl, according to the Roseburg Police Department.
Police identified the suspect as Jacob Allen Hayter, 27, who was arrested and charged with rape in the first degree, sexual abuse in the first degree, and contributing to the sexual delinquency of a minor.
According to police, the investigation stems from a report made by a 16-year-old juvenile regarding an alleged sexual assault that reportedly occurred on January 22, 2026, at the Budget 16, 1067 Northeast Stephens Street in Roseburg.
Police stated the juvenile reported that the suspect threatened her if she did not comply. Investigators said Hayter admitted to being in a sexual relationship with the juvenile and acknowledged that he was aware of her age.
Hayter was arrested at his residence and lodged at the Douglas County Jail. The case remains under investigation by the Roseburg Police Department.
All defendants are presumed innocent unless and until proven guilty in a court of law.
