Roseburg Man Jailed on 60 Child Sex Abuse Charges After Winston Police Investigation

Winston Police arrested 21-year-old Lucas Brent Carr of Roseburg on 60 charges of encouraging child sex abuse in the first degree. Police said the case began July 16, 2025, after a tip from the National Center for Missing and Exploited Children. Carr is held without bail.

Roseburg Man Jailed on 60 Child Sex Abuse Charges After Winston Police Investigation

The Winston Police Department has jailed a Roseburg man in connection with an online child sex abuse case following an investigation that began last summer.

According to a Winston Police Department news release, officers began investigating the case on July 16, 2025, after receiving an Internet Crimes Against Children tip from the National Center for Missing and Exploited Children. Police said the tip involved an individual allegedly viewing and duplicating Child Sex Abuse Material.

During the investigation, officers reportedly identified 21 year old Lucas Brent Carr as the person involved. Police said Carr was accessing and duplicating the material.

Winston Police served multiple search warrants at Carr’s residence in Roseburg and seized several electronic devices as part of the investigation.

Police said Carr was taken into custody on Thursday and booked on 60 charges of Encouraging Child Sex Abuse in the First Degree. He is being held without bail.

The Winston Police Department said the Department of Justice assisted with the investigation.
